r John James, Neenan Archistruction, requested that I prepare a
o traffic memorandum regarding a proposed new building on the campus
N of Liberty Common School. Liberty Common School is located at 1725
CD Sharp Point Drive in Fort Collins. The new building will be a
ogymnasium/cafeteria. It will be located at the south corner of the
existing building.

w In the "Advanced Energy Expansion Transportation Impact Study,"
o November 1997, I addressed the Advanced Energy Expansion proposal,
d as well as, the Liberty Common School. In that transportation impact
study, Liberty Common School was analyzed as having a population of
390 students and a staff of 26 employees. The proposed building will
be used for activities that now take place in areas of the existing
facility that are deemed to be inadequate. The new building will not
add any students or staff to the existing Liberty Common School.
Special events are currently held in the existing small gymnasium.
There will not be an increase in attendance at special events that
might be held at the new facility. Therefore, it will not add any
new vehicle, pedestrian, or bicycle trips to the transportation
system in this area of Fort Collins.
According to the "Larimer County Urban Area Street Standards"
(January 2, 2001) Chapter 4, Section 4.2.3A, a transportation impact
study is not required when the peak hour vehicular trip generation
is less than 50 vehicles per hour, and no additional accesses are

to any collectors, arterials, or State Highways.

patterns will remain the same in this area.

is respectfully requested that the transportation

study be
waived and improvement of any existing deficiencies
in the
otransportation
system not be the responsibility of the Liberty
Common

School.
