informed by those who know; otherwise we are cut out without ever understanding
what has happened. Why doesn't the city routinely offer homeowners this important
information?
We are strongly of the opinion that this proposal will significantly depreciate the value of
our homes and property, without any just compensation. We purchased our homes with
the expectation that the covenants would be respected. We therefore make the following
requests:
1. The informational and Planning Board meeting be postponed until no earlier than
September 16, to give adequate time for the affected residents to arrange their
schedules to be able to attend.
2. Full disclosure of all pertinent information about the proposed purchasing corporation
and its operational plan be made available to all residents so we can prepare a suitable
analysis and response.
I The change of use request be denied by the Board, pursuant to the existing covenants
attached to the property.
4. The variance request to allow six residents in a building zoned for three be denied.

RE: Ultimate Care Elderly House, Project Development Plan, File #27-02
Please include this letter in the packet of materials being submitted to the Zoning Board.
We want to make the Zoning Board aware of our strenuous objection to the proposal for
the following reasons:
1. The written covenants for Dakota Ridge, to which any purchaser are subject, are very
explicit: Section 1. Residential Use. No lot or lots situated in the Properties shall be
used for other than single family residential purposes. This proposal is in direct
conflict with this covenant. As far as we can determine, "Ultimate Care Elderly
House" is a non-profit corporation, but attempts to obtain details about the principals,
their licensing, funding, qualifications, expansion plans, etc. were unsuccessful. We
were told these details would be available at the information meeting, but this is far
too late for us to examine the information and prepare an adequate response.
2. The proposed structure is a ranch -style house. According to the Residential Property
Information from the Larimer County Public Records Database, found at

there are only three bedrooms in the building. This is not suitable for six residents,
plus two 24-hour staffers.
I There are already heavy users of San Luis Street and the vicinity. We do not think it
is appropriate to add more unplanned use.
a. Fort Collins High School with 2100 students is the same city block as the
property, and we suffer on -street parking and reckless teenage speeders all
during the school year. Repeated attempts to rectify these problems by the
Police Department and school administration have been fruitless.
b. Pinecone Apartments, a 194 unit complex of three-story buildings, are in
close proximity to the property.. increasing traffic load on the street.
c. The new Timberline Church which is 100,000 square feet and hosts 2500 or
more members will open next month, adding significantly to the commercial
usage in our neighborhood.
4. This proposal seems to have been deliberately timed to be presented when the
maximum numbers of neighbors are unavailable to comment because of preplanned
vacation absences. This does not seem to be in the interest of a full and fair hearing.
5. We only learned this morning, through our own persistent investigation, that we had
the opportunity to include material in the briefing packet, and have had only two
hours to prepare it. As taxpayers, we feel the city is not acting fairly to omit
