2.2 - Common Development Review Procedures for Development
Applications, and Section 2.4 - Project Development Plan located in
Article 2 - Administration.
C. The Preiss Subdivision Replat meets the plat requirements located
in Section 3.3.1 - Plat Standards located in Article 3 - General
Development Standards.
RECOMMENDATION:
Staff recommends approval of the Preiss Subdivision Replat, file #16-02.

A. Section 3.3.1(A), General Provisions:
1) The subdivision plat will be filed and recorded only after
having been approved by the Director of Planning, with such
approval evidenced in writing on the plat and signed by the
City Clerk.
B. Section 3.3.1(B), Lots:
1) The lots within the Preiss Subdivision have vehicular access
to the adjacent public streets, and do not have direct access
to more than one street. The side lot lines are substantially
at right angles to the street, and comply with the minimum lot
area of the NCM Zone District.
2) The general layout of lots, roads, driveways, utilities,
drainage facilities and other services within the proposed
subdivision have been designed to enhance an
interconnective street system within and between
neighborhoods, presences natural features and generally
accomplishes the purposes of this Land Use Code.
C. Section 3.3.1(C) Public Sites, Reservations and Dedications:
1) All public street rights -of -way adjacent to replatted lots were
dedicated with the City of Fort Collins Plat. Utility easements
were also previously dedicated by separate dedications.
These easements will not change as a result of this replat.
Additional utility and pedestrian easements have been
included on the plat to accommodate existing and proposed
utilities which will serve these lots.
2) Subdividing the land will not result in the need for additional
open space or detention areas.
4. Findings of Fact/Conclusion:
A. The Preiss Subdivision Replat contains residential uses, which are
permitted in the NCM — Neighborhood Conservation, Medium
Density Zone District.
B. The Preiss Subdivision Replat meets the procedural requirements
located in Division 2.1 - General Procedural Requirements, Division

EXECUTIVE SUMMARY:
This project has been reviewed in accordance with the applicable requirements
of the Land Use Code (LUC) and was found to be in substantial compliance with
the following:
The process located in Division 2.1 — General Procedural Requirements,
Division 2.2 — Common Development Review Procedures for
Development Applications, and Division 2.4 — Project Development Plan
located within Article 2 — Administration; and the design standards located
within Article 3 — General Development Standards; and the standards
located in Section 4.7, Neighborhood Conservation, Medium Density
District. (NCM) of Article 4 — Districts.
FINDINGS and ANALYSIS:
Backcirround:
The zoning and land uses that surround the Preiss Subdivision Replat are as
follows:
N: NCM — Single Family Residential
S: NCM — Single Family Residential
W: NCM - Single Family Residential
E: NCM — Single Family Residential
This property was annexed into the City as part of the Original City of Fort Collins
Annexation in January 1873.
2. Division 4.7 of the Neighborhood Conservation Medium Density Zonino
District
The subdivision plat meets the applicable Land Use Standards as follows:
The minimum lot area for single family residential within the NCM zone
district is equivalent of two (2) times the total floor area of the buildings,
but not less than 5,000 sq.ft. for single family residential. The existing lot is
10,060 sq.ft. The two proposed lots would each have a lot area of 5,030
sq.ft. This is in excess of the minimum area required in the NCM Zone
District. The existing house has less than 2,500 sq. ft. of floor area.
The proposed lots within the plat have a lot width greater than 40 feet.

PROJECT DESCRIPTION:
Preiss Subdivision is a replat of the north 53 feet of Lot 4, Block 156, City of Fort
Collins Subdivision. The subdivision plat is dividing this existing lot into two new
lots. Both lots would be 5,030 sq.ft. in area. The current lot contains an existing
single family residences, and an accessory building in the rear of the lot. The
property is located along the west side of Whedbee Street, between Myrtle and
Laurel Street.
The property is zoned NCM — Neighborhood Conservation Medium Density.
RECOMMENDATION: Approval
