constructed within the study area. One lane (NB right at Taft/Horsetooth) is not
impacted by this proposal. One lane (WB right at Horsetooth and Silver Trails)
will be done by the City with striping after the overlay project this summer. The
two remaining lanes (SB rights from Taft onto Bronson and Horsetooth) are
impacted by school traffic. If GVA proposes to not build the lanes, please
provide a variance request with narrative and justification. Thanks.

Fire lanes shall be provided to within 150' of all portions of the building. This
requirement will have been met with the addition of the drive aisle on the north
side of the building being dedicated as an Emergency Access Easement. No
other access issues remain unless the building addition is to exceed 30' in

A fire lane plan shall be submitted for approval prior to installation. In addition to
the design criteria already contained in relevant standards and policies, any
new fire lane must meet the following general requirements:
> Shall be designated on the plat as an Emergency Access Easement.
> Maintain the required 20 foot minimum unobstructed width & 14 foot minimum
overhead clearance.
> Be designed as a flat, hard, all-weather driving surface capable of supporting
40 tons.
> Dead-end fire access roads in excess of 150 feet in length shall be provided
with an approved area for turning around fire apparatus.
> The required turning radii of a fire apparatus access road shall be a minimum
of 25 feet inside and 50 feet outside. Turning radii shall be detailed on
submitted plans.
> Be visible by painting and/or signage, and maintained unobstructed at all
times.
> Additional access requirements exist for buildings greater than 30' in height.

New buildings or building additions require a fire department, emergency
communication system evaluation after the core/shell but prior to final build out.
For the purposes of this section, fire walls shall not be used to define separate
buildings. Where adequate radio coverage cannot be established within a
building, public -safety radio amplification systems shall be designed and
installed in accordance with criteria established by the Poudre Fire Authority.

The two north most street trees along Taft Hill Road have not been installed and
cannot be accurately identified as existing. there is space for only one street
tree in this area but there is an open space for another street tree to the south.
Please indicate on these phase to plans that these two missing street trees will
be planted and show the locations where they will be planted. Contact the City
Forester to obtain a permit for the planting of these two street trees.

The existing street trees planted in phase one are showing varying amounts of
transplant stress. City Forestry staff will inspect the street trees in the spring to
determine if the development will need to replace any of the existing street trees
planted in 2014. If replacements need to occur the development will be notified
to replace dead or dying street trees. Please contact the City Forester, Tim

City inspection and acceptance process for City Street Trees.

to be #5 container size. Please note that this size is too small for such a slow

for the adjoining townhomes. These will need to be up -sized to five to six feet in
height.

The new sidewalk on the east side of the addition contains six 90-degree turns.
This alignment is awkward for normal pedestrian movement and could be
improved by introducing softer curves or long sweeps. Any area between the
walk and the building can be placed in concrete or rock mulch. And, it appears
that this walk stops short of reaching the play fields. Please consider extending
this walk north to the fields. Otherwise, a footpath will be formed.

there is a gap of 100 feet between the streetlight at the corner and the first
street tree. There is a drainage outlet and a bus pad in this area but there may
be sufficient area to plant one additional 2-inch caliper deciduous shade tree
approximately 40 feet west of the streetlight to fill the gap.

two 40-foot gaps between the street trees and the streetlights resulting in
80-foot gaps between trees. This occurs once on Bronson Street and twice on
both Taft and Horsetooth. Section 3.2.1(K) requires that these gaps be filled
with omamental trees that are allowed to be placed within 15 of the streetlight.
Please install ten 1.5-inch caliper ornamental trees to fill the 80-foot gaps in
street trees.

01/16/2015: On the east side of the playground, there is a narrow strip between
the fence and the public sidewalk that will be difficult to irrigate and maintain
over the long term. Long narrow strips of grass are challenging for irrigation
systems. For both aesthetic and practical purposes, this strip should be fully
planted as a mulched shrub bed so that at maturity, it fills in thus reducing long
term maintenance. Please consider medium to large size shrubs as these
plants will help buffer the playground from the traffic noise and fumes of a
four -lane arterial street.

parking lot where there are three narrow planting strips. On the south and west
strips, these areas are what remains between the shrub bed and back of

01/16/2015: In general, let's discuss the overall color scheme. While the plan
sheets do not indicate specific colors, staff is assuming that the graphics depict
that the color scheme from Phase One will be directly carried over to Phase
Two. Now that a gymnasium elevation faces Taft Hill Road, staff is concerned
about the pattern of colors on such a prominent building component.
Community feedback from Phase One is that the building color scheme is
overly complex and busy. While the use of five different colors may be
appropriate for an elementary school, its predominance at the scale of Phase
Two give us pause. Has Global Village considered toning down the number of
colors so that the building does not appear radically out of context when
compared to the surrounding suburban residential character? Perhaps the
vibrancy of Phase One is sufficient for the purpose of establishing the school's
presence and identity, at the intersection of two arterial streets, and that Phase
Two colors can now be reduced in quantity and softened or muted and to
become more compatible with the surrounding neighborhood.

In order for Phase Two in particular and the overall campus in general to become more compatible with the
neighborhood, the use of the blue accent color should be removed from the east, north and west elevations
with one exception. The wedge-shaped blue accent on the east elevation at the stair tower could remain
