This development proposal is subject to the requirements as set forth in the City's
LUC specifically Articles 2. Administration (Development Review Procedures),
Article 3. General Development Standards and Article 4. (Zoning) Districts.

This has been accomplished. Native plant materials have been used within the 80 foot buffer,
a mix of native and similar plant materials have been used elsewhere throughout the site.
9. Parks Planning
a. Community and neighborhood fees apply.

10. Current Planning
a. The maximum building height for residential buildings in this zone district is 2.5
stories. Please review all requirements of the LMN Zone District located in Section
4.4 of the Land Use Code.
The proposed buildings are two-story in height. Other applicable code sections have been
enacted.
b. It is recommended that you look at the possibility of a future street connection
through this property to the county street to the east. Please explore this idea with
Engineering.
Not sure what this comment relates too. There are no county streets to the east. There are
platted lots and existing homes
C. Street trees and a sidewalk will be required along Countryside Road.
These have been included.
d. Contact Pete Wray to determine if the East Mulberry Corridor Plan has any impact
upon this property.
This was done. The access plan was not complete enough to determine if there were any
impacts on this development.

7. Transportation Planning
a. Contact Kathleen Reavis regarding the East Mulberry Access Plan to determine if
there are any impacts to this property. Summit view will be limited in future.
This was done. The access plan was not complete enough to determine if there were any
impacts on this development.
b. A Transportation Impact Study is required. Contact Eric Bracke regarding the
scooping of the study for vehicular modes of transporation. Contact Tom Reiff for
other modes.
Per Fsfc Bracke, no traffic study is required.
C. We will be looking for sidewalk connection out to Timberline for this project.
A sidewalk has been added to the south side of Countryside Road
8. Natural Resources
a. The site drains into city ponds. The Natural resources department may consider
selling drainage easements
Per discussions with Doug Moore, this may no longer be possible, therefore the storm
drainage system has been designed to release at the historic two year release rate.
b. An Ecological Characterization Study is required.
Per Doug Moore, this is no longer required.
C. The buffer areas are a significant issue. Buffer from ponds (significantly use by
waterfowl) is a minimum of 300 feet. Non -significant ponds require a 100-foot
buffer. We need to determine if there are nesting activities on the city property. Will
follow up With Natural Areas staff.
Per meetings with Doug Moore, we have modified the site plan to keep buildings 100 feet
away from the edge of the ponds, and site improvements at 80 feet. Storm drain ponds may
be constructed within the buffer if landscaped with native plant material which has been
accomplished.
d. Study of Prebles Jumping Mouse and Ladies Tressid Orchid should be included in
ECS.

4. Water/Wastewater
a. The site is located in the EICO Water District and Boxelder Sanitation District.

b. There is an Anheuser Busch force main in the north south street west of the site.

5. Stormwater
a. The site is located in the Poudre River Drainage Basin where there are currently no
new development fees. The site is in inventory grid #121.

b. The standard drainage and erosion control reports and construction plans are
required. A professional engineer registered in Colorado must prepare the plans.
These are included as part of the submittal package
C. Onsite detention may be required buit if an outfall system is designed with 100 year
developed capacity to the ponds then there would not be a need for onsite water
quantity detention. An easement from the Natural Resources department is required
to release stormwater into their ponds. Onsite water quality extended detention is
required to treat runoff. Natural Resources may allow treatment in the pond but
usually they require treatment upstream of their ponds.
The detention ponds have been designed to release at the Z year historic flow rate, thereby
negating any need for off -site easements
6. Poudre Fire Authority
a. Dedication of a fire lane must be required.

b. The water needs for the site are 1500 gallons per minute at 20 pounds per square
inch. A hydrant is required within 300 feet of the building. 600-foot spacing is
required thereafter.

I. Zoning Department
a. The property is zoned LMN. The proposed buildings are a Type 1 review

appears as though you have a maximum amount of parking allowed.

a. The street Oversizing Fee for residential is $996 per dwelling unit. Please contact
Matt Baker to determine the exact amount of the fee.

b. May need additional right-of-way along countryside per new standards. Cul-de-sac is
to be private.
An additional 3 feet of right of way has been dedicated for a local street.
C. A Transportation Impact Study is required. The study needs to include bike,
pedestrian and transit modes of transportation. Please contact Eric Bracke to
determine the scope for vehicular traffic. Contact Tom Reiff to determine the scope
