This development request will be subject to the Development Review Fee Schedule that is available in the Current Planning Department office. The fees are due at the time of submittal of the required documents. b. Bike racks are required at the rate of 6% based upon the required amount of parking for the building. Given the clientele, you may want to consider additional bike parking over and above what the code requires. c. This development proposal is subject to the requirements as set forth in the City's LUC, specifically Articles 2. Administration (Development Review Procedures), Article 3. General Development Standards, and Article 4. [Zoning] Districts. Page 4 of 4 5. Stormwater Utility a. This site is in the Old Town drainage basin where the new development fee is $4,150/acre which is subject to the runoff coefficient reduction. The site is in inventory grid #81. This fee is usually only charged to new or additional Wht'L ff.�,3L-( imperviousness over 350 square feet. (3e v-) P., `'e" b. The standard drainage and erosion control reports and construction plans are required and a professional engineer registered in Colorado must prepare them. c. The existing imperviousness is grandfathered so it is important to document it before the site is demolished. d. Water quality extended detention is required. Since the site is being completely demolished, there should be an opportunity to build in extended detention, but if not possible a variance needs to be requested and justified. Other best management practices (BMP's) may be an acceptable compromise. e. The existing drainage patterns need to be documented and maintained unless justification shows it will not negatively impact the downstream system and will meet drainage criteria. 6. Poudre Fire Authority a. A fire hydrant must be located within 300 feet of building. b. Addresses for the building should be a minimum of 6" letters on a contrasting background, visible from all adjacent public rights -of -way. c. The 3`d floor residential will require a sprinkler system. d. Water supply needs to be 1500 gallons per minute at 20 pounds per square inch. 7. Transportation Planning a. Parking for the development needs to be accommodated off-street because there is no parking along College Avenue in this area. b. Please locate the Handicap parking space closer to the elevator. c. Approval from the Colorado Department of Transportation is necessary for access. d. A Transportation Impact Study is required. The intersection of Laurel and College is a safety concern. Please contact Eric Bracke to determine the scope of the TIS. 8. Natural Resources Department: a. Please contact Tim Buchanan, City Forester regarding the existing street trees. Removal of significant trees requires approval per section 3.2.1 of the Land Use Code. b. A fugitive dust control permit from Larimer County may be required. c. Please consider the inclusion of recycling facilities in your trash enclosure. d. We encourage the use of native plants and grasses to reduce the amount of bluegrass used. You may want to look at using Fescue. e. In the absence of a representative from Transportation Planning, be advised that pedestrian and bicycle connections should be made per city standards including crosswalks. Page 3 of 4 COMMENTS: 1. Zoning Department a. The zoning of the property is CC (Community Commercial). This is a Type One review if there are no modifications necessary. b. Re -development will require that the site be brought into compliance with Articles 3 and 4 of the Land Use Code. c. Handicap parking stalls are based upon number of parking spaces required for the use. With 35 parking spaces, 2 handicap spaces are required. d. A special height review is required for structures over 40 feet per section 3.5.1 of the Land Use Code 2. Engineering Department a. Street oversizing fees may apply. Check with Matt Baker to determine the amount if any. The fees are based upon the Transportation Impact Study. Fees are $1,120 per dwelling unit; $4.03 per square -foot for retail; and, $4.06 per square foot for retail. b. Depending upon its condition, the alley may need to be re -paved. c. A State Highway Access Permit will be necessary. Please contact Eric Bracke and check any CDOT access management plans. d. Please contact Eric Bracke to determine if a TIS is required. The TIS should address level of service standards for bike, pedestrian and transit modes of transportation. e. Make sure the alley access is adequate based upon the level of service. f. An 8' utility easement from the alley is required and a 15' easement from College Avenue is required. g. This project will need to comply with the City's new street standards. 3. Light & Power Department a. Light & Power will need to utilize the existing easement to set a transformer. A coordination meeting is recommended. b. Additional development charges may be necessary if the load is changed. 4. Water/Wastewater Department a. There is a 4" water main in College Avenue with an 8" sanitary sewer in the alley. b. Depending upon the type of use that will use the restaurant/retail portion, a grease trap may be necessary. c. Separate water and sanitary sewer taps are required for the residential and commercial uses. d. Plant investment fees will be required at the time of building permit. e. If the existing services are inadequate, they will need to be capped and abandoned in accordance with city standards. We welcome the opportunity to work with you towards creating a successful project that will be a positive addition to the City. The comments are offered informally by Staff to assist you in preparing the detailed components of the project. Our intent is to make the conceptual review process as comprehensive as possible, please be aware that modifications and additions to these comments may be made at the time of formal review of this project. The Fire Marshall has recommended that substantial improvements be made to the existing buildings to bring them up to safe standards. See attached letter. B. Address numbers will be placed prominently above the entry arch, and will be a minimum of 8" high. A building directory will be placed under the entry arch at a prominent location for ready reference to all tenants. C. The entire building, including the 3'a floor residential level, will be fire sprinkled. D. Our research indicates that adequate water pressure is available in College Ave. 7. Transportation Planning A. Off-street parking is provided at the rate of 1.5 spaces per residential unit, although the target market is for students without cars. The overflow parking provided will serve the retail and office portion, which has no minimum ratio in the CC Zone. B. Both handicapped spaces have been located adjacent to the elevator. Please note that the parking level that was originally proposed to be depressed 4 ft. has now been raised to street/alley level. C&D. A TIS has been prepared by a professional engineer in concert with Mr. Eric Bracke. The required access permit has been applied for at the DOT. The minimal impact of this project negates any concern for safety issues at College and Laurel. 8. Natural Resources Department A. The existing street trees will be protected during construction. An additional street tree will be added to replace the existing walnut tree on site that will be removed for safety reasons. B. A recycling center has been added to the proposal. C. No grass is proposed. All plantings are native species as per the Ft. Collins Parks and Recreation Landscape Guide. 11. Current Planning A. Bike racks (35) are proposed in excess of the regulations. We propose 1.75 bike racks per efficiency apartment. This is more than 100% of the car parking requirement. Additionally, we have provided for 5 motorcycle parking spaces. CONCEPTUAL REVIEW RESPONSE Zoning Department: C. The parking lot has been redesigned to accommodate two handicap spaces. The overall parking spaces have been reduced to 33 spaces, all full size. D. The maximum building height has been reduced to less than 40 feet, thereby reducing the need to conform to Sec. 3.5.1 2. Engineering Department A. Street oversizing will not be required per the Traffic Impact Statement provided. B. The alley has recently been repaved. C. A State Highway access permit has been applied for. The existing access point and size are not proposed to change, therefore, it is not expected that this permit will be withheld. D. A TIS has been prepared in concert with Mr. Eric Bracke by a professional engineer and is submitted herewith. E. The alley access is adequate to serve the level of traffic projected, per the TIS. F. The project agrees to the 8 ft. alley easement, and the site plan has been laid out to accommodate such. The 15 ft. easement from College Ave. is impossible, as the existing buildings and all the existing adjacent buildings are currently only 7 ft. from the street ROW. The project does not propose to change from 7 ft. G. No new streets will be constructed; therefore the new street standards are non - applicable. 3. Light and Power Department A. An easement for the required transformer has been granted, and the new transformer has been set. 4. Water/Wastewater Department B. Marketing will prohibit preparation of food that will require a grease trap in the retail spaces. E. There are currently 2 water and sewer service lines entering the property, serving the present commercial building and the present residential building. One of each will be abandoned and capped for this project. The remaining will be upgraded and used for the new proposal. 5. Stormwater Utility A. The site is impervious now, except for approximately 400 SF of landscaping. This proposal will not increase the imperviousness, but will actually decrease such. B. The site is virtually flat and slopes slightly to the east. This proposal intends to maintain the current drainage patterns. A drainage report has been prepared in concert with Mr. Glen Schlueter by a professional engineer and is submitted herewith.
