need to be submitted.
2. A wetland delineation study will need to be submitted.
3. A sensitive plant specie study will need to be submitted — Ute Ladies Tresses
orchid.
4. A hydrologic, groundwater study will need to be completed.
5. A buffer zone with a minimum distance of 100 feet from the wetland boundary
will need to be provided.
6. The City requests that the applicant provide adequate room within the trash
enclosure for recycling and use a single trash hauler to minimize trips.
7. A Fugitive Dust Control Permit will need to be filed with Larimer County.
8. The Natural Resources Department requests that the applicant pursues and uses
native plants and grasses as much as possible within the project.
9. The Natural Resources Department would like to work with the applicant to
share information on the proposal.
10. The applicant should contact Maurice Head within the Advances Planning
Department to see if the project is eligible to be reviewed as an `affordable
housing project'
Parks and Recreation:
1. Development fees for each unit will be assessed at the time of building permit.
Current Planning:
1. A neighborhood meeting will need to be held for this application.
2. The property will be subject to the design and land use standards within the E
zoning district.
3. The project will be subject to the design standards in Section 3.5.2 of the Land
Use Code.
Advanced Planning:
1. Advanced Planning is forwarding a sketch plan of the plan submitted for concept
review. This plan shows an alternative site plan shows possible solutions to the
design requirements in Article 3 of the Land Use Code.

14. Median, street design, sidewalk and other designs need to meet the Larimer
County Urban Area Street Standards. Please contact Matt Baker regarding these
issues if further information is needed.
Storm Drainage:
1. This site is in the Fox Meadows drainage basin where the new development fee
is $6,468/acre which is subject to the runoff coefficient reduction. The site is in
inventory grid #11P.
2. The standard drainage and erosion control reports and construction plans are
required and they must be prepared by a professional engineer registered in
Colorado.
3. The 100-year water surface elevation of the wetland/detention area needs to be
plotted to see if there is some detention storage on this site. If it is and the access
requires fill, the fill volume needs to be compensated for by excavation to the
west end of the site.
4. There is an old pipe crossing the site that used to drain the wetland. This should
be considered in building construction. It may need to be removed since it could
transport water where it is not wanted.
5. Onsite extended detention is required to treat the runoff. This can be located in
the 100' Natural Resource buffer.
6. Onsite water quantity detention is required with the standard 2-year release rate
unless the design engineer can justify a higher release rate.
7. Some of the site will drain to the Timberline Wetland. The other outfall is a
stormsewer in Timberline that is tied to a box at the corner of Timberline and
Caribou Drive which is also where the old abandoned line ties into the
Timberline stormsewer.
Transportation Planning:
1. Transportation Impact Report will be required for the project. The applicant
should contact Eric Bracke at 224-6062 for scoping of the study.
2. Alternative modes, including pedestrian, bicycle and transit need to be included
in the study.
3. A future Parks and Recreation trail is planned adjacent to the site.
4. Timberline is a major arterial. Caribou is a signalized intersection.
5. Restricted access is already in place for the southern entrance.
6. The transportation impact study will determine the amount of access that will be
permitted.on the second access.
7. Correct alignment of the street(s) may permit additional access.
8. Spacing of access and street intersections is 660 feet for Timberline, 200 feet
minimum spacing on Caribou
9. Transit service is on Timberline. A future bus stop may be located adjacent to
this site. Timberline may become an enhances travel corridor.
10. Bicycle parking will need to be provided in a convenient location adjacent to the
residential units, unless garages are provided.
Natural Resources:

letters on a contrasting background
Water/Wastewater:
1. Water: 8-inch in Caribou, 16-inch in Timberline
2. Sewer: 27-inch crossing the S tip of property in an E/W alignment, 8-inch at
Caribou and Timberline
3. A utility coordination meeting is strongly encouraged early in the .site
development process to assure that adequate space is provided for underground
utilities. A water main connection between Caribou and Timberline will be
required. FCLWD also has a water main in Timberline. The water conservation
standards for landscape and irrigation will apply. PIF's, development review fees
and water rights will be due at time of building permit. In addition, a repay for
the Warren Lake trunk sewer will also be due.
Engineering:
1. Street Oversizing Fee for Fort Collins of $1,624/unit for single family and
$1,120/unit for multi -family will apply. Additional fee for the community
building may apply. Applicant may contact Matt Baker at 224-6108 for an
estimate of the fees.
2. Larimer County Street oversizing fees will apply as well.
3. Additional right-of-way for Timberline Road will need to be dedicated if the
west half of the right-of-way is less than 70'/z feet wide.
4. A traffic Impact Study will be required for this project.
5. A public internal street will need to be included within the project.
6. A median may be installed within Timberline Road.
7. Street frontages and any internal streets will need'to be improved or built to the
Latimer County Urban Area Street Standards.
8. A 30 foot wide access lane will be necessary adjacent to all buildings three
stories in height.
9. Utility plans, development agreement and development construction permit will
need to be prepared for this project.
10. Additional ROW for a bus pullout on the south side of Caribou will bee needed.
11. The developer will be responsible for improvements to Timberline to a 4-lane
arterial standard, and also the design of Timberline to the ultimate 6-lane
configuration. The placement of street trees and sidewalks should be for the
ultimate 6-lane design, paying consideration to the elevation of the sidewalk in
relation to the 6-lane buildout elevations.
12. A median running south of this project to the intersection at Caribou will be
required, limiting access to this site to Right-In/Right-Out on Timberline. The
City will look into acquiring the ROW from the natural area to the south which
will be needed for transitions from this property to the existing width of
Timberline.
13. The access point on Timberline may be offset from the existing street across
Timberline due to the median.

ITEM: 4125 South Timberline Avenue, Multi -Family Housing
APPLICANT: Mark Hendericks
LAND USE DATA: A request to develop a multi -family residential project of 192 units
on 10.3 acres of land located southwest of the intersection of South Timberline Road
and Caribou Road. The property is within the City of Fort Collins and is currently zoned
E — Employment District. The following departmental agencies have offered comments
for this proposal.
COMMENTS:
Zoning:
1. Uses are permitted as a Type II (Planning and Zoning Board) Review
2. Residential is a `secondary use' within the E zone district. Secondary uses may
not comprise more than 25% of the land are of the project. The evaluation of the
land are will be based on the land contained within the Collindale Business Park.
3. Off-street parking will need to be provided, the total number will depend on
number of bedrooms for each multi -family unit.
4. A minimum of 6% of the interior of the parking lot will need to be landscaped,
pursuant to Article 3
5. The site includes more than 10 acres. A minimum of two housing types will need
to be included within the project.
6. The height limit in the E zone district is three stories.
7. Trash enclosure will need to be provided.
8. The site, landscape, and lighting plan will be subject to the requirements in
Articles 3 and 4 of the City of Fort Collins Land Use Code.
Light and Power:
1. Normal development fees will apply to the project.
2. Will need to know the location of meters on the building. May gang half meters
on each side of the buildings, will require two service fees.
3. May not serve buildings in the rear, will need to be located in the front.
4. A utility coordination meeting should be held for this project.
Poudre Fire Authority:
1. Fire hydrants must be located within 300 feet of all buildings capable of
delivering 1,500 gal/min at 20 psi.

6. After much discussion, it was decided that a median would not be required
on Timberline. An elongated pork -chop design will be used to prevent left
turns into the site from Timberline.
