parkland fees from the service area of the park and based on the current policy plan; Jessica
MacMillan seconded the motion, and it was unanimously approved (7-0).
Marilyn Barns moved that no additional parkland money should be used to acquire or develop
parks in the WCNP area that does not have a parkland deficit. If more parks, which the City
would maintain are desired, the Board would support a decision to use the property north of
Bennett School, but funding should come from the neighbors or the General Fund. However, if
money comes from the General Fund, it should not delay or interfere with the development of
Hickory Park. Diane Thies seconded the motion, and it was unanimously approved (7-0). A
memo from .the Board to City Council and the Planning and Zoning Board will be prepared
regarding this motion.
Request to Combine November/December Meeting on November 18, 1998
Paul VanValkenburg motioned to combine the November and December meetings on November
18 at 281 North College; Jessica MacMillan seconded the motion, and it was unanimously
approved (7-0).
Other Business
• Paul VanValkenburg asked if it is planned to dredge Sheldon Lake. Virgil Taylor said that it
may be done in the future if Storm Drainage staff feel the lake has to be made deeper. A
wall is being placed at the north end for the time being to take care of erosion problems.
Cattails have also been planted in the wetland area to help clarify the water.
• 'Marilyn Barns stated that she has heard people do not like Miramont Park.
• Jessica MacMillan asked about Ridgeview Park. Wally Piccone said that it is moving along
and that the art pieces are set up. Positive response has been received from the public.
Jessica asked about drainage, and Wally said it will be taken care of through completion of,
the park improvements.
• Rebecca Chavez said the drainage by the ditch in City Park is not good. Virgil Taylor said
that the irrigation company is presently working on the downstream area and that it will be
looked into next year.
• Diane Thies mentioned that several people are complaining about not being able to reserve
rooms at the Senior Center and that staff is not always consistent with giving directions.
Mike Powers will look into the room reservation problem. Marilyn Barnes said that
volunteers are often used at the desk, and that may be the reason for vague directions.
• Mike Powers stated that Ron Daggett, Poudre School District Facilities, was unable to attend
tonight's meeting.

B. Pocket Parks
1. Three additional neighborhood/pocket parks were recommended in the Plan;
one of which is identified potentially for the subject property. None of these
recommended park sites are necessary to meet the City's park service
standards found in the 1996 Parks and Recreation policy plan. Avery
Neighborhood Park, Rolland Moore Park and City Park serve the area.
2. The Park Planning and Development staff worked with the citizen group
involved in formation of the Plan and shared information about -City parkland
standards. The group chose to pursue parks within the Plan that exceed our
level of service standards.
3. The WCN Plan specifically cites the City's Capital Improvement Program
(CIP) and the Poudre School CIP funds as Potential funding sources.
4. The Parks and Recreation Board reviewed the WCN Plan on October 28,
1998 (the minutes are attached for your reference). The Board unanimously
supported development of the Bennett Rd. parksite, contingent upon the
roiect being funded by the neighborhood or throw h the General Fund.
5. Presently, there is no City funding available to acquire and build a pocket
park in this location. The project is of such a low priority that it is not listed
within the City's CIP Further, the few new parkland fees that have been
collected for this area have been used to correct existing deficiencies such as
the recently constructed restroom at Avery Park.
C. Transportation
1. The WCN Plan identifies several locations where Traffic Calming
Measures may be appropriate. One potential location is near the corner of
Bennett Drive and City Park Avenue. No detailed analysis or conceptual
design work for this location has been completed.
2. There are existing problems relating to speeding, school pick-up/drop-off
conflicts, and diagonal parking that staff has worked over the years with
Bennett School to address. Transportation Planning and Traffic
Operations staff will be working closely with the applicant, neighborhood,
and school district staff to help resolve these long-standing neighborhood
transportation/safety issues and those directly attributed to new
development.
3. No Traffic Impact Study (TIS) has been completed for this development.
When the TIS is completed, staff can provide more detailed information
about transportation impacts of the development.

Project Status
1. A conceptual plan was submitted to City staff for review and comment on
Monday, July 23`d for a 18 lot single family development on the northeast
corner of Bennett Rd. and City Park Ave.
2. No formal development application has been submitted.
3. A neighborhood meeting has yet to be scheduled, but it is the anticipated that
the meeting will occur within the 0ext three weeks and held during evening at.
Bennett Elementary School. A mail notice will be sent to all property owners
within 500 feet giving the meeting date, time and location.
4. Staff has met on -site with Sue Reid, principle of Bennett Elementary School,
to better understand concerns from the School District. The school is
supportive of the project, but has concerns about the possible loss of on -
street parking on Bennett Rd. and pedestrian safety.
West Central Neighborhoods Plan
A. Plan/Zoning Designations
This property is designated within the plan as Low -Density Single Family
Residential that anticipates a maximum of 5 units per acre. With adoption of the
plan, the zoning was maintained within the RL (Low Density Residential) District.
RL zoning permits supporting uses such as schools and parks, in addition to
single family residences.
