North Half Horsetooth Road Total 7.2 As the building footprint and associate parking, drives and sidewalks for Lot 3B became finalized, it became apparent that the existing Pond B could not be utilized. Site improvements which affected the site are outlined as follows: 1. Continue parking concept as completed for Lot 3A. 2. Provide an enhanced pedestrian connection to Richmond Drive. 3. Provide a larger play area for the existing facility on Lot 3. 4. Eliminate the existing severity of the grading on Lot 3B by flattening slopes. 5. Allow proposed pond to be used for open areas. 6. Combine parking area and remove parking area from detention area. 7. Provide pedestrian circulation between rear and front parking areas and between Lot 3A and Lot 3B. 8. Provide play areas which could be fenced. SPECIFIC DESIGN ELEMENTS This analysis used information developed from the original report for the Seven Oaks P.U.D. and modified as needed. Basins A, B and C represent the entire drainage area for Lot 3D and 3C. (See Figure 3 — Water, Waste & Land, Inc.'s Drainage Study.) These basins were modified as follows: 1. Basins A and B combined to drain into one detention pond between Lots 3A and 3B. 2. Basin C remains unchanged. 3. A portion of the northeast comer of Basin A will now discharge directly into Richmond Drive. This will be identified as Basin A-N. 4. Discharge from Basins D and E (Lots 4 and 5) will be separated from Pond A and will be routed directly to the 15" outlet pipe. 8 Kingston Woods P.U.D. 2nd Filing. A copy of the pertinent report pages is included as Attachment A to this report. MINOR BASIN DESCRIPTION Because of capacity restrictions in the 36" storm drain along the west side of Shields Street, it was proposed that lots 1 through 5 of the Market at Horsetooth Commons P.U.D. detain developed flows and release only historic flows into the storm drain. Lot 1 (Schraders Country Store) and Lot 2 (Choice Travel) detain within paved parking areas and discharge directly into the 36" storm drain. Lot 3A and 3B currently flow to Detention Pond A and Detention Pond B located mostly on Lot 3B. A 15" outfall storm drain conveys water from Pond A to the regional 36D storm drain. Pond B discharges directly into Richmond Drive through an outlet structure and sidewalk chase. Lots 4 and 5 have been combined into one lot as part of the Urgent Care Center completed by the Associates in Family Medicine. A detention pond is located at the east end of the lot. This detention pond outlets into Detention Pond A on Lot 3B. PROPOSED DRAINAGE DESIGN ' Conceat in conformance with the criteria established with the Foothills Basin Master Plan and Drainage Report completed for the Market at Horsetooth Commons, each lot shall detain all developed flows and release runoff generated from the sites at a historical rate as defined by a two year storm event. The runoff patterns for the entire subdivision as well as required improvements are currently in place. The needed drainage improvements for Lot 3A and Lot 3B are combined as Pond A, Pond B and associated outlets. These improvements are sized for the ultimate buildout of both sites as indicated by the Seven Oaks P.U.D. Drainage Report completed by Water, Waste and Land, Inc. attached as Appendix 2. 7 located on the site. Lot 3B is located within a fully developed commercial subdivision. The original Seven Oaks Child Development Center is immediately west of this site as lot 3A. Lot 3A provides developed parking and landscape edges against which the new facility will be built. ADJACENT LAND USES An Urgent Care Medical facility owned by Associates in Family Medicine is adjacent to the south edge of the site. A private roadway with curb and gutter runs between the two facilities. A convenience store (Schrader Oil) and a travel agency (Choice Travel) are located to the east of this site. A private, 30' wide roadway with curb and gutter runs between these existing commercial facilities and the proposed project. Residential structures are located north of this site. Richmond Drive runs between these structures and Lot This proposed project site is the only remaining undeveloped parcel in the area. All utilities, drainage and roadway improvements are in place and functioning adjacent to and surrounding this site. MAJOR BASIN DESCRIPTION The site is situated in Basin V of the Foothills Drainage Basin as identified in the 1981 Basin Master Plan prepared by Resource Consultants, Inc. (1). Lots 1 through 5 of the Market at Horsetooth Commons drain to the 36" storm drainage pipe which conveys water north along the western side of Shields Street and then east within the Foothills Basin. All storm drainage from this development will be conveyed to this 36" pipe as shown on the Drainage Study Plan. It is the intent of this reportto address drainage related issues and provide solutions to any problems identified in accordance with the criteria established by the "City of Fort Collins Storm Drainage Criteria Manual". PROJECT LOCATION This project is to be located on Lot 313 of the Seven Oaks P.U.D. This 1.117 acre lot was created in 1994 when lot 3 of the original Market at Horsetooth Commons P.U.D. was split into two parcels,(see Figure 1 Vicinity Map and Figure 2 Plat Map). More generically this site is located along the south side of Richmond Drive one dock west of Shields Street and addressed as 3705 Richmond Drive. This parcel is located entirely within the Southeast Quarter of Section 27, Township 7 North, Range 69 West of the 61h Principal Meridian, City of Fort Collins, Larimer County, Colorado. EXISTING SITE DESCRIPTION Lot 3B is a vacant parcel located within the Seven Oaks P.U.D. The site has a vegetative cover of natural grasses and is graded for the development of a future. building. This site was created in 1994 as part of the Seven Oaks PUD. The drainage concept developed by Water, Waste and Land, Inc. provided for two detention ponds to control runoff for lots 3A and 3B. We are modifying this concept as follows: 1. Combine the two existing detention ponds into one pond. 2. Create a larger pond to comply with 1997 hydrology changes. 3. Provide a water quality feature as required by updated Stormwater Criteria. 4. Separate the outfall for the lot 5 site (Urgent Care facility) by relocating their existing outfall. 5. Create a detention pond that will function as usable open space. This analysis has been completed to be in conformance with the City of Fort Collins Stormwater Criteria.
