Jones City Planner Community Planning and Environmental Services City of Fort Collins July 8, 2002 Dear Sir: This letter concerns the proposed "Ultimate Loving Care Elderly House, Project Development Plan, File #27-02" for the property at 3107 San Luis Street, Fort Collins CO 80525. We have several concerns with this proposal: The proposal violates our neighborhood covenants, which state that "No lot or lots shall be used for other than single family residential purposes". We understand that neighborhood covenants are not regulated by the City, but please consider that these covenants are an expression of the preferences of the residents of Dakota Ridge Neighborhood. In essence, the covenants are saying that the neighborhood has already evaluated this proposal and has rejected it. The proposal is being made at a time when many of our neighbors are on vacation, so their concerns may not be heard. It is well known that several area employers shut down operations during the July 4th week and these companies employ many of our neighbors. Some neighbors will know nothing of this proposal, since they may not yet have read through the piles of mail which accumulated while they were gone. There are several fine properties available in Fort Collins which would not require this type of a land use code change and which are nearer to applicable services, such as the Senior Center. Given this, it seems that the primary motivation for this proposal is not the care of the elderly, but rather financial. Changing the land use code for the property at 3107 San Luis will increase its value while decreasing the value of the adjoining properties. The seller of the property will benefit, the associated realtors will benefit, the purchaser of the property will benefit, but these benefits will come at the expense of the rest of the neighborhood. Please forward this letter to the members of the Planning and Zoning Committee, as we're unable to obtain their email addresses from the City
