0 April 10, 2002 CITY OF FORT COLLINS Current Planning Department Fort Collins, CO RE: Letter of Intent Project Development Permit Comfort Dental Harmony Road Fort Collins, CO Staff: The proposed dental office building development is requesting approval of the enclosed site plans and building elevations. The development area lies south of the King Soopers Harmony Centre Development, just west of the fire station at Harmony and Hogan. The proposed development area is vacant, and has no prominent features except for a large tree to remain and an open drainage ditch to be piped. The existing curb cut will be utilized and repaired to the City of Fort Collins and CDOT standards. Access movement is limited to Right -In and Right -Out. All utilities necessary for development are present. Finish grades will slope to the North. Storm water will be detained on site in the areas as indicated on the drainage plan. The building will be owner occupied and used for dental offices. Business hours will be from 8 a.m. to 6 p.m. during the week and may include Saturday. The parking indicated is adequate for their requirements. The proposed architectural character of the building will be brick and stucco walls with prefinished metal roofing - the colors and materials will be similar to those used by Comfort Dental buildings along the Front Range area. A construction start date will be as soon as possible, with completion taking about 5 months. There are not any known environmental problems. The development will provide a variety of trees as streetscape for Harmony Road, including the large existing cottonwood tree. The street edge will have variations in height and color as street trees. The evergreen trees are kept back from Harmony Road to help eliminate winter shading on the road. Shrubbery is provided to screen the electrical transformer and provided as an intermediate materials scale near the building. The perimeter of the building will have various evergreen and perennial planting as ground cover materials to maintain a seasonal base. The ornamental trees will add verticality to the perimeter. The parking area will have large shade and evergreen trees. The grading plan will help to create some undulation on the site. Traffic Impact Analysis: Prior studies for same building and parking have indicated the following: Using Trip Generation, 6ih Edition, the use generates 119 daily trip ends, 8 morning peak hour trip ends, and 12 afternoon peak hour trip ends. Landscaping and Screening: The dental office building development will be buffered and screened from the adjacent single family residences by the combination of an existing wooden fence and new trees. Building Character: The building is one story with sloped roofs, brick and synthetic stucco walls, standing seam metal roof and aluminum windows. Materials and colors shall be similar to those of the adjacent buildings. Building height will be less than 25'-0". The basement area of the building will be restricted to storage as an accessory use to the professional dental office. The building identification signage will be a two-sided free standing element and a surface mounted wall sign, not to exceed 135 Total S.F. Overall Development Design Concept: This narrative is for the proposed use and development of a 2,190 S.F. (not including basement) professional dental office building, on a 0.665 acre site. The site is located on East Harmony Road, south of King Soopers, just west of the fire station at Harmony and Hogan, on an infill site and within the city of Fort Collins. This site is zoned H-C Harmony corridor, and is bound on the south by single family dwellings, on the east and west, by vacant lots and to the north, Harmony Road. Approximately 500 feet to the east of this site, on Harmony Road, JFK Parkway begins. Running north to south and approximately 1,600 feet west from the site is Collage Ave. Due to the location, size and shape of the property, the site is appropriate for a low -intensity commercial use such as the proposed Comfort Dental professional office building. Land and Use: Comfort Dental office is a professional dental office building, and will be owner occupied. The hours of operation will be from 8 a.m. to 6 p.m. Week days and most Saturdays. The site is currently undeveloped, and has no significant land forms or wildlife habitat present. New site grading will not substantially change the existing slope, although some work will be done to obtain finish grades necessary for adequate drainage to be sloped away from the structure. Storm water detention will be on this site and is required. All utilities necessary for the development of this site are underground and adjacent to the site or in the street. The existing curb cut at Harmony Road will be utilized. The site plan has been designed to place the building to the west side of the site with the parking area to the east and screened by landscaping. Building location has been designed in conjunction with the pre -established easements along Harmony Road and the west property line. Building massing and landscaping will help to give the project a pedestrian scale. Site coverage consists of: building envelop @ 7.6%; parking and drives @ 27.0%; landscape and walks @ 60.9%; future addition @ 4.5%. Parking is provided on -site at a ratio better than 1 space per 250 S.F. The project is valued less than $500,000.00 therefor; the planning development review fee is equal to 1% of the evaluated building cost.
