Property value is not something that the Land Use Code gives the Planning Department the authority to consider in the evaluation of this type of proposal. The property is in the Low Density Residential (RL) zoning district, which permits not only single family detached residential units, but also group homes. This change of use to a group home for the care of the elderly doesn't change the zoning, it merely designates in our internal city filing system that the house can be used for medically supervised care of elderly residents. You might want to talk to a Realtor to get a better answer on how this would affect property values, but I suspect that since the house will not look any different than it does today, or have any more cars coming and going than a typical single family house does, that the property values of nearby properties will not be affected.
