14. Be sure that there is ample room in the trash enclosure for recyclable containers.
15. If the transportation impact study has been waived, be sure to provide documentation
from the City Traffic Operations Engineer at the time of submittal.
16. Since College Avenue is state highway 287, a State Highway Access Permit must be
obtained in order to perform modifications to the driveway. The driveway width should
be reduced to 24 feet in width. Be sure that there is no additional stormwater draining out
to College Avenue from the site.
17. The alley will have to be improved to accommodate the anticipated level of traffic. For
specifications on the alley improvements, please contact Rick Richter, 221-6605.
18. The first parking stall in from College Avenue must be setback from the flowline a
minimum of 50 feet: If this is not attainable, a variance request must be submitted to the
City Engineer.
19. The handicap parking space should be re -located to space number 16 so the driver would
not have to cross the parking lot.
20. The internal sidewalk should be extended east to the alley.
21. Architectural elevations will need to be submitted. The City reserves the right to modify
standard national prototypes in order to achieve building compatibility as per Section
3.5.1 and 3.5.3 of the Land Use Code.
4. The Drainage Report should document the existing basins and the associated runoff.
Then show how this is being met, with the proposed construction or is better than the
existing condition. Please note that all of the existing imperviousness is grandfathered so
documentation of it is necessary. Normally onsite extended detention is required to treat
the runoff. Since the site is primarily impervious, any water quality BMP (Best
Management Practice) would be appreciated.
5. The grading, especially along the property lines and the proposed landscaping is critical.
Please extend existing topography at least 50 feet outside the property so that the grading
can be verified. If the proposed landscaping blocks drainage, please provide for it though
the landscaping.
6. The 100-year floodplain is in the street so elevation of 18 inches above the water surface
elevation is suggested and 1 foot it required. Engineering is requiring no "additional"
drainage to College Avenue than presently exists.
7. There is an existing four -inch diameter water line in College Avenue and an existing
eight -inch diameter sanitary sewer line in the alley. A grease interceptor will be required,
meeting the specification of the Fort Collins Utilities. Plant investment fees and the raw
water acquisition fee are due at the time of building permit issuance. For further

8. The site will be served by the Poudre Fire Authority. They will require that water supply
be provided by a hydrant no further than 300 feet from the building and capable of
delivering a minimum of 1,500 gallons per minute at 20 p.s.i. For further information,
please contact Ron Gonzales, 221-6570.
9. Please check with Matt Baker, 221-6605, regarding the applicability of the Street
Oversizing Fee and the Latimer County Road Fee. Since the building is so old, it is
likely these fees were never paid. If they were paid, credit towards the new fee will
apply. The current fee is $8.87 per square foot of building.
10. The developer is responsible for the repair of any damaged sidewalk, curb and gutter
along College Avenue.
11. Please be aware that any street cuts on College Avenue are subject to street cut fees based
on the condition of the asphalt. For further information, please contact Rick Richter,
221-6605.
12. Please be cautioned that any construction activity off -site will require an easement from
the property owner.
13. Utility Plans will be needed at the time of submittal. A Development Agreement may be
required prior to recording final documents. A Development Construction Permit may be

LAND USE DATA: Request to demolish the existing Clank U Chicken restaurant and construct
a new 1,806 square foot, 40-seat standard restaurant.
COMMENTS:
The site is zoned C-C, Community Commercial, which permits the proposed land use. If
no Modification of Standard is required, then the proposal may be considered by the
Hearing Officer as a Type One review. If needed, such Modification may be submitted
as a "stand-alone" or in conjunction with a P.D.P. Based on the square footage, the
maximaan amount of parking allowed is 18 spaces. Access to the trash enclosure should
be from the alley. As shown, a parked car will block access. The parking lot must
feature no less than 6% interior landscaping. For further information, please contact

2. Electrical power will be provided by the City of Fort Collins Utilities which is in the
process of placing existing overhead power lines underground. The existing restaurant is
served by single-phase power. Based on your needs, this power would have to be
upgraded to three-phase. The new transformer must be placed within a dedicated
easement and should not be visible from College Avenue. The transformer must be
within ten feet of hard surface for emergency change -out. A "Commercial One" (C-1)
Form must be completed by the electrical contractor to determine entrance capacity. The
meter location must be coordinated with Light and Power. Any modifications to the
existing system will be at the developer's expense and normal development fees and

3. This site is in the Old Town drainage basin where the new development fee is
$4,150/acre which is subject to the runoff coefficient reduction and due with building
permit issuance. The standard Drainage and Erosion Control Reports and construction
plans are required. Water quality features will be required. Usually water quality is
provided by extended detention.
