still unresolved. As well as not providing enough room for future sidewalk and parkway to standard,
ROW also needs to be provided for the right turn lane from Fossil Creek to northbound College, as
shown on the South College Access Plan. The pertinent page from this plan was included in the TIS for
this project for reference. While this development will not be required to construct this RTL, a horizontal
design of this lane needs to be provided at this time since this area is being replatted and should not
be left until a later date/project.

like the main portion of College Avenue.

The design of the RTL in both the interim and ultimate conditions need to meet CDOT Access Code. A
meeting with CDOT this afternoon revealed that, while a speed of 45mph may be assumed for the
ultimate condition of College Avenue, the interim condition is still 55mph, requiring a much longer right
turn lane. College Avenue in this location is classified as NR-A, and this results in the need for a 600-foot
long turning lane. The transition length needs to be 370' of this 600', with 230' for the decel portion. The
600'should be measured from the PCR on College. The ROW vacation needs to parallel the area
needed for the ultimate RTL or the interim, whichever is greater.

The request for the vacation of ROW along College has been re-routed, and several concerns still exist:
Dennis Greenwalt of AT&T Broadband is concerned that his facilities may not be located in a utility easement
after the ROW vacation is complete. He requested that these facilities be located and that he should be
contacted again for approval.
The City's Transportation and Engineering departments will not approve the ROW vacation until the ultimate
horizontal design of the right turn lane adjacent to this site has been approved, because this design may
require additional ROW than is shown.
2.12.03- repeat for the purpose of restating that the ROW vacation will not be sent to Council for approval
until the ultimate and interim horizontal designs of the right turn lane has been approved.

The overhead power line running north -south along the west edge of the property will not have to be
undergrounded at this time, but the owner of that line needs to be notified of this development. The owner
may require additional easements to accommodate the future undergrounding of the line, and this

[6/25/02] Provide a material board including color samples. I'm wanting to ensure the colors are compatable with
the neighborhood as required in 3.5.1(F) of the LUC. Specifically, "banner red,° "burgundy," and "main harbor"
are extremely difficult to estimate without a sample.
[9/25/02] Repeat comment. Although the color computer rendering is helpful, actual samples of the color are still
necessary.
[2/19/02] Thank you for the color samples. After review of the samples, it has become apparent that *banner
red" is too intense to satisfy the language of 3.5.1(F) of the LUC which states, "Color shades shall be used to
facilitate blending into the neighborhood and unifying the development. The color shades of building materials
shall draw from the range of color shades that already exist on the block or in the adjacent neighborhood."
Replace all locations where "banner red" is specified with "classic burgundy." Please note in section 3.5.3(D)(1)
of the LUC that "a standard prototype design shall be modified if necessary to meet the provisions of this LUC."

(9/26/02) The College Avenue improvements appear to still be somewhat up in the air. Between utility
coordination, utility easements, the right turn lane issue, sidewalk needs, and trail connection needs,
there needs to be additional coordination for this western edge of the site.
(2/20/03) The right turn lane design still needs to be fully coordinated with CDOT. The right-of-way that
would be necessary to provide the bike lane along College still needs coordination with the
undergrounding of the existing PVREA line.
