Dear Ms. McIntyre,
Thank you for sharing your concerns about the Bennett Road Bungalows project
and the city planner assigned to process this development proposal. I appreciate
your concerns and your effort to bring this to my attention. You will receive the
minutes from the previous neighborhood meeting promptly, if you have not
already.
The role of a city planner is to respond to an applicant's request for development
review, facilitate processing the request in a timely fashion, and evaluate the
request against the City's adopted rules, regulations, ordinances, and standards.
The planners will typically prepare themselves for meetings or hearings such as a
neighborhood meeting by having relevant information available to' reference when
applicable. Therefore, by referencing previously marked material in the City Plan
document only speaks to the planner's professional preparedness for the meeting;
a goal that is set in order to provide the most accurate information to residents in
the most expedient manner.
The planners are to remain personally impartial to the ultimate outcome and/or
decision about a development proposal. The planner provides direction on
whether the proposed plan meets the various adopted rules, regulations,
ordinances and standards of the City to the Planning and Zoning Board, the Board
has final authority on the project, and there is a process for appeal to City Council.
If the planner has made a decision that certain characteristics of a proposed
project comply with our Land Use Code, it may appear to some that he or she is
not impartial. However, by acknowledging whether a project adheres to the Land
Use Code does not indicate support or opposition by planners. Rather it is a
simple, objective test for proposed projects.
The Current Planning Department is making preparations . for a second
neighborhood meeting. You undoubtedly will be receiving a notice in the near
