Landscaping and Fencing — The equipment associated with the antennas will be located within the second floor of the building. Two air conditioning condenser units will be located outside of the building. These units are relatively small, typical of a small air conditioner. Since most of the equipment will be located inside, no additional landscaping or fencing is necessary. Lighting — No additional lighting is proposed with the telecommunications equipment. Historic Sites and Structures — The wireless telecommunication equipment is proposed on a newer building. The building is not eligible for designation as a historic structure, nor is the site located within a historic district. Stealth Technology — The applicant is utilizing 'stealth antenna' design for the antenna arrays. While the antennas may be visible from Mason street and adjacent properties, they have been located on the roof to hide the equipment as much as possible. The antennas would be mounted one foot above the highest roofline of the building, minimizing the visual impact. 4. Neighborhood Information Meetinq A neighborhood meeting is not required for a Type I review. Due to the nature of the proposal, a neighborhood meeting was not held as permitted in the LUC. FINDINGS OF FACT/CONCLUSIONS After reviewing the Creger Auto Plaza Wireless Telecommunication Equipment Project Development Plan, #7-02, staff makes the following findings of fact and conclusions: 1. The proposed land uses are permitted in the Commercial zone district. 2. The Project Development Plan complies with all applicable district standards of Section 4.17 of the Land Use Code, Commercial zone district. 3. The Project Development Plan complies with all applicable General Development Standards contained in Article 3 of the Land Use Code. Creger Auto Plaza, Wireless Telecommunications Equipment, #7-02 Type 1 Administrative Review Page 2 EXECUTIVE SUMMARY: The project development plan has been reviewed in accordance with the applicable requirements of the Land Use Code (LUC) and was found to be in substantial compliance with the following: The process located in Division 2.1 — General Procedural Requirements, Division 2.2 — Common Development Review Procedures for Development Applications, and Division 2.4 — Project Development Plan located within Article 2 — Administration; and the design standards located within Article 3 — General Development Standards; and the standards located in Section 4.17, Commercial (C) of Article 4 — Districts. ANALYSIS: 1. Background The surrounding zoning and land uses are as follows: N: C — Warehouse, retail S: E — Office E: C — Movie Theater W: C — Railroad Tracks The property was annexed in July, 1978 as part of the Horsetooth- Harmony Annexation. 2. Division 4.17 of the Land Use Code, Employment District The proposed use of wireless telecommunication equipment is permitted in the Commercial zone district subject to administrative review. 3. Division 3 8 Supplemental Regulations (Use if appropriate) A. Section 3.8.13, Wireless Telecommunication Location — The wireless telecommunication equipment is proposed to be located on an existing building within the Commercial zone district. Co -location — The applicant is locating the antenna on an existing building. There are two antennas included with this proposal. The antennas will be located side -by -side. _ ITEM NO. MEETING DATE 2r1 STAFF $_ Citv of Fort Collins HEARING OFFICER STAFF REPORT PROJECT: Creger Auto Plaza — Wireless Telecommunication Equipment, Project Development Plan - #7-02 [Type I Administrative Review] APPLICANT: AT&T Wireless Services 1001 16th Street, Suite C-1 Denver, CO 80265 OWNER: Mason Street LLC 8550 West 14" Avenue Lakewood, CO 80215 PROJECT DESCRIPTION: Creger Auto Plaza is a project development plan for two wireless telecommunication antennas to be located on the roof top of the Quality Auto Sound Building at 3761 South Mason Street. The antennas will be located atop the rear portion of the building, centered off the middle of the building. The antennas are a 'canister' type, with the antenna arrays concealed within the inside of a canister. The equipment will be located inside the building on the second floor, with two condenser units located along the south side of the building. The property is zoned C — Commercial.
