TroyJone City Planr)er Page 4 Topic: ROW dedication/vacations Number: 173 Created: 2/12/2003 It is important to note that when the property owner is giving land to the City, it is a ROW dedication. When the City is giving land to the private property owner, it is a ROW vacation. ROW and does not need to be vacated from the frontage road to College Avenue. The ROW being vacated is City - owned, and the remainder of the frontage road ROW will continue to be City -owned, not State-owned like the main portion of College Avenue. Number: 205 Created: 6/3/2003 The exhibit for the ROW vacation to go before Council was not resubmitted with this round of review. Please provide this exhibit for further review. Topic: Ultimate RTL Number: 201 Created: 2/20/2003 Please provide the dimensions of the median. 6.3.03 - These dimensions should conform to the standard drawing in LCUASS; as shown, they are too small. Number: 211 Created: 6/3/2003 Please show more the striping on College and Fossil Creek on all sides of the intersection. Topic: Utility plan cover sheet Number: 24 Created: 5/28/2002 Please see the utility plan checklist for additional items. Repeat 9.17.02 - See redlined checklist. Repeat 2.12.03 Topic: Utility plans Number: 207 Created: 6/3/2003 Please include a signature block on every sheet of the utility plan set. Whenever possible, it should be located in the lower right-hand corner of the sheet. Department: Stormwater Utility Topic: Drainage Issue Contact: Wes Lamarque Number: 143 Created: 9/17/2002 Please add curb -cut detail and pond emergency spillway detail with calculations in the report. Repeat Comment 2/12/03. Repeat Comment 5/30/03 - Emergency spillway still needs to be shown on the plans. The detail in the report just needs to be put on the plans. The current detail for the spillway can be removed from the plans. Number: 214 Created: 6/5/2003 Please revise water quality calculation. See redlined report. Number: 215 Created: 6/5/2003 The height of the water quality volume in the report is 1.5 feet and on the water quality detail it states 1.44 feet. Please clarify. Department: Transportation Planning Issue Contact: Tom Reiff Topic: General Number: 174 Created: 2/12/2003 Please shorten the bike lane striping at the Fossil Creek Pkwy / College intersection for the WB Fossil Creek lane. The lane should be striped 20 feet from the painted stop bar. See Katie's redlines, sheet 4, highlighted in green. (Follow Up Comment 6-4-03) Now that the curb line for WB Fossil Creek Pkwy. is shown on the plans please see the provided red lines for the right turn lane and bike lane striping at the Fossil Creek Pkwy. and College Ave. intersection. Also the bike lanes on College will Page 3 r plan, (7) two copies of the revised utility plan set, and (8) one copy of the revised drainage report. Also be sure to submit all redlines back to us. Department: Engineering Issue Contact: Katie Moore Topic: College cross -sections Number. 212 Created: 6/3/2003 The cross -slope of new pavement needs to fall within the range of 2-4%, and there are several locations shown that are greater than the allowable 4%. Please revise. Topic: General Number: 16 Created: 5/28/2002 Please see redlines for additional comments. Topic: Grading Plan Number: 135 Created: 9/17/2002 It does not appear that the new grade lines along the north edge of the property tie into existing grade lines. 6.3.03 - The new grade lines extend into Fossil Creek Parkway, which makes it appear as though this project is regrading the street. If this is not intended, please revise the grade lines. Topic: Interim Right Turn Lane Number: 208 Created: 6/3/2003 Please omit the currently shown sawcut note and replace it with: Limits of street cut are approximate. Final limits are to be determined in the field by the City Engineering Inspector. All repairs are to be in accordance with City street repair standards. Number: 209 Created: 6/3/2003 The previous round of plans showed both the section line and centerline running down College Avenue. Only the centerline is shown now; please show the section line as well. Number: 210 Created: 6/3/2003 Please show the flowline extending through the curb return onto Fossil Creek. Number: 213 Created: 6/3/2003 The scale on the interim striping plan seems to be off. The rtl is labeled as 14' but scales as 18'. Topic: Overall Utility plan Number: 32 Created: 5/28/2002 Offsite work will require offsite easements. Letter(s) of intent from the adjacent property owner must be submitted prior to hearing, and easements must be complete prior to filing of mylars. Topic: Plat Number: 182 Created: 2/20/2003 Offsite easements need to be addressed by separate document(s) and not on the plat. Number: 183 Created: 2/20/2003 Please dedicate a drainage easement to carry the ROW water flowing east and south onsite from the back of curb on College Ave. 6.3.03 - This easement should follow the retaining wall down to connect into the drainage easement to the south. Number: 206 The redlined plat from the previous round of review was remember to submit redlines with every re -submittal. Created: 6/3/2003 not received with this round. Please Page 2 STAFF PROJECT REVIEW City of Fort Collins VF RIPLEY ASSOCIATES Date: 06/11/2003 C/O LOUISE HERBERT 401 WEST MOUNTAIN AVE, SUITE 201 FORT COLLINS, CO 80521 Staff has reviewed your submittal for DISCOUNT TIRE AT FOSSIL CREEK, and we offer the following comments: ISSUES: Department: Current Planning Issue Contact: Troy Jones Topic: Elevations Number: 82 Created: 6/25/2002 [6/25/021 Provide a material board including color samples. I'm wanting to ensure the colors are compatable with the neighborhood as required in 3.5.1(F) of the LUC. Specifically, "banner red," "burgundy," and "main harbor" are extremely difficult to estimate without a sample. [9/25/021 Repeat comment. Although the color computer rendering is helpful, actual samples of the color are still necessary. [2/19/02] Thank you for the color samples. After review of the samples, it has become apparent that "banner red" is too intense to satisfy the language of 3.5.1(F) of the LUC which states, "Color shades shall be used to facilitate blending into the neighborhood and unifying the development. The color shades of building materials shall draw from the range of color shades that already exist on the block or in the adjacent neighborhood." Replace all locations where "banner red" is specified with "classic burgundy." Please note in section 3.5.3(D)(1) of the LUC that "a standard prototype design shall be modified if necessary to meet the provisions of this LUC." [6/11/03] The colored artist renderings reflect an acceptable color scheme. The elevations, however, were not revised to reflect those changes. Ensure that the roofs are shown on the revised elevations to be teal, not banner red. Also, ensure that the elevations clarify that the stripe around the building is not banner red, but rather burgundy. The banner red is only appropriate on the letters of the sign and the aluminum store front as shown on the rendering. We suggest (however do not require) that the width of the horizontal burgundy stripe be narrowed. Topic: General Number: 216 Created: 6/11 /2003 The off -site easement's letter of intent from the adjacent Home Owner's Association needs to be in a letter format, written to the City of Fort Collins, and signed by a person who is identified as representative of the HOA. Coordinate this with Katie Moore from Engineering. Number: 217 Created: 6/11 /2003 The project is ready for hearing. The labels we have on file are more than 6 months old, so we need updated mailing labels. As soon as we receive the letter of intent to grant the easemnt from the adjacent HOA, we can conduct the public hearing. Tentatively, Wednesday July 2nd is the hearing date, however have to mail the notice out 2 week prior to the hearing. We need the new labels and letter of intent before we can mail out the notice, which must go in the mail by June 18th in order to make the July 2nd hearing date. Number: 218 Created: 6/11 /2003 After the hearing, the final compliance submittal will need to consist of: (1) a final compliance application form, (2) a $1000 final compliance application fee, (3) two copies of the site plan, (4) three copies of the revised plat, (5) two copies of the revised elevations, (6) two copies of the landscape Page 1
