Sorry for the delay in getting them to you. Location: 3513 Richmond Drive 1. This site is in the Foothills drainage basin where the new development fees are $6,525/acre which are based on the amount of imperviousness added. The site is in inventory grid #5N. 2. An updated drainage report showing what the approved imperviousness is and comparing it to the proposed one needs to be provided. The applicant needs to take into account the new rainfall criteria and the new water quality standards, which will affect the existing detention pond. 3. The applicant also needs to provide utility and construction plans to show the proposed grading. 4. One suggestion is to pipe groundwater coming from the Urgent Care Facility. CC: Basil Hamdan; Glen Schlueter 10. Be sure that there will be no sight distance problems with the new landscaping along Richmond Drive. 11. Utility plans, prepared by an Engineer registered in Colorado, will be required at the time of submittal. If new services are needed, a Development Agreement may be necessary. A Development Construction Permit will be needed prior to beginning any work (please refer to the brochure). For further information, please contact Sheri Wamhoff, 221-6605. 12. The Street Oversizing Fee for a child care center is $3.30 per square foot of building payable at the time of building permit issuance. Also, please be aware of the Larimer County Road Improvement Fee. For further information regarding these fees, please contact Matt Baker, 221-6605. 13. It would be preferable if electric and gas meters, the outdoor condensing unit, and electrical transformer (if needed) not be placed on -the street -facing side of the building. 4. The site will be served by City of Fort Collins Light and Power. If development charges were paid on Lot 3B at the time of the existing building, then no new charges will apply. If not, then the new building is subject to normal development charges. 5. A Commercial One ("C-1") Form would have to be completed to determine entrance capacity. If there is sufficient power from the existing transfomer, then a new transformer would not be necessary. If a new transformer is needed, however, then there would be a charge associated with this extension of service and setting the new transformer. There is an eight -inch diameter water main and an eight -inch diameter sewer main in Richmond Drive that are available to serve the site. There is also six-inch water main and an eight -inch sewer main in the private drive that are available as well. If Richmond is cut for new services, there will be street cut and patching fees. Be sure to contact Rick Richter, Engineering, 221-6605, for an estimate of the street patching fees. Normal plant investment (tap) fees will apply. There is a fire line stubbed to the property. If this line is not used, then it must be abandoned back at the main in Richmond. Please contact Roger Buffington, Water and Wastewater Department, 221-6681, for further information. 7. The site is located in the Foothills Drainage Basin where the Storm Drainage Fee is $6,525 per acre, subject to the runoff coefficient reduction (the less hard surface, the lower the fee). The stormwater detention pond is built. The question is whether or not the pond has been properly sized to accommodate the additional runoff created by the proposed development. Since the construction of the pond, the Stormwater Department has adopted new rainfall criteria for determining the size of the pond. Additionally, new water quality standards must be implemented at the outlet structure. This is often accomplished by extended detention which may impact the size of the pond. A Drainage Report will be required to address these issues. A Grading Plan will be required to make sure there is positive drainage from the parking lot, outdoor play area, and building. For further information, please contact Basil Hamdan, 221-6681. 8. The Traffic Impact Analysis that was prepared for the original building must be updated. It is now called a Transportation Impact Study. Please contact Eric Bracke, 221-6630, to determine the scope of the study. In addition, the study must now address level of service standards for bikes, pedestrian and transit. Be sure to include a bike rack near the entrance. For further information on how to address these alternative modes, please contact Tom Reiff, 221-6608. 9. The Land Use Code requires that building entrances be connected to the public street sidewalk without crossing a drive aisle. This may be difficult as you plan on continuing the existing parking lot to the east to serve the new building. If this standard cannot be met, then the sidewalk connection across the parking lot out to Richmond Drive should be enhanced with a raised crosswalk or other type of crosswalk that alerts drivers of the pedestrian crossing. ITEM: Seven Acorns Academy, 3507 Richmond Drive, Lot 313 Seven Oaks Academy P.U.D. MEETING DATE: September 17, 2001 APPLICANT: Mr. Larry Neal, Seven Oaks Academy, 3513 Richmond Drive, Fort Collins, CO. 80526. Also participating in the project is the Poudre School District, Fullana Learning Center, c/o Ms. Julie Bates, 220 North Grant Street, Fort Collins, CO. 80521. LAND USE DATA: Request to construct a 6,000 square foot, one-story.child care facility at 3507 Richmond Drive, just east of the existing Seven Oaks Academy, just west of Shields Street. There would also be a 3,000 square foot outdoor play area. COMMENTS: 1. The site is zoned N-C, Neighborhood Center. The land use, child care facility, is . permitted, subject to an Administrative (Type One) review. The project will be subject to the General Development Standards of Article Three of the Land Use Code. 2. A child care facility is required to provide a minimum of parking. The Code requires two spaces for every three employees, or one space per 1,000 square feet, whichever requires the greatest number. There is no limit on the maximum amount of parking. Please be cautioned, however, that hard surface parking will be included in the impervious surface . area that is subject to the Storm Drainage Fee and be factored into the sizing of the stormwater detention pond. Parking lot lighting should be sharp cut-off, down - directional with no more than 0.1 foot-candles as measured 20 feet from the property line. There can be no more than 15 spaces without a landscape island. 3. The Poudre Fire Authority requires that address numerals face Richmond Drive, be a minimum of six inches in height and placed on a contrasting background. The water supply to the site must exceed 1,500 gallons per minute at 20 psi residual pressure. A fire hydrant must be within 300 feet of the building.
