Re: Variance requests for 5 items for Caribou Apartments
Dear Mr. Oberlander,
This letter is in response to your request for variances to the Larimer County Urban Area Street Standards.
Four of the five variances have been approved by the City Engineer:
• The request for greater than maximum allowed grade breaks at the locations specified in the
request.
• Less than minimum allowed flowline grade for portions of Timberline already constructed to a lower
grade.
• Less than minimum intersection separation on an arterial (approved at 500 feet).
• Less than minimum horizontal curve length on an arterial where Timberline had already been
designed with a 123-foot radius.
These variances have been approved by the City Engineer only for this project.
The last item, concerning the allowance of drainage flows over public sidewalks, was essentially denied.
In the judgment of the City Engineer, the upper limit of sheet flow area allowed to drain over a public
sidewalk is 750 square feet as opposed to the 500 square feet stated in the standards; drainage in
amounts greater than 750 square feet has been deemed to interfere with pedestrian use of the sidewalk,
and therefore will not be permitted. Any driveway approach that does not meet this standard must be
redesigned to restrict the amount of flow over the sidewalk to below the permissible amount of 750 square
feet.
As with all variances to the street standards, the variances granted for this project are based on the
particular situation under design and the judgment that we (the designer and the City) apply to determine
whether there is a public safety concern. The variances for this project in no way set any precedence for
relaxing these standards on other projects without complete analysis and justification.
