College Avenue P.O. Box 580 Fort Collins, Colorado 80522-0580 Attention: Matt Baker VIA USPS MAIL Subject: 2002 Elementary School On the south side of County Road 36 (Kechter), between County Roads 7 and 9 PSD Project No. 01-001 Confirmation of construction schedule — Kechter Road improvements The Poudre School District is committed to collaborating with the City, and all of the developers in the area, to proportionally pay for the improvements to Kechter Road between County Road 7 and 9. Your department has generously offered to bid, construct and oversee the work. It is understood that Northern Engineering has designed the full width improvements for the length of the project and has submitted the required documents to the City for final approval. At this time, we would like to convey a few of our schedule concerns. It has been discussed that the City would like to bid the work in January or February and start construction shortly thereafter. It is unclear how long the improvements will take. Two issues come to mind: site access and installation of utilities. We should coordinate phasing of the work, as we will need access to our site during the construction of Kechter Road. I am sure Village Homes to the north will also need access to their site maintained. In addition, the new elementary school is scheduled for completion on May 15'h. In order for the systems to be up and running by then, we will need to have the utilities in Kechter Road completed by the end of March for system start up; power being most urgent. Contingency plans may have to be discussed, as we are aware this may be an aggressive schedule. Due to the precedence we are trying to set - that developers, the Poudre School District and the City are proponents of a timely, cost savings approach to growth - we would like to make sure the details are worked out prior to construction starting. It may be time to meet with all of the entities involved once again to confirm the schedule and highlight milestone dates. At a minimum, we are in hopes of receiving your latest, updated timeline for the project from your end. We are aware that you are also dependant on other entities to make this collaboration work. A timeline from you would be invaluable to all of the entities involved. If we can be of any assistance in making sure you have what you need to complete your portion of the work, please let us know immediately.
