Page 10 urban design. inc. Number:105 Created:6/27/2003 Please change water quality orifice holes to be one 1/4-inch hole per row for five rows spaced 5-inches apart instead of 4-inches. This is a non-standard design needed to accommodate for the 2 foot high structure that is associated with such a small water quality volume and surface area. The 1/8-inch holes were looked at as probably clogging much more regularly. Response: Revised WQ orifice holes to be 1-1/4" per row at 5" apart. Number:106 Created:6/27/2003 Please consider a little less landscaping at the WQ outlet structure. At full plant maturity, there should be no blockage of outlet structure and access for maintenance. Response: Landscaping in this area has been pulled back from this point. The plants that remain in the area are a clump -style ornamental grass (Blue Oats Grama) that should work well in this situation and not cause any blockage. Currently all plan sets are unclear. Response: Notes have been revised or removed. Topic: Utility Plan Number:36 Created:3/14/2003 The utility plans that were submitted are expired and must be resubmitted to current standards (October 1, 2002 LCUASS). You may revise the older set and bubble out everything that's changed but it would much easier, faster, and cleaner to resubmit a new plan set under another name that's different than the expired set. Please see chapter 3 and Appendix E for submittal and design requirements. Please complete and submit Appendix E4 with the next submittal. Quite a lot of information was left off this submittal. Expect more comments in the next round if not designed in accordance with the current street standards. 6/20/3: Your response indicated confusion with what I meant by "current street standards." I was referring to LCUASS - Larimer County Urban Area Street Standards in short form (as mentioned in the first sentence of the previous comment). Number:81 Created:6/26/2003 Label all existing easements as "existing" and label the recep#. If proposed, label as "proposed". If vacating, then label as "to be vacated" and hatch in the area lightly showing the area to be vacated. Response: An Easement Exhibit has been added on Sheet 7 of the utility plans, however this information has not been added on the overall or drainage plan as it is not relevant to those plans, and they are already too cluttered. Topic: Landscape Plan Number:49 Created:3/14/2003 Show all existing and proposed utility and drainage easements. Response: All easements are identified based upon information provided by the engineers on their plans. 6/27/3: Repeat comment. Coordinate with the site and landscape plans and see comment 81 under "General." Response: All easements have been noted on the plans. Number:50 Created:3/14/2003 Correct all overlapping labeling. Carl Jenkins, Post Office [6/10/03] - No Comment Number:113 Created:7/1/2003 The site plan, landscape plan, and elevations are all part of a set of drawings that will be file together. Please label them, starting with the site plan, sheet 1 of 3, 2 of 3 and 3 of 3. Response: Done. Number:114 Created:7/2/2003 There are only a few small items to clear up before we can go to hearing. Current Planning comment #60 needs to be resolved to staffs satisfaction, all off -site easements need letters of intent, and the timing of the vacation of the drainage easement relative to the date of the hearing needs to be coordinated with Engineering and Stormwater. Coordinate with me (Troy Jones) on the revised landscape plan, and coordinate with Susan Joy on the easement issues. After hearing we will require a final compliance submittal. The final compliance application will require an application form, a $1000 application fee, 4 site plans, 4 landscape plans, 4 utility plan sets, 1 drainage report, all signed easements, and all redlines. Response: OK Topic: Landscape Plan Number:60 Created:3/17/2003 [7/1/03] Although the re -submittal clarified the sizes of the various landscape areas, the comments is still not addressed. The "6% landscaped areas requirement' [required by 3.2.1(E)(5)] applies to the parking lot only, and not the entire site as a whole. The method to calculate the limits of the parking lot is clarified in the LUC in the attached photocopy of Figure 1 from Article 3 page 12. Also, see the purple line depicted on the redlined a copy of the landscape plan. This issue needs to be resolved prior to going to hearing. [3/17/03] It appears that less than the required amount of parking lot interior landscaping is being proposed. Refer to the purple line sketched onto the redlined landscape plan from Current Planning. This line, represents the vehicular area of which 6 percent must be landscaped area. Include a chart on the landscape plan that clarifies the square footage of this vehicular area, and also clarifies how much of that area, in square footage, is devoted to landscaped areas. It is required to be at least 6 percent, and must be communicated on the landscape plan as such [3.2.1(E)(5)]. Response: The illustrative graphic which was faxed to you the day I received this comment has been incorporated into the Landscape Sheet for better clarification that we meet this standard. Department: Engineering Issue Contact: Susan Joy Topic: General Number:40 Created:3/14/2003 Coordinate the various plan sets so that they present the same information. 6/27/3: The Landscape, Site and Utility plans still do not present the same information. Please perform some quality control prior to your next submittal. Response: Continued coordination between the various parties should alleviate the bulk of any discrepancies. However, note that all these plans do not necessary present the same information based upon varying checklist requirements and the intent of the plan. The comments below are taken from that 7/02/03 comment letter and, where applicable, we have indicated our response and any revisions we have made. Please review these responses as well as the new plan set at your earliest convenience. We look forward to completing this Final Plan review process as quickly as possible so that Mr. Holter can begin construction yet this season. Department: Current Planning Issue Contact: Troy Jones Number:112 Created:7/1/2003 The following departments and agencies forwarded hand written comments directly to me as follows: Tim Buchanan, City Forester [6/26/03] - Add these notes to the landscape plan: "A free permit must be obtained from the City Forester before any trees or shrubs as noted on this plan are plated, pruned or removed in the public right-of-way. This includes all areas between the sidewalk and curb and street medians. This permit shall approve the location and species to be planted. Failure to obtain this permit may result in replacing or relocating trees and a hold on certificate of occupancy." "The developer shall contact the City Forester to inspect all street tree planting at completion. All trees need to have been installed as shown on the landscape plan. Approval of street tree planing is required before final approval. Failure to obtain approval by the City Forester for street tree planting shall result in a hold on certificate of occupancy." Response: These notes have been added to Sheet 2, as Notes # 20 & #23. Len Hilderbrand, Xcel Energy [6/17/03] - No Comment. Response: Comment was received at the Administrative hearing on 7/29/03 regarding a concern about the location of the gas line in relation to the public sidewalk along Mason St. We met with Mr. Hilderbrand on 7/31/03. He was satisfied with the proposed situation where the existing gas line will remain about 1' to the west of the edge of that walk. Page 1
