The 651 Whedbee/420 East Laurel Replat meets the procedural requirements located in Division 2.1 - General Procedural Requirements, Division 2.2 - Common Development Review Procedures for Development Applications, and Section 2.4 - Project Development Plan located in Article 2 - Administration. C. The 651 Whedbee/420 East Laurel Replat meets the plat requirements located in Section 3.3.1 - Plat Standards located in Article 3 - General Development Standards. RECOMMENDATION: Staff recommends approval of the 651 Whedbee/420 East Laurel Replat, file #8- 02. 651 Whedbee/420 East Laurel Street Replat, File #8-02 Type I Administrative Review Page 3 The proposed lots within the plat have a lot width greater than 40 feet. 3. Article 3 of the Land Use Code — General Development Standards A. Section 3.3.1(A), General Provisions: 1) The subdivision plat will be filed and recorded only after having been approved by the Director of Planning, with such approval evidenced in writing on the plat and signed by the City Clerk. B. Section 3.3.1(B), Lots: 1) The lots within the 651 Whedbee/420 East Laurel Replat have vehicular access to the adjacent public streets, and do not have direct access to more than one street. The side lot lines are substantially at right angles to the street. The lots comply with the minimum lot area of the NCM Zone District by the granting of a variance by the Zoning Board of Adjustment. 2) The general layout of lots, roads, driveways, utilities, drainage facilities and other services within the proposed subdivision have been designed to enhance an interconnective street system within and between neighborhoods, preserves natural features and generally accomplishes the purposes of this Land Use Code. C. Section 3.3.1(C) Public Sites, Reservations and Dedications: 1) All public street rights -of -way adjacent to replatted lots were dedicated with the City of Fort Collins Plat. Utility easements were also previously dedicated by separate dedications. These easements will not change as a result of this replat. 2) Subdividing the land will not result in the need for additional open space or detention areas. 4. Findings of Fact/Conclusion: A. The 651 Whedbee/420 East Laurel Replat contains residential uses, which are permitted in the NCM — Neighborhood Conservation, Medium Density Zone District. 651 Whedbee/420 East Laurel Street Replat, File #8-02 Type I Administrative Review Page 2 EXECUTIVE SUMMARY: This project has been reviewed in accordance with the applicable requirements of the Land Use Code (LUC) and was found to be in substantial compliance with the following: The process located in Division 2.1 — General Procedural Requirements, Division 2.2 — Common Development Review Procedures for Development Applications, and Division 2.4 — Project Development Plan located within Article 2 — Administration; and the design standards located within Article 3 — General Development Standards; and the standards located in Section 4.7, Neighborhood Conservation, Medium Density District. (NCM) of Article 4 — Districts. FINDINGS and ANALYSIS: Background: The zoning and land uses that surround the 651Whedbee/420 East Laurel Replat are as follows: N: NCM — Single Family Residential S: NCM — Single Family Residential W: NCM - Single Family Residential E: NCM — Single Family Residential This property was annexed into the City as part of the Orignal City of Fort Collins Annexation in January 1973. 2. Division 4.7 of the Neighborhood Conservation, Medium Density Zoning District The subdivision plat meets the applicable Land Use Standards as follows: The minimum lot area for single family residential within the NCM zone district is equivalent of two (2) times the total floor area of the buildings, but not less than 5,000 sq.ft. for single family residential. The existing lot is 9,500 sq.ft. The two proposed lots are 4,295 and 5,205 sq.ft. in area. The smaller lot, lot 2, has 700 sq.ft. less area than permitted by the NCM Zone District. The Fort Collins Zoning Board of Adjustment approved a request to vary from the minimum lot area on December 13, 2001. Both of the existing houses have less than 2,500 sq. ft of floor area, and with the granting of the variance, comply with the minimum lot size. ITEM NO. The subdivision plat is dividing this existing lot into two new lots. The current lot contains two, detached single family residences, and is located at the northwest corner of East Laurel Street and Whedbee Street.
