When the Minor Amendment is approved, the applicant must submit signed mylars of the site plan, landscape plan, architectural elevations and utility plans. These Final Compliance Plans will then be signed and recorded by the City. There is no charge to submitting Final Compliance Plans. You have asked me to comment on the timeframe to accomplish the transition from Comfort Dental to Alpine Dental as a Minor Amendment to the original P.D.P. The following two scenarios assume that Alpine Dental has retained the services of a civil engineer who has had time to submit revised plans. Please note the two scenarios: 1. The most expeditious time frame is that the applicant submits the Minor Amendment and simultaneously starts to work with Susan Joy on the final drafting of the Development Agreement and Development Construction Permit. The Minor Amendment, which includes the Amended Drainage Report and Utility Plan revisions, if submitted properly, can be reviewed in two weeks. The recording of Final Compliance Plans can then proceed which is estimated to take two weeks. Therefore, after a complete and proper submittal of the revised plans, the applicant could conceivably break ground after four weeks. 2. The other scenario is one where the applicant does not work in a simultaneous fashion, but rather, a sequential fashion. For example, if the applicant submits for Minor Amendment, then waits two weeks for its approval to start work on the Development Agreement and Development Construction Permit, an additional two weeks would be added. This would stretch the timeline from four to six weeks. As you can see, the applicant and consulting team need to submit a complete and proper Minor Amendment and work very closely with Staff on the other aspects in order to accomplish the expeditious scenario. Staff is willing to meet with you and Alpine Dental and the consulting team to ensure a quality submittal with expeditious turn -around times to meet your objectives. Please note the following: Alpine Dental can assume the approved P.D.P. Any changes to the site plan, landscape plan or architectural elevations can be processed as a Minor Amendment. These changes will be reviewed by the Current Planning Department. There is a fee of $192.00. Please contact Ted Shepard, 221-6750 2. If Alpine needs additional parking, then an Amended Drainage Report will be required, as part of the Minor Amendment, due to the increase in impervious surface. This new information must be prepared by a professional engineer licensed in the State of Colorado. I suggest Alpine retain the services of the engineering firm that prepared the original plan. The Amended Drainage Report will be reviewed by the City's Stormwater Department. Please contact Wes Umarque, 221-6700. 3. In addition to the Amended Drainage Report, if any of the plan sheets of the Utility Plans change, then these changes must be submitted to City's Engineering Department. Please contact Susan Joy, 221-6605. 4. At the same time as the proposed changes are reviewed, the applicant can be working on the Development Agreement. This D.A. is a contract between the City and the developer and outlines exactly which party is responsible for constructing the necessary public improvements required to serve the development. The contact person is Susan Joy. 5. At the same time as the Minor Amendment and Development Agreement, the applicant can be working on the Development Construction Permit. The D.C.P. is designed to act as a transition from plan review to construction and outlines the. extent and of the public improvements and the cost of the City inspections.
