owners and developers wish to further pursue developing this property, they should be willing to
acknowledge the potential costs and risks attached to such an endeavor. The next step for us as residents
will be to contact the Dakota Ridge Committee and lawyers who should be able to enforce a legally
binding covenant.
Given the existence of the Dakota Ridge covenant, I would sincerely hope that the city planner would
eliminate any need for the consideration of any future business development within Dakota Ridge.

As a member of the Dakota Ridge Community, I am disappointed that the City of Fort Collins is
considering the development proposal File #27-02. There are so many levels at which this proposal is
inappropriate that it is incredible that the developer is wasting the time of the City and the community
with such a blatant disregard for the law and community. A development proposal for a group home in
Dakota Ridge is illegal, impractical, and immoral.
There is a covenant for Dakota Ridge that clearly states in Article III, section 1: "No lot or lots situated in
the Properties shall be used for other than single family residential purposes". If section 1 isn't clear
enough, section 15 also deals with prohibiting business development of the community. The home at
3107 San Luis Street is covered under the jurisdiction of the Dakota Ridge covenant. Asa member of the
Dakota Ridge covenant, I was not notified of a legal process to break this covenant for this property.
The proposal to put a business with multiple tenants at 3107 San Luis St. is impractical and unnecessary.
There are three multiple unit dwellings located within one mile of this location. The southeast corner of
Timberline and Horsetooth has a multiple unit dwelling. The northeast comer of Vermont and Timberline
has multiple unit dwellings. And there are multiple unit dwelling units built, and in construction,
southeast of Drake and Horsetooth. The developer of the Ultimate Loving Care Elderly House would be
better suited developing a property that is already designed to support multiple residents. There is no
shortage of supply of more appropriate properties in the immediate area.
The City's consideration of the business concerns of a developer in apparent disregard to the needs of the
community strikes me as complete disregard for the stated values and needs of the City of Fort Collins.
The City of Fort Collins, as a political organization should be supporting the values of family and
community. Many of us at Dakota Ridge are families that have invested considerably in purchasing new
homes and creating a family community. The risks in purchasing a new home and creating a new
community are considerable enough without the City adding more uncertainty and risk. It is
inappropriate that the City would approve of the destruction of the community that exists at Dakota
Ridge. Bringing in a business without any concerns for family or a family community is in complete
opposition to the Dakota Ridge community.
If Fort Collins expects to attract families with new homes and communities, the City cannot approve of
breaking down these communities soon after inception. The community of Dakota Ridge is a successful
family community. The city does not need to "assist" in the commercial development of our residential
community. The city should be doing everything they can to support family communities and family
values.
As a final consideration for the owners of 3107 San Luis St. and the potential developers, I would like to
draw attention to the Dakota Ridge covenant again. Article V section 1 states that the owner of this
