Stormwater Contact Info: Glen Schlueter, 221-6065, gschlueter@fcgov.com 1. A portion of the site is currently in the FEMA 100-year floodplain. This site is expected to be completely removed from the floodplain when the Dry Creek Physical Map Revision is approved by FEMA. We expect this will be in June 2008. 2. However, until that time, a floodplain use permit will be required for any work done in the FEMA 100-year floodplain. 3. The use of auto storage is allowed in the floodplain. 4. The floodplain admin contact is Marsha Hilmes-Robinson, 224-6036. 5. The proposed recycled asphalt will increase the runoff from the site even though it is not totally impervious. In the Dry Creek basin the two-year historic release rate is 0.2 cfs/acre or show that the development can release storm water from the area into the larger system without increasing the peak discharge in the larger system. Extended detention is required to treat the runoff. A smaller onsite detention pond could be designed for the increase of runoff from the recycled asphalt that could be expanded for detention in the future. Another alternative is to design it now for future development to prevent disturbance of the pond in the future. 6. There is a storm sewer in Red Cedar Circle that ends close to the common lot line of the two lots but is on the west side of the street, if there is a need for a deeper outfall. 7. A drainage and erosion control report and construction plans are required and they must be prepared by a Professional Engineer registered in Colorado. 8. The design of this site must conform to the drainage basin design of the Dry Creek Master Drainage Plan as well the City's Design Criteria and Construction standards. 9. The city wide development fee is $3,070.00/acre ($0.0705/sq.ft.) for new impervious area over 350 sq.ft. No fee is charged for existing impervious area. If recycled asphalt is used, the fee would calculated based on the runoff coefficient of the recycled asphalt. If the site were to redevelop in the future, the fee would be credited toward the new imperviousness of the site. This is usually due along with other building permit fees but if there is no building permit, the Stormwater Utility would bill you directly. If an irrigation water service is installed now and the site re -develops in the future, credit will be given toward the water service needed for the redeveloped site. You will need to submit a combined site and landscape plan with lighting cutsheets (if applicable) on it and a utility plan set with existing grading and details for public improvements like the sidewalk. You can get more information about these fees at http://fcgov.com/engineering/dev- review.php 3. A Transportation Impact Study may need to be submitted for this project. The applicant will need to contact Ward Stanford at (970) 221-6820 for either a waiver or a scoping meeting. 4. Red Cedar is classified as a major collector with a total of 66 feet of ROW. You are required to dedicate 33 feet (1/2 the total from the centerline of Red Cedar) which translates into an additional 3 feet of right of way beyond what is existing. You will also be responsible for dedicating a 9-foot utility easement behind the ROW. Keep in mind that you must keep all structures including foundations out of the utility easement. These dedications can be made by separate document for a few of $250 per dedication. 5. Utility plans, a development agreement (DA) a development construction permit (DCP) will need to be prepared for this project. 6. Any public improvements must be made according to Larimer County Urban Area Street Standards. 7. You will need to design and construct the sidewalk along Red Cedar. This walk needs to be designed with an 8-foot parkway and a 5-foot sidewalk. 8. Any damaged sidewalk, gutter or curb will need to be repaired or replaced. Damaged curb, gutter and sidewalk existing prior to construction, as well as streets, sidewalks, curbs and gutters, destroyed, damaged or removed due to construction of this project, shall be replaced or restored in like kind at the Developer's expense prior to the acceptance of completed improvements and/or prior to the issuance of the first Certificate of Occupancy. The proposed use, 'outdoor storage' is permitted, subject to Administrative (Type 1) review. 2. This type of use is not required to pave the parking lot. The recycled asphalt you propose is acceptable and will allow you to count it as semi -permeable too for stormwater fee purposes. 3. The fencing must be solid but must also have some articulation.
