The Project Development Plan complies with all applicable General Development Standards contained in Article 3 of the Land Use Code. RECOMMENDATION: Staff recommends approval of 1730 South College Avenue Project Development Plan, #12-02 1730 South College Avenue, Wireless Telecommunications Equipment, #12-02 Type 1 Administrative Review Page 3 negotiate in good faith to achieve co -location of telecommunication equipment on existing structures. Wireless Telecommunication Equipment — The antenna equipment will not exceed a height of twelve feet from the top of the building roof. All equipment will be painted to match the color of the building. The equipment is located in the center of the roof of the building, which will minimize the visual impact to properties and public rights - of -way adjacent to the site. The antenna is located at the farthest point west of the existing mechanical equipment to minimize the impact onto College Avenue. Landscaping and Fencing — No additional landscaping or fencing is necessary. Lighting — No additional lighting is proposed with the telecommunications equipment. Historic Sites and Structures — The wireless telecommunication equipment is proposed on a newer building. The building is not eligible for designation as a historic structure, nor is the site located within a historic district. Stealth Technology — The applicant is utilizing `stealth antenna' design for the antenna array. While the antenna may be visible from College Avenue and adjacent properties, it has been located on the roof to hide the equipment as much as possible. 4. Neighborhood Information Meeting A neighborhood meeting is not required for a Type I review. Due to the nature of the proposal, a neighborhood meeting was not held as permitted in the LUC. FINDINGS OF FACT/CONCLUSIONS After reviewing the 1730 South College Avenue Wireless Telecommunication Equipment Project Development Plan, #12-02, staff makes the following findings of fact and conclusions: 1. The proposed land uses are permitted in the Commercial zone district. 2. The Project Development Plan complies with all applicable district standards of Section 4.17 of the Land Use Code, Commercial zone district. 1730 South College Avenue, Wireless Telecommunications Equipment, #12-02 Type 1 Administrative Review Page 2 EXECUTIVE SUMMARY: The project development plan has been reviewed in accordance with the applicable requirements of the Land Use Code (LUC) and was found to be in substantial compliance with the following: The process located in Division 2.1 — General Procedural Requirements, Division 2.2 — Common Development Review Procedures for Development Applications, and Division 2.4 — Project Development Plan located within Article 2 — Administration; and the design standards located within Article 3 — General Development Standards; and the standards located in Section 4.17, Commercial (C) of Article 4 — Districts. ANALYSIS: Background The surrounding zoning and land uses are as follows: N: C — Fast Food Restaurant S: C — Office E: LMN — Single -Family Residential W: C — Tire Store The property was annexed in April, 1957 as part of the South College Avenue Consolidated Annexation. 2. Division 4.17 of the Land Use Code, Commercial District The proposed use of wireless telecommunication equipment is permitted in the Commercial zone district subject to administrative review. 3. Division 3.8 Supplemental Regulations (Use if appropriate) A. Section 3.8.13, Wireless Telecommunication Location — The wireless telecommunication equipment is proposed to be located on an existing building within the Commercial zone district. Co -location — The applicant is locating the antenna on an existing building. The applicant may not prevent other telecommunication carriers from locating on this building. All parties involved must ITEM NO. ���...����j MEETING DATE 0� Z STAFF City of Fort Collins HEARING OFFICER STAFF REPORT PROJECT: 1730 South College Avenue — Wireless Telecommunication Equipment, Project Development Plan - #12-02 [Type I Administrative Review] APPLICANT: OWNER: PROJECT DESCRIPTION: AT&T Wireless Services 1001 16th Street, Suite C-1 Denver, CO 80265 Peak to Peak Financial 1234 Trappers Point Fort Collins, CO 80524 1730 South College Avenue (California Plaza Building) is a project development plan for a wireless telecommunication antenna to be located on the roof top of the California Plaza Building at 1730 South College Avenue. The antenna will be located atop the center of the building. The antennas will be enclosed in a `canister', projecting above the roofline of the building, with the antenna arrays concealed within the inside of a canister. The equipment will be located on top of the building, attached to a screen wall for existing equipment. This is a low wall, and based on the photosimulations provided by the applicant, will not be visible to adjacent properties or College Avenue. The property is zoned C — Commercial.
