This concludes our efforts to work collaboratively with the Fort Collins Area,United Way in creating a comprehensive homeless day facility at 450 North College. At this time, it appears that the City of Fort Collins will no longer participate in the process of creating a homeless day facility. Please let me know if you have any questions or comments. Fischbach, City Manager g2q•0t1'j""_" Re: Homeless Resolution 2001-96 Resolution 2001-96, which was passed on August 21", directed the City Manager to explore a possible partnership between the City of Fort Collins and the Fort Collins Area United Way in order to create a comprehensive homeless day facility at 450 North College. Additionally, the resolution required staff to follow-up with City Council on or before November 20`h. This memo is provided to meet the follow-up requirement set forth in the resolution. Staff from the City Manager's Office and Current Planning worked together to present a rezoning request to the Planning and Zoning Board on September 17`h. The request was to rezone the property from Public Open Lands to River Downtown Redevelopment District. This rezoning would enable the City to place a homeless day facility on the property. After hearing the request, the Planning and Zoning Board unanimously voted to not recommend the rezoning to City Council. The Board's reasoning for not supporting the rezoning focused on the historical significance of the proposed site and the possible risks to the historic designation that could occur if the property was rezoned. In addition to the proposal to the Planning and Zoning Board, City staff also met with various stakeholders. A neighborhood meeting was held on September 12`h to discuss the possible rezoning of 450 North College. Staff increased the mailing requirements from 500 feet to 1,000 feet due to the significance of the topic. Roughly 25 people attended the meeting and all were opposed to the rezoning for the purpose of locating a homeless day facility on the property. The North College Business Association also invited John Fischbach to attend their meeting on September 26`h to discuss the proposal. The group was strongly opposed to the locating a homeless day facility at 450 North College. Staff also held discussions with other stakeholders such as the Northside Aztlan Community Center and Colorado State University.
