College Avenue Fort Collins, CO 80522-0580 RE: Modification to the Land Use Code 3107 San Luis Street Fort Collins, CO 80525 Ultimate Loving Care Assisted Living Center For: Olivia Larry, Director Dear Planning & Zoning: This modification to the property is necessary to allow the presence of up to six resident patients since the Land Use Code 3.8.6(A) specifies a maximum of three residents for the lot size of 6752 square feet. The proposed modification to the Land Use Code would not be detrimental to the public good in that the proposed property requires no major structural changes to the exterior that would detract from the esthetic environment of the neighborhood. The ranch style home with it's large deck backs to the Stuart Case City Park and is easily accessed by the residents and will be so enjoyed by them. Parking impacts will be minimal and most likely not noticed by the neighborhood. The plan as submitted will promote the general purpose of the standard for which the modification is requested better than would a plan which complies with the standard. The minimal lot size that was determined when these standards were established had in mind all group homes. The number of residents at three or six will not affect the area. It is not necessary to have a large lot for outdoor activities since the residents will be limited to their walkers or wheelchairs, unlike a youth group home which would require more space for outdoor activities. This property has five conforming bedrooms with three full bathrooms, a large open greatroom , and a large recreation room in the basement for group activities. The granting of this modification from the strict application of any standard would, without impairing the intent and purpose of this Land Use Code, result in a substantial benefit to the city by reason of the fact that the proposed project would substantially address an important community need specifically and expressly defined and described in the city's Comprehensive Plan, or in an adopted policy. Four percent of the population in our community is affected with Parkinson's disease. This proposed facility will offer a more personal & home -like environment to these and other elderly patients; something that is so needed within our community. Sin L Dianne M.
