No significant impacts or conflicts are anticipated. Traffic conflicts have been mitigated at the Westchase and Timberline intersection by a "fire signal". The fire department employees will also use common courtesy and judgement when the need arises to turn on emergency lights and sirens during nighttime hours. Public parldng has been separated from employee parking and fire apparatus driveways. The main apparatus exit drive on Westchase Road has been created to maximize the function for exiting fire apparatus while providing a decreased width at the pedestrian crossing. Landscaping is proposed along the perimeter to offer visual and noise buffering from the fire station and the adjacent residential development. The proposed was identified by the City of Fort Collins Engineering Department.. Pedestrian circulation, public vehicle parking and fire station personal and equipment circulation are designed to be separate from each other. Public vehicles access the site from Carmichael Street. Pedestrians enter the site from a walk connecting the public sidewalk along Carmichael Street to the front door. Fire station employees' will use the access easement parking areas. There -is a landscaping buffer proposed along the perimeter of the site to buffer and screen this use from the adjacent residential development. Street trees are proposed along the Timberline, Westchase and Carmichael frontages. • Statement of proposed ownership and maintenance of public and private open space areas; applicant's intentions with regard to future ownership of all or portions of the project development plans. ' This site is to be occupied by one owner. There will be a shared access easement along the southern property line to be shared with the future property owners of the two lots to the south of this parcel. Maintenance of the on site parking and drive areas will be the responsibility of the owner. A shared maintenance agreement will be negotiated between the owners over the access easement. No public open spaces are proposed. • Estimate of number of employees The estimated number of employees on site at any one. time is seven. • Description of rationale behind the assumptions and choices made by the. applicant No notable assumptions were made in the development of this Project Development Plan. • Evidence of successful completion of the applicable criteria To the best of our knowledge, the applicable criteria found in the Land Use Code (LUC) relating to the commercial site development has been incorporated into this Project Development Plan. Poudre Pire Authority - Fire Station No. 14 Southeast Corner of Timberline Road and Westchase Road March 12, 2002 Applicable Planning Objectives • Statement of appropriate City Plan Principles and Policies achieved by the proposed plan. The proposed development meets the following City Plan principles and policies: ➢ This development is proposed to serve the future compact urban forms of the area. The proposal is located on a site generally surrounded by future development, along a potential transit corridor. The project is also within walking distance of existing and future residential neighborhoods to the north, east and west and is located within a proposed subdivision. (Principle LU-1 & Policy LU-1.1) ➢ Public sidewalks surround the site on three sides.. Adequate pedestrian connections to public walks are proposed to the north and east sides of the building. (Principle T-5) ➢ The building entrance is visible to passers-by and visitors through the use of architectural features such as a foyer that project from the exterior wall, windows and a glass store front affect and the proximity to the proposed parking lot.. Direct pedestrian access from the street is provided to the building. (Policy T-5.2) ➢ The architecture proposed has been designed to be sensitive to the residential character of the Westchase neighborhood while allowing the structure to function as a fire station. The structure will achieve this character with a brick wainscot with neutral colored siding similar to that proposed in the surrounding neighborhood.. The structure also incorporates multiple roof heights and large eaves to immolate a residential structure. (Principle CAD-3 & Policy CAD-3.1 and 3.2) ➢ The site lighting is designed to provide a safe and comfortable level of light on the site, while being sensitive to the adjacent residences. (Policy CAD-4.2) • Description of proposed open space, buffering, landscaping, circulation, transition areas, wetlands and natural areas on site and in the general vicinity of the project. Streets border this site on three sides. Timberline Road borders the western side, Westchase Road lies to the north and Carmichael Street borders the eastern side of the project. An access easement also straddles the southern property line.
