Question: What will the City look at relative to additional cars and driveways in. this area; and, what affects will the new development have on this area? Answer: The applicants' transportation impact study will have to contain information on the amount of increased cars and traffic generated by this development. The study must evaluate the traffic's impact on the streets in the area and what impacts there will be on the level of service of the affected street intersections. The transportation impact study will be submitted to the City's Traffic Operations Department for review. 53. Question: What things will the City look at relative to pedestrian movement in the area? Answer: The aforementioned transportation impact study must address bicycle and pedestrian facilities on and around the development. It will take into account destination points in the area and help determine what bicycle and pedestrian connections are necessary to access those places. 54. Comment: The traffic increase and more cars backing out onto the adjacent streets is a major concern. 55. Question: Has this property been sold yet? Answer: We have a contract on the property and it is contingent on approval of our development plan. 56. Question: Will these be existing stock plan homes? Answer: No, they will be custom designed and built homes. 45. Question: How much would it cost to build a park on this property? Answer: It would be the land purchase cost of approximately $600,000 plus the cost of design and construction of the park. 46. Question: Where will the kids come from to use the new park in the Community Horticulture Center in the Centre for Advanced Technology? Answer: For starters, there are existing neighborhoods to the north and west of the Community Hort. Center. 47. Question: Does the Bennett School playground count as a City park? Answer: No, it does not count. It is not a City park. 48. Question: What is the one park per square mile concept? Where is the park in our square mile? Answer: The concept is to place a neighborhood park generally in a central location in each square mile surrounded by arterial streets. The park in this square mile is Avery Park. 49. Comment: This site should be purchased by the City for a new "containment" pond with grass and a low intensive park should be made. 50. Question: Will this development push the storm water to the west onto my property? Answer: That's what the applicants' storm drainage report will have to determine and demonstrate. This development cannot adversely impact your property from a storm drainage standpoint. 51. Question: Are there any plans to enlarge Bennett School? Answer: Probably not. The school presently is under capacity. 37 W 39 M 41 M 43 Question: Who is the developer? Answer: Jim Murray and Steve Spanjer, who are present at this meeting tonight. Question: Will you have to provide a sidewalk along the street? Answer: Yes, we will. Comment: The West Central Neighborhood Plan references that a pocket park should be provided on this site. Response: That is correct. The plan suggests that a pocket park is a possible land use on this property; and, it suggests that single family residential is appropriate, as well. Question: Is the City encouraging that every undeveloped parcel of ground be developed? Answer: No, the City is not out soliciting for any parcel be developed. Private development is done in its own time and private property owners certainly have a right to develop their property if it meets the City's rules and regulations. Comment: The subject site cannot be developed and maintain the safety of the neighborhood. Question: How can parks be funded if there are no parkland fees to develop one? Answer: That's where creativity comes in. Question: If we live in an older house in an older neighborhood, will there be fees generated to build parks? Answer: Probably not. The City's parkland fees are a one time fee collected at the time of issuance of a building permit for each dwelling unit. 44. Question: Does multi -family residential pay parkland fees? Answer: Yes, each individual dwelling unit pays the parkland fee at the time of issuance of a building permit. 28. Comment: We are concerned about dust and noise during construction. Response: Every effort will be made to mitigate dust, erosion, and noise during construction. The County has fugitive dust requirements and the City has erosion control requirements. 29. Comment: The street trees at the curve from City Park Avenue to Bennett Road will create visibility problems. 30. Comment: There is lots of traffic on these streets. Speed bumps or other forms of traffic calming are needed. Response: The Traffic Operations Department will look at possible traffic calming measures during the development review process. 31. Question: Have you done a market and need analysis for this project? Are $300,000 homes realistic in this location? Answer: We (the developers) have done the appropriate studies and think that the proposed product is realistic. 32. Comment: These expensive homes will raise our property taxes. 33. Comment: We will be looking at a student rental population in these homes. 34. Question: Have you considered a non-traditional design that would have limited access from only two points on the streets? How can you best mitigate traffic? Answer: We do not want to do an alley -accessed project. 35. Comment: How can you consider this proposed development and associated additional traffic to be a minimal impact on the neighborhood. Answer: This assessment is based on engineering and ASHTO standards. 36. Question: Have you considered the storm drainage for this site. It was previously under water. Answer: We are preparing this information for a submittal to the City. 20. Comment: This development will displace a number of animals (wildlife) that use this site. Response: This is a transitional site. Any potential wildlife using this site will be evaluated by the City's Natural Resources Department as part of the required development review process. 21. Question: Why can you not put the garages along the side of the homes instead of the rear of the lots? Answer: We will need to meet the City's garage placement requirements but we can look into our options for the location of the garages. 22. Question: Will this land be raised (filled) to be level with our adjacent lots or will it be higher? Answer: We are still developing the grading plan for this project. 23. Question: What will the parking be like on Bennett Road with 17 more homes and 34 more cars? Answer: This is yet to be determined. 24. Comment: The City should discourage lawns and have the developers provide more rock. There is a shortage of water in this city. 25. Comment: This development will be cramming extra units in on this site that are not compatible with the existing homes. These developers should build ranch -style homes. 26. Comment: These new homes should be ranch -style in height. The City should require this. Your 1'/2 story houses will become 2 stories in height and the 2-car garages will become 4-car garages. 27. Question: When will construction begin on this project and what times of day will construction occur? Answer: The market will obviously dictate the timing for beginning the project. The construction times during the day are yet to be determined. 13. Question: What will the square footage of the homes be? Answer: The homes will be 2,000 to 2,500 square feet in size. 14. Question: Will these homes be similar to the homes above Martinez Park? Answer: No, those homes are Victorian in nature. Ours will be a more "traditional" style. 15. Question: Have you spoken with the City about potential storm drainage problems on this site? Answer: We have only started our formal design of the project and we are talking to the City. 16. Question: How can you get a 2,000 to 2,500 square foot home, detached garage, and driveway on these lots? And how can you sell them for $300,000 to $350,000? Answer: The size of the lots will be similar to the lots on adjacent properties. We think that we can fit our product on the proposed lots and market them for the figures we have previously cited. 17. Question: Will there be one common driveway per two homes? Answer: No, each house will have its own driveway. The driveways will be two 2' wide concrete ribbons (as tire tracks) with grass in between to minimize the visual impact of the driveways. 18. Question: Will these be 1-car or 2-car garages? Answer: They will mostly be 2-car garages. 19. Question: Will there be landscaping requirements associated with this development? Answer: Yes, there will be on -site or on -lot requirements by the developer and homeowners. The City has street tree requirements. 2 R no II Question: How tall will the homes be? Answer: They will probably be 1 V-2 story structures. Question: How big will the homes be and how many bedrooms per residence? Answer: The homes will probably be about 2,000 to 2,500 square feet is size and could have 3 bedrooms and 2 baths. Question: How will the residents of these homes get from the garages to Bennett Road or City Park Avenue? Answer: The garages will be located behind the houses and will be accessed by long driveways from Bennett Road. Question: The utility services for these homes will be provided from where? Answer: The utility services will be from Bennett Road. 8. Comment: Living in an existing home on Springfield Drive, I want screening along the back of these new lots for a buffer to my house. 9. Comment: There was 36" to 48" of water (depth of) on this property in July, 1997, during the flood that summer. 10. Question: Has anyone here related to the development group or the City seen the traffic around or associated with Bennett School from 8:15 a.m. to 8:45 a.m. on a school day? Answer: Apparently no one has. 11. Question: Will the diagonal parking on Bennett Road be eliminated because of this development? Answer: To some degree it is possible that diagonal parking will be eliminated. The developers, the City, and the school will work together regarding this. 12. Comment: You may have a problem with tree roots damaging sewer lines. The property is located on the north side of Bennett Road, west of South Shields Street, and east of City Park Avenue. Bennett Elementary School is to the south. The proposal is for 17 — 18 lots for single family detached homes. The property is in the RL — Low Density Residential Zoning District. QUESTIONS, CONCERNS, COMMENTS, RESPONSES 1. Question: You will be building a trench on -site to deal with the storm drainage? Answer: Yes, conceivably there will be a drainage channel on -site. 2. Question: Which way will the garages face? Answer: South, to the street (Bennett Road). 3. Question: These will not be patio homes, is that correct?. Answer: That is correct. The developers/applicants have submitted a formal development request to the City for review. Their submittal took place on October 3, 2001. The request is for 16 single family lots and a detention pond on the 3.87 acre site just north of Bennett Elementary School. At the neighborhood meeting on August 22nd it was discussed and agreed to that the City would facilitate another neighborhood meeting after a formal project was submitted to the City for review. I am in the process of scheduling this meeting for either Wednesday, November 7th or Thursday, November 8th at Bennett Elementary School.
