Follow-up issue ......What's the PS setback? It must be left over from the CAD file. Talk to the person who gave you the CAD file in the first place. There is nothing on the plat that shows up regarding that line. We just require you to satisfy the building setbacks and to stay out of the easements. Transportation: a. The primary entrance will need to provide a sidewalk connecting to the street sidewalk without requiring pedestrians to cross a vehicular area. A sidewalk connects the primary entrance to the street sidewalk. The sidewalk does not cross a vehicular area. b. Bicycle parking must be provided near building entrances. Bicycle parking was provided near the building entrance. 9. Park Planning: a. The neighborhood and community parkland fees are based on square footage of each unit, and are due at the time of building permit. So noted. Thank you. 10. Current Planning: a. Refer to Section 3 (General Development Standards), and Section 4.4 (LMN Zoning District) in the Land Use Code for the standards that apply to your proposed development. The Land Use Code is available to view on the internet atwww.fcqov.com/cityclerk/codes.ph . So noted. Thank you. b. In particular, pay particular attention to the following specific standards in the Fort Collins Land Use Code.: • the "full tree stocking" requirement in 3.2.1(D)(1)(c), • the "street trees" standards in 3.2.1(D)(2), • the "minimum species diversity" standards in 3.2.1(D)(3), • the "foundation plantings" standards in 3.2.1(E)(2)(d), • the "parking lot perimeter" requirements in 3.2.1(E)(4), • the "parking lot interior" requirements in 3.2.1(E)(5), • the "parking lot layout" standards in 3.2.2(E), • the "parking stall dimension" standards in 3.2.2(L), • the "building and project compatibility" standards in 3.5.1, and • the "mixed -use, institutional, and commercial buildings" standards in section 3.5.3. If there is a subdivision plat as part of this development request, you will be required to provide a copy of "Certificate of Taxes Due" with the mylar of the subdivision plat when it is brought to the City's Current Planning Department for recording. The certificate may be obtained from the Larimer County Treasurer's Office and must reflect a zero. (0) balance before the City will accept the mylar. Larimer County is requiring this document, showing no outstanding property taxes, before they will record subdivision plats. y 5. Natural Resources: a. Trash enclosures should accommodate recycling containers of sufficient size to accommodate the type of recycling appropriate for the building use (cardboard, cans, plastics, etc.), and dumpsters must be enclosed within a fenced or walled area. The trash enclosure has been designed to accommodate recycling containers, a dumpster and a back-up generator. b. Native grasses and plant materials should be used wherever appropriate, and bluegrasses should be minimized. A "water wise" approach — including turf areas with.moderate irrigation needs --has been used in the proposed landscape plan. c. If construction lasts for more than 6 months, you will have to file a permit for fugitive dust control with Larimer County. So noted. Thank you. 6. Fire Department: a. Address must be visible from the street using a minimum 6" numerals on a contrasting background. The fire station will be addressed off of Westchase Drive using numerals that are a minimum of 6" in height on a contrasting background. b. The access appears to be OK. So noted. Thank you. 7. Light and Power: a. Normal development fees apply. So noted. Thank you. b. There is existing 3 phase supply available. So noted. Thank you. c. To determine load, a commercial C1 form will need to be filled out. So noted. Thank you. d. Transformers need to be within 10 feet of a paved surface. A transformer conforming to these standards has been located on the Site Plan. 4 c. You will be required to have a Development Agreement, a Development Construction Permit, and Utility Plans. So noted. Thank you. d. Driveway widths do not appear to meet standards. Per standard, the driveways would not have a radius. Can submit a variance to these standards, so that the one's proposed can be considered. A wider driveway width was requested by the fire department for ease of turning movement, concerns of safe turning movements and use demands of all on -site fire apparatus at one time. A variance addressing this issue has been submitted with this application. e. .Parking stalls need to meet setback requirements. Due to the desire. to provide on -site visitor parking on the north side (public entry side) of the building and to create on -site separation between fire apparatus and public vehicles, a variance requesting a deviation from the 40-foot parking setback along Carmichael. Street had been submitted with this application. f. The building and building envelope including footings can not encroach into easements. The structure was sited to avoid structure and footing encroachments into the various on -site easements. g. Will need to build any adjacent streets if not constructed. All adjacent streets are constructed. The applicant is proposing to construct a part of the access easement along the southern property line. h. Any cuts into existing streets will require street cut permit/fee and repared in accordance with standards. So noted. Thank you. i. Will need to work with the irrigation line and easement owner regarding vacation of the easement dedication of a new easement and relaocatio of any line in the easement. No easement vacation or relocation of any line is proposed. 4. Water & Wastewater Utility: a. Comments: Service for this area is provided by the FCLWD/SFCSD. So noted. Thank you. 3 2. Stormwater Utility Department: Location: East Westchase Road and South Timberline a. This site is in the Fossil Creek drainage basin where the new development fee is $2,274/acre which is subject to the runoff coefficient reduction. The site is in inventory grid #12T. So noted. Thank you. b. The Westchase drainage study will need to be followed and it indicates a runoff coefficient of 0.65. The Westchase drainage study was followed and a runoff coefficient of 0.65 was used. c. The standard drainage reports and construction plans are required and they must be prepared by a professional engineer registered in Colorado. A profession engineer registered in the State of Colorado created the standard plans and reports. d. If water quality is addressed by the Westchase system, onsite extended detention is not required. If not, it will have to be onsite. Water quality is addressed within the Westchase system down stream of this site so no on -site detention was provided. e. I was asked about the irrigation pipe along the west side of the site. It brings irrigation water to Wayne Leistikow and Jim Lefler from the Mail Creek ditch. These two were the ones who signed the Westchase plans and have farms to the south of Westchase. The Mail Creek Ditch is part of the New Mercer Ditch Company whose president is Louis Swift (226-2136) and the ditch rider is John Moen (482-3309). Noted. Thank you. 3. Engineering Department: a. Street Oversizing Fees and Larimer County's Road Impact Fees will be due at the time of building permit. Check with Matt Baker for the specific amount of this fee for your project. Noted. Thank you. b. The Westchase P.U.D. had an approved Traffic Impact Study (TIS), check with Eric Bracke and Tom Reiff that the fire station use was accounted for in that study. The applicant's representative checked with Eric Bracke regarding the TIS. An explanation (in italics) of how issues have been addressed follows each comment. COMMENTS: 1. Zoning Department: a. A fire station is a "public facility" which is a type 1 use in the LMN zone district, meaning that when the project goes to hearing for approval, the decision maker is a hearing officer rather than the Planning and Zoning Board. So noted. Thank you. b. A trash enclosure will be required. A trash enclosure has been added to the Site Plan. c. Site and Landscape plans will be required to be submitted for review. These plans must satisfy the criteria in Articles 3 & 4 of the Land Use Code. A Site Plan and Landscape plan satisfying the criteria of Articles 3 & 4 of the Land Use Code has been submitted within this application. d. A sheet was given to the applicant regarding building codes. So noted. Thank you.
