Responsible design on the part of the School District should include attention to already existing plans. As a neighboring property owner having development expectations and considerable involvement in the area, I telephoned you on Jury 5, 2001 to express my interest in providing input to the School District's site . design process. I was disappointed that you dismissed my concerns by saying that you.: had already met with property owners and that the School District was proceeding to meet its own needs. As a prior City Planning Director for the City of Fort Collins, land planning consultant, and developer in this area, I can say to you that there are ways the School District can meet its needs without introducing the type of lighting and noise, . intrusions contained in your current concept plan. During our July conversation you indicated to me that the School District not only. intends to light the running track/football field but to light the two soccer fields as well.: I - am concerned that your site. design team seems only to. have been informed of the "possibility" for a lighted track and no lighting for the soccer fields. Dear Mr. Little: represent Imago Enterprises, Inc., owner of the 70-acre property at the northeast comer of Cambridge Avenue and Rock Creek Avenue, which is diagonally across from: the property currently being planned for the new Fort Collins high school. In an effort to Team something about the status of site plan design for this high school project, I initiated a July 3, 2001 meeting with architect George Brelig from RB+B Inc, which ...company I understand is exploring various site designs for the School, District. That meeting and a subsequent telephone conversation with you requesting the opportunity; to input the site design process has led to this letter_ The concept design shown to me by Mr. Brelig Includes directly on the northeast comer: and across from the Imago Property a running track timed to include a football field :it! the., ., center and accompanied by bleachers located along Cambridge Avenue. Directly to_tlie;:,x:.;.' ;'. west of this track are two soccer fields. According to Mr. Brefiig, the School D""�strttx:has'::. indicated to him as part of the design parameters that the running track has the "possibility" of being lighted. He made no mention of the soccer fields being lighted....:, Near the conclusion of our meeting Bruce Hendee with BHA Design arrived fora .. meeting with Mr. Brefig. "Mr. Hendee indicated to me drat his company as well was ';., working on the site design for the School District, and he gave me your name and ,.:: telephone number as a contact person. Please allow me to give you some background on thin history of Imago Enterprise's;1nc. , in this area. Since mid-1999 Imago has been working with the Hewlett-Packard Company and Investments West Holdings, LLC to jointly plan and engineer the utilities: : and street system for the 276 acre area adjoining the Webster Farm, which is the . . property recently purchased by the School District. The scope of this cooperative etTort among private property owners is unprecedented in the City of Fort Collins. Our two years of working together has resulted in a comprehensive Reciprocal Land Use and Improvements Reimbursement Agreement, which provides for utilities, storm drainage, and road improvements beneficial to the development of this School District property: This cooperative undertaking has also resulted in the September, 2000 approval by the City of Fort Collins of the Harmony Technology Park Amended Overall Development.
