DISCOUNT TIRE AT FOSSIL CREEK - PDP/FDP - 26-02 - SUBMITTAL DOCUMENTS - ROUND 3 - REVISIONS

Sincerely Louise Herbert — VF Ripley Associates Michael Randolph — Stewart and Associates. A striping plan has been designed as requested. However, it should be noted that this is not contiguous with this development, and was strangely not performed during the striping of Fossil Creek after the Improvements were completed. Shouldn't this have been done by the City, or be included with the development of Lot 1 of the Discount Tire Subdivision? Current street width does not allow for anywhere close to the standard right -turn length. 150 The following comment has been generated by the pedestrian analysis provided for the 2nd round of review. There are inaccuracies within the Transportation Impact Study's pedestrian LOS analysis, in order to achieve the pedestrian LOS reported in the TIS the following improvements are necessary. The length of the street crossing of both FCP and College require the construction of a pedestrian refuge according to the LCUASS. However, due to existing constraints on College a pedestrian refuge will not be required at this time. But please design and construct the pedestrian refuge for the FCP crossing through the existing median for the next submittal. The sidewalk will also have to be extended slightly to the north in order to connect to the College sidewalk north of the FCP street crossing. Please include these parts on all the plan sets. (See Response to Engineering General comment 156) Again, the sidewalk north of FCP is not contiguous with this project and should be the responsibility of the developer of Lot 1 of the Discount Tire Subdivision. The City had the opportunity to do this as part of the FCP Improvements, but again did not. Department: Zoning Contact: Jenny Nuckols Topic: General 41 Label the building dimensions on the Site Plan. Repeat Comment. The building dimensions have been added and are shown on the Site Plan. 42 parking spaces are allowed, 46 are being shown 3.2.2(K)(2)(a) — vehicle service and maintenance. Repeat Comment. See response under Current Planning — Topic General — item 65. Current Planning recommended adding a note to the Site Plan. Please see note under the parking numbers in the Land Use Breakdown table on the Site Plan. V. I I a 4 Department: Transportation Planning Contact: Tom Reiff Topic: Transportation 73 (Repeat from Round 1) The Fossil Creek Trail needs to be delineated on the Site and Utility Plans as an access easement, in addition to the plat. The design also needs to include an access easement for the connection from the sidewalk and bike lanes on College Avenue. The public trail access and utility easement has been clearly labeled all Utility drawings in addition to the replat. The easement has been expanded to allow for options when connecting to the proposed interim location of the ultimate sidewalk along College Ave. 76 (Repeat from Round 1) Place bike parking facilities near the building's entrance in a visible secure location. The bike parking has been relocated to the main entrance. 147 The sidewalk connection proposed from Fossil Creek Parkway needs to be ADA accessible. That includes a minimum 3-foot clearance around the columns shown. A 5-foot clear zone width is strongly recommended by the ADA for safe passing and by the City since this primary connecting walkway to the business from the public sidewalk. Another option would be to construct a ramp in conjunction with a sidewalk connection from the new College Ave. sidewalk to the building entrance. The sidewalk connection from the building to FCP is at a 5% slope and clears the columns by more than the required 3'. 148 An on -street 6-foot bike lane will need to constructed on College Ave. between the dedicated right turn lane and thee travel lanes. Please see the Larimer County Urban Street Standards (LCUASS) for the design and provide Transportation Planning a signing and striping plan for the Fossil Creek Blvd. and College Ave intersection for the next submittal. (See Response to Current Planning General comment 163 and Engineering Overall Utility Plan comment 132). 149 The westbound bike lane on Fossil Creek Blvd. Needs to be striped between the right turn lane and the through lane at College intersection. Please refer to the LCUASS for the bike lane design standard. has been by ICON engineering, who administrates the overall floodplain model for the city. 2. A floodplain use permit is required for any development that is within the floodplain. A note stating this remains on the Grading, Drainage, and Erosion control plan, as well as being added within the text of the Final Drainage report. 3. The floodplain line on the plans is not the same as on the plat. Please revise to match the plat. Floodplains lines now match 4. Please show the floodplain boundary on the grading plan. Floodplain line has been added 5. Please show floodplain cross-section and BFE lines on the drainage and grading plans. Cross -sections are included in the separate floodplain analysis report by Northern Engineering. The BFE new BFE line has been added to the Grading and Drainage plan. It is important to note that a majority of the difference between the existing and new lines is due to the more accurate topography used for the cross -sections, and somewhat due to the Fossil Creek Improvements which were approved prior to the implementation of the Fossil Creek Drainageway Master Plan. 6. Neither a floodplain use permit nor a FEMA elevation certificate are required for the building because it is located outside of the floodplain. Acknowledged (has FEMA accepted the new City Master Plan?) 7. The Master Plan Report is not cited. The Master Plan is now cited in the labeling of the Floodplain line Department: Traffic Operations Issue Contact: Eric Bracke 92 The northbound right turn lane on US287 at Fossil Creek Parkway needs to be constructed in accordance with the State Highway Access Code. They need to provide right-of-way for future northbound right turn lane at US 287. (See Response to Engineering comment Overall Utility Plan 130 and Plat comment 118). 145 Please use RCP or ADS pipe instead of RCP for the culvert under the private drive. The culvert has been deleted from the plans in favor of a concrete pan across the drive to accommodate floodplain requirements. Topic: Erosion/Sediment Control Contact: Bob Zackley 69 1. Please label the erosion control plan as the erosion control plan. All BMP's, including E.C. fabric shown on sheet 3 should be shown on this sheet. Erosion control is included on the Grading, Drainage, and Erosion Control sheet. 2. The erosion control plan needs to have a legend indicating BMP's. Notes have been added to describe all BMP's 3. The plan needs to reflect all the BMP's and sequences in the report (eg. Seeding and mulching, where it goes, etc. Sequencing has been included in the notes and the report. The pond is to be built first and overdug to allow for capture of sedimentation during construction. 4. Need PS, EFF calculations. PS and EFF calculations have been added. 152 Previous comments have not been addressed. Acknowledged Topic: Floodplain Contact: Marsha Holmes -Robinson 115 1. The Fossil Creek floodplain is a no -rise floodplain. Any development taking place outside the erosion buffer limit but within the 100-year floodplain must show through hydraulic analysis that there is not a rise in water -surface elevation. A copy of the City's floodplain modeling guidelines were previously included. We were clearly mistaken that a cut/fill analysis would suffice. Due to the conveyance as opposed to backwater conditions, a hydraulic model is necessary. A supplemental Floodplain analysis has been performed by Aaron Cvar with Northern Engineering and The storm drainage configuration has changed. An offsite easement is still required. (See Response to Engineering comment 32) 139 Please add an outfall curb and gutter detail. An outfall Curb & Gutter detail has been added. 140 Please re-insert 2-year historic drainage calculations in the report for documentation. 2-Year historic calculations have been added to the report. The results of these calculations have been used as the designed release rate as per City standards. 141 Please add water quality orifice size calculations in the report for documentation. Orifice size calculations have been added. 142 The water quality outlet structure detail now requires structural design as weel due to some constructability problems in the past. Please add this to the detail. Everything else with the detail is OK. Through discussion with Wes Lemarque of FC Stormwater, the missing design pertains to the location and type of steel reinforcement. A design has been included for this outlet, but may change depending on what design the City decides upon. 143 Please add curb -cut detail and pond emergency spillway detail with calculations in the report. A curb cut detail has been added to the Utility Details. The spillway design has been added to the Final Drainage Report. 144 Please provide stormsewer plan and profiles for Pond B outfall in the plan set. A Stormsewer plan and profile sheet has been added. (See Response to Natural Resources comment 154) This design allow for minimum impact to the Creek as no new erosion control will be required at the outfall. (See Response to Engineering comment 32) No wetland areas will be disturbed as outfall is placed in existing rip -rap. Topic: Landscape Plan 153 Native Dryland Seed Mix need to be specified on plans. An approved native seed mix has been added to the Landscape Plan. Department: PFA Contact: Michael Chavez Topic: General 103 Address numerals shall be visible from the street fronting the property, and posted with a minimum of 6-inch numerals on a contrasting background. 97 LTC 901.4.4 Acknowledged. Final construction drawings will show address numbers to be located per fire department instructions. 105 This proposed building may be required to be fire sprinklered. Final construction drawings will indicate that the building will be provided with a sprinkler system and "Knox box" per fire department requirements. 106 A fire lane is required. An emergency access easement is shown on the Site, Landscape and exceeds the required alignment and dimensions. Department: Stormwater Utility Topics: Drainage Issue Contact: Wes Lamarque 60 Please provide a drainage easement and a temporary construction easement on the off -site property downstream of the site for the outfall of the proposed site. If an existing drainage easement exists, please provide documentation to verify this. Pond A does not need an off -site easement due to the vacation of easement request, just an onsite drainage easement to Fossil Creek. Pond B needs this offsite easement from the property line down to Fossil Creek for the storm sewer (outfall). 23 The plat should be included for reference only, and should not be included in the numbering of the utility plans. This means that it should be included in the sheet index and plan set, just not assigned a sheet number. Added as requested 24 Please see the redlined utility plan checklist for additional items. Comments from the utility redlined checklist are responded to on said form to be returned with this submittal. 126 Please include the typical cross-section for College, since it will be changing. The separate document for the interim design includes the requested cross-section. The design directs flow to two new 5' curb inlets in the East flowline of College. The ultimate design is shown to meet the requested 6-lane arterial with dedicated right turn lane and pedestrian refuge. Horizontal configuration such as delineated on a cross- section is not required by this development. Department: Light and Power Topic: General Issue Contact: Bob Irish 47 Coordinate transformer and meter location with L and P. Transformer needs to be within 10' paved surface. We have coordinated the location of said facilities with Rob Irish of FC Light & Power. The Transformer location is shown on the plans and all buffer and access requirements have been met. Department: Natural Resources Topic: Drainage Issue Contact: Doug Moore 154 The Natural Resources Department also needs a stormsewer plan and profile for Pond B outfall I the plan set. The offsite area of disturbances will need to be revegetated and disturbed wetlands reseeded and possibly mitigated. A plan and profile sheet has been added for the detention pond outfall. The location of the outfall is into existing rip -rap for the existing headwall structure within Fossil Creek. 121 Please provide a signature line for PSCOACEL. The signature line has been added 123 Please provide the reception number of the "existing access easement" on the Western side of Lot 1. This is actually a temporary access easement as delineated in the Plat of record of the Fossil Creek Design Center P.U.D. The easement and the access drive within it will be removed with the development of Lot 1, which will be required to build and have access from Snead Dr. Topic: Site Plan 123 Please provide a ped ramp for crossing Fossil Creek at the Snead Drive intersection. Stewart & Associates specifically raised this question during the Fossil Creek Improvements. It was agreed upon by City Engineering that no ramp to cross FCP was required at this time. This can be verified by Mark Laken who handled the project for FC Street Oversizing. 125 Ramps should be provided at the corner of College and Fossil Creek for the existing condition (as well as the ultimate condition ) A pedestrian ramp has been shown and configured in the attempt to provide the best Westerly and Northerly crosswalk safety possible. ( See Response to Engineering comment 156) Topic: Utility plan cover sheet. 19 Please reference the soils report. Please include the date of the soils report. The date has been added. 20 Please include the title and date of the drainage report in note 19. Title and date are now included. 114 Please provide a unique title for the plat with a subtitle: a re -plat of... The plat title has been changed to the Discount Tire Subdivision, being a re -plat of Commercial Envelopes A and B, Fossil Creek Meadows, First Filing, Fort Collins, Colorado. Situate in... 116 The last sentence for the sight distance easement restrictions is missing: For non - level areas these requirements shall be modified to provide the same degree of visibility. Missing line has been added. There are no proposed features at this time that require height calculations to meet easement requirements. Any future features in the easement can be calculated from the proposed contours on the construction drawings, or from the "as -built" survey that will be performed after construction has been completed. 117 Because the ROW must be vacated/dedicated prior to the filing of this plat, there is no need to label the "proposed property line." The "existing property line" would be better labeled as: Lot line as platted in... The suggested label has been added 118 The ROW shown on the plat will probably change because of transition length requirements for the ultimate right turn lane. The ROW has not changed as it was designed to the required standards from the beginning. The design has been submitted and verbally approved by the City Engineering Department. 119 It would help to add the note: All existing easements as shown on the plat of Fossil Creek Meadows First Filing are hereby vacated and rededicated as shown hereon. This line has been added to the notes. 120 The note referring to the vacation of Snead as an easement and dedication of Snead as ROW is confusing. Please clarify. We have attempted to clarify the new ROW being dedicated by this plat. The intent is to vacate the existing 54' easement and dedicated the ROW as delineated. Tract A is a general utility and drainage easement. This allows for all existing utilities to be located in either ROW or a utility easement. 133 Please show a Type III Barricade at the Southern end of the sidewalk. Type III Barricades have been called for at the Southern edge of FCP and at the proposed end of walk for the interim design. 134 Please see redlines for any additional comments. Acknowledged. Topic: Plat 11 Please see redlined plans for additional comments Acknowledged. 110 It would help to have the floodplain line weight different than the property boundary line weight. We have attempted to clearly delineate between the boundary line and the floodplain line. III Please extend the PSCO easements to connect with the new utility easements. The extension ahs been added. The SFCSD sewer easement has also been extended to intersect with the new utility easement. 112 Please label the site distance easement as such. The easement has been clearly labeled. 113 The proposed ROW alignment for Snead precludes the ability for construction the street with the minimum centerline radius of 275 feet. Please submit a variance request with information as outlined in LCUASS. A 160' radius was given to me to design Snead by Dave Stringer of FC Engineering from the beginning. A variance has been submitted and approved. 127 Please provide directional ramps at the corner of college and fossil creek for the ultimate and current configurations. Currently there are no directional ramps at this intersection. (See Response to Current Planning General comment 163). 128 Please label the curb return radii for all curb returns. (See Response to Engineering Overall Utility Plan comment 29). 129 The sidewalk along College must be installed with this development, so any needed retaining walls to accomplish this must also be installed with this development. (See Response the Engineering General comment 159 and Grading Plan comment 37). 130 The horizontal design of the ultimate right turn lane must be provided. (to City and CDOT standards) The ultimate condition for College is a six -lane arterial as shown in LCUASS plus whatever additional requirements CDOT may have. (See Response to Current Planning General comment 163) Through discussion with Tess Jones of CDOT, I was told Tess would work with Katie to ensure CDOT standards were met. We have submitted the current ultimate design to Katie and were informed said design was acceptable. 131 For now, the design of a 6' bike lane between the right turn lane and the through lane on College must be provided and constructed with this development. The requested additional pavement width and striping have been accommodated in the interim design. The request requires the under grounding of the overhead PVREA lines, which would not otherwise have been required. Calculations for additional width requirements have been performed using the existing striping, which currently provides adequate travel and turn lane widths. 132 Please show striping plan. Striping plan has been added to both the interim and ultimate design sheets. Details have been included to help ensure compliance with City Standards. "varies". This was discussed and confirmed by Katie Moore on 8/22/02. 13 Please make sure the sight distance easement line more prominent and label the area as a sight distance easement, adding the restriction language to this sheet (attached to the plat). The sight distance line has been made more prominent and the sight distance easement is shown on the Site and Landscape Plans. Sight distance easement language is shown on both the Site and Landscape Plans. 14 It looks as though many of the trees in the parkway along Fossil Creek, and in other areas, are not meeting utility separation requirements. The street trees in the parkway along Fossil Creek Parkway have been relocated to meet the required separation requirements. Topic: Overall Utility Plan 25 Please label the retaining walls. (See response to Engineering General comment 159) 29 Please label curb return radii. Labels have been added. 32 Offsite work will require offsite easements. Letter(s) of intent from the adjacent property owner must be submitted prior to the hearing, and easements must.be complete prior to the filing of the mylars. An offsite easement will be required for the Detention Pond outfall. Stewart & Associates has been working with the Fossil Creek Homeowners Association on this matter. Every effort has been and will continue to be taken to respect the concerns of silts in the Creek due to construction. Through discussion with Bob Zackley of FC Stormwater, silt fence has been called for at the southern end of the pipe trench to remain in place and be maintained until the Native Grass revegetation has been established. All disturbed ground will be returned to existing grades and re -seeded with a native seed as determined by FC Natural Resources and shown on the Landscape plans. 37 Will the proposed retaining walls leave enough room for utilities to use the easement? What are materials are being used to construct the walls? If the western wall is to be constructed at a later time, this needs to be clearly shown on all plans, and the interim grading plan should be included. Any retaining walls needed for the ultimate buildout of College are the responsibility of this development. (See Response to Engineering General comment 159) Retaining wall design satisfies all criteria of ultimate design. No future alteration is required for ultimate buildout. 135 It does not appear that the new grade lines along the Northern edge of the property tie into the existing grade lines. The existing asphalt and curb and gutter constructed by the Fossil Creek Improvements will not be effected. Contour lines have been altered to reflect this. 136 There is still a small amount of grading shown offsite. Please confine within the project's property boundaries or provide an offsite easement for the grading. No offsite grading was ever intended. The current proposed plan places the Limit of Development no closer than 30' from the Southern property line. This allows for full access to the existing SFCSD sewer easement, and provides a buffer for the future Fossil Creek Regional Trial. An off -site easement will be required for the Detention Pond outfall. (See Response to Engineering Overall Utility Plan comment 32) 155 It appears that the grading shown in the trail easement will not accommodate a trail. Please re -grade so that a trail may be constructed in this easement to ADA Standards. (See Response to Current Planning General comment 162) Topic: Landscape Plan All items listed were addressed in the last VF Ripley Associates response letter dated 8/27/02. Reponses are repeated below. 12 Please clearly label and dimension all ROW. This applies to the Site plan as well. The ROW varies on Fossil Creek Parkway. A dimension line is shown with a label The proposed interim design has a striped crosswalk length of 105'. This exceeds City Standard, however, the landscape island provides the pedestrian with protection from both Eastbound and Westbound traffic on FCP and left -turning vehicles on College Ave. This protection creates unprotected crosswalk distances of 55' and 40' North and South of the island respectively. At this point the sidewalk to the North does not exist. 157 Any Engineering comments lower in number than 38 are repeat comments. Acknowledged 158 The request for Vacation of ROW along College has been re-routed, and several comments still exist: Dennis Greenwalt of AT&T Broadband is concerned that his facilities may not be located in a utility easement after the ROW vacation is complete. He requested that these facilities be located and that he should be contacted again for approval. Utility locates were called for and all existing utilities were found to be within the proposed ROW expansion. At the utility confirmation meeting called for this project, attended by PVREA, FC Light & Power, Excel Energy, Qwest, AT&T, MCI WorldCom, FC Engineering, and FC Stormwater, no objections were raised to the project. (see response to Current Planning General comment 163) 159 Because the Ultimate grades and horizontal placement of the right turn lane are unclear, the documents showing the retaining wall placement within the utility easement were not routed at this time. This routing will have to take place at a later submittal. The current retaining wall design does not interfere with access to the utility easement. The proposed grading does except water from the Parkway and sidewalk areas. Through discussion with Wes Lemarque with FC Stormwater, the design provides sufficient drainage and conveyance to provide safety from any major storm. Specific grades and cross -sections have been provided in an effort to minimize confusion and ensure compliance at time of certification. Topic: Grading Plan 33 Please grey out lines showing existing features. Due to the three different conditions along College (existing, interim, Ultimate) there is a lot of line work at the Western edge of the site. Separate sheets have been generated for the ultimate and interim designs in an effort to clearly convey the interim design. All existing features have been "greyed out." I Topics: General 1 Please submit a design for the right-hand turn lane on College. Please clearly show existing edge of pavement, existing ROW, proposed ROW, centerline of College, striping, section line, etc. according to LCUASS standards. Please show all existing data in a different line weight than the proposed features. This project will be required to provide an ultimate horizontal design for three through lanes, a bicycle lane, and a right turn lane on College, as well as designing and building, at this time, a 6' bicycle lane between the through lane and right turn lanes on College. Also required at this time will be the Ultimate placement of the sidewalk along College and access ramps on the Southeast corner of College and Fossil Creek. Any work on College must meet CDOT standards. All existing and proposed features are included in the plans. The Ultimate design information has been placed on a separate sheet to avoid confusion. The ultimate design has already been approved by the engineering department to assure that the ROW line is sufficient. Striping on college will be to LCUASS standards and details have been included. 2 Please match the site, landscape, plat, and utility plans. The ROW vacation shown on separate vacation request does not match what is shown on the plat and utility plans. All plans have been coordinated. 16 Please see redlines for additional comments. Acknowledged. 68 Please provide signature lines for the FC/LWD on the utility plans and plat. The signature lines have been added. 156 A pedestrian refuge will be required on Fossil Creek at College Ave. The interim sidewalk is configured to allow for a pedestrian ramp that compromises the pedestrian travel distance across both College and Fossil Creek Parkway, and avoids the existing utilities at the Southeast corner of the intersection. The length of the existing striped crosswalk is 175', with little protection provided by the existing landscape island. Topic: Lighting 88 (6/26/02) Please double check the accuracy of the lighting on the photometric plan. Directly under the "LW" type fixture, a 400 watt metal halide fixture is only showing a reading of 5.0 foot-candles. Directly under the double head "tlw" type fixture, two 400 watt metal halide fixtures are only showing a reading of 8.7 and 9.3 foot-candles. Is this accurate? It seems that perhaps foot-candles are not the unit of measurement being used. Please clarify the unit of measurement, and make sure that "foot-candle" is that unit of measurement. A revised site photometric layout is attached to the current submittal package. It contains Lighting and trees. The canopy trees in the central parking islands have been changed to ornamental trees to allow the requires spacing between lighting. This was discussed and agreed with at a meeting with Troy Jones 10/15/02 (see attached memo dated 10/15/02). Topic: Transportation 89 Future Fossil Creek Trail - meeting with Transportation. A meeting was held on 10/10/02 with all the City staff members (see attached memo sent to all City staff dated 10/15/02). At the meeting it was determined that an additional Public Trail Easement space will be given to allow for the connection from the South College sidewalk to the proposed trail. Department: Engineering Issue Contact: Katie Moore Topic: Detail Sheet - Utility 137 Please remove Drawings 8,7-30, and 7-33. Since no public street — public street intersections are being designed with this project, they are not needed. The entrance drive to Fossil Creek Parkway has been designed for this project. City Street Improvements and TST Engineering were helpful in getting this entrance built with the Fossil Creek Improvements so the detail is unnecessary and has been removed. 138 Please include the directional ramp detail and sidewalk detail. This has been added. 165 This project has an extraordinary amount of repeat Engineering and Stormwater Comments. It is our staffs perception that the progress of the review of the project is getting hung up because your engineering consultants aren't addressing many key comments from the first round of review. Acknowledged. Topic: Landscape Plan 78 (9/25/02) In locations where the existing water line does not conflict with street trees being located in the parkway strip, put them in the parkway strip. In locations where the existing water line precludes this placement, behind the sidewalk is fine. The street trees have been adjusted as requested above and per the redline Landscape Plan. 94 (9/25/02) "Full tree stocking". Repeat comment. See latest landscape plan from Current Planning. The Landscape Plan has been revised as per the redline plan to comply with this standard using deciduous and ornamental trees against the building. 97 Planting note number 2 should also clarify that if a street tree is an ornamental tree, it need only be separated 15 feet from a street light. A note has been added to the Landscape Plan in the plant notes. 98 (6/26/02) Plant note number 18 specifies Kentucky Blue Grass. Fescue is a preferred turf species because it uses less water. Section 3.2.1(E)(3)© specifies that landscaping plans incorporate "low-water demanding plants and turf where practicable". A good majority of the site is within the buffer area and is native seed and plantings. Plantings elsewhere incorporate drought tolerant plants. Areas of higher watering turf have been minimized as much as possible on the site. Either Kentucky Blue Grass or Fine Fescue can be used depending on the specific turf type and it's drought survival and drought tolerance qualities. Irrigation will be kept to a minimum as much as possible. 163 The College Avenue improvements appear to still be somewhat up in the air. Between utility coordination, utility easements, right turn lane issues, sidewalk needs, and the trail connection needs, there needs to be additional coordination for this western edge of the site. A coordination meeting was held on 10/3/02 with Engineering — Katie Moore and Dave Stringer, Traffic Operations — Eric Brake, Stewart and Associates — Michael Randolph and VF Ripley Associates — Louise Herbert. College Avenue improvements and the treatment of the western edge of the site where discussed and coordinated. For this project, the existing curb and gutter will be removed and replaced to provide additional roadway width for the striping of a northbound bike lane. The existing right turn lane did not provide the required width. Moving the curb and gutter required the under grounding of the existing PVREA facilities located in the ROW. Katie Moore arranged a Utility Coordination meeting, and Michael Randolph outlined the project to all utilities involved. Most existing utilities are underground and not affected by this project. Light and Power, and Q-west will locate their utilities in the future 10' Parkway area. At&T will share a trench with either L&P or Q-West. The sidewalk will be placed in the Ultimate position, except for the ramp to the intersection of College and Fossil Creek Parkway. Due to the difference in alignment between our interim design, and the final design for a 6-lane arterial, the sidewalk ramp will need to be removed and replaced upon expansion. The traffic facilities conflict with the Ultimate design and will need to be moved. The proposed interim sidewalk allows for connection to the Future Fossil Creek Regional Trail, but does not extend to the Southern edge of the site. Additional public trail access easement space has been provided to connect to this placement. The shortening of the walk is due to the difference in grades between the existing conditions on College and the grades required for the Ultimate design. There is no way for a pedestrian utilizing the proposed sidewalk to cross Fossil Creek without walking in the shoulder of Northbound College. This has been discussed and agreed to by Matt Baker of FC Street Oversizing. Discount Tire will provide escrow money for the remainder of sidewalk and fill material require at construction of the Ultimate design. 164 Are there any outdoor displays of new tires? If so, show where. This may be a flood plain issue, so locate them out of the floodplain. If not, specify in a general note on the Site Plan that no such exterior new tire displays are part of this approval. There will be no outdoor tire displays. See note number 13 under the General notes on the Site Plan. M 161 The wall pack lights are labeled correctly on the elevations, however the color perspective rendering shows wall packs that are not down -directional. The wall mounted fixtures, as shown on the building elevations, dated 11/13/02, will be a type that are shielded, down -directional. The rendering is not labeled and therefore the lights shown are to be shown on the elevations. Topic: General 65 (9/25/02) Please include a general note on the site plan that explains that the 42 spaces would Normally be the maximum parking allowed but because on -street and shared parking is not available for the site, and the amount of parking lot landscaping provided exceeds the minimum amount required by more than 20%, the 46 spaces provided are permitted in accordance with section 3.2.2(K)(2)(a) of the Land Use Code. A general note has been added to the Site Plan explaining the 42 spaces as outlined above. 99 (9/25/02) Transportation planning is still not satisfied with the sidewalk connection between the building and the future Fossil Creek Trail. Please involve Transportation Planning and the Current Planning in discussions of a proposed solution. A meeting was held on 10/10/02 with City staff members including Tom Reiff from Transportation Planning and Current Planning (see attached memo which was sent to all City staff members dated 10/15/02). At the meeting it was determined that an additional Public Trial Access Easement space will be given to allow for the connection from the South College sidewalk to the proposed trail. 162 The trail easement provided on the plat must also be shown on the site and landscape plans. Clarify how the 20 foot trail easement is supported to allow a future trail to fit in an area that is the sloped bank of the detention pond ( in the east corner of the site). This should be coordinated with Park Planning, Current Planning, Transportation Planning, Engineering and Stormwater Departments. The trail easement is shown on the Site and Landscape Plans. The storm drainage configuration has been changed and this comment no longer applies. V. r (9/25/02) Although revisions were made to the building design to address this comment, the standard is still not satisfied. Perhaps if the pilasters on the north and south elevations protruded more, this standard could be satisfied. As shown, the pilasters are only a cosmetic effect. See redlines. Following an October 10, 2002 meeting with Troy Jones, it was agreed upon that the current building design, modified to further accentuate the pilasters on the north and south elevations, met the "variation in massing" requirement. Revised drawings dated 11/13/02 and accompanying renderings reflect this change. 82 (6/25/02) Provide a material board including color samples. I'm wanting to ensure the colors with the neighborhood as required in 3.5.1(F) of the LUC. Specifically, "banner red," "burgundy," and "main harbor" are extremely difficult to estimate without a sample. (9/25/02) Repeat comment. Although the color computer rendering is helpful, actual samples of the colors are still necessary. A color and materials sample board accompanies the current submittal package. 100 (6/26/02) Be sure that the glass on the storefront specifies clear glass rather than reflective glass as required in Section 3.5.1(e)(3) of the LUC. Are all HVAC equipment and utility meters located behind this screen wall. Please clarify. The material of the screen wall cannot be "different from or inferior to the principal materials of the building" as stated in Section 3.5.1(I)(2) of the LUC. This screen wall must be made of the same CMU blocks as the building wall. Due to the hip configured metal roof, a split -system H.V.A.C. system will be proposed for this building. The condenser units( 3 of them) will sit on grade, in this location and will be screened by this wall. Per the revised elevations, dated 11/13/02, this screen wall will be constructed of materials to match the building materials.
