not allow for a bike lane to be placed without moving the existing curb and gutter back. However,
this poses a problem because there a three existing utilities within the area that is to become the right-
hand turn lane. There is a PVREA power pole, MCI WorldCom communication lines, and a curb
inlet with piping down to Fossil Creek. Upon consultation with engineers in the office, and with the
client, Stewart and Associates are trying to work out an additional escrow agreement. This would
allow for the bike lane project to happen all at the same time. This is beneficial because the project
will have full cooperation with the 3 utilities mentioned, and will already have the required crews in
the area. No agreement has been made at this time.
3) Retaining wall
Also at the meeting, the client agreed that we should move the retaining wall back to the edge of the
architectural columns along the western side of the building. This will allow for additional room
within the 15' utility easement, and will decrease the wall height and allow for better visual access
from South College into the showroom windows.

B) Main Discussion items:
The main discussion items were:
1) Coordination of the bike lane on College Avenue.
The alignment of the R.O.W. was submitted to Katie at this time, and was approved. The City is
planning a Bike Lane project to stretch from Harmony Rd. South to Carpenter Rd. The current City
Street Standards for South College include an 8' bike lane, to be narrowed to a 6' lane at the existing
right-hand turn lane, while maintaining a 12'turn lane not including gutter width. At the time of the
meeting, Stewart and Associates were not sure if the existing striping and road width would allow for
the bike lane or not. Transportation stated that if necessary, the existing curb and gutter would have
to be moved to allow for the bike lane. Once the curb and gutter was realigned, the next issue is
whether the placement of the interim sidewalk (ie. not ultimate design) would allow for the existing
crosswalk across Fossil Creek Parkway to be sufficient, or whether a pedestrian refuge would be
required at this time.
In addition, Transportation will require that the westbound bike lane on Fossil Creek Parkway be
striped up to the intersection. Currently the lane that was striped during the Fossil Creek
Improvements stops before the single thru lane becomes a thru lane and a dedicated turning lane.
This should not pose any problems.
2) Fossil Creek Trail and pedestrian connectivity
Park Planning did not have any additional concerns. However, due to the refiguring of the onsite
storm drainage facilities, additional room became available at the Southwest corner of the site. This
helped clear up the concerns of having a connection from our site to the future Fossil Creek Regional
Trail. An additional Public Trail Access easement will be given to allow for connection from the
South College sidewalk to the proposed trail.
It was brought to Transportation's attention that placement of the sidewalk for ultimate design is not
practical at the south end of our site's frontage. This is partly due to the fact that the bridge has not
been widened yet, and partly because of the large amount of fill that will be required. It was pointed
out that if the sidewalk was built to the end of the property, it would be 10' above the existing ground,
which does allow the pedestrian movement. Both Street Improvements and Transportation agreed
that for this project the sidewalk shall be built up to a point that is easily connectable to the future
Fossil Creek Trail. This way, if the trail is built prior to South College widening, the sidewalk
required along South College will already be in place. Street Improvements stated that they would
work with Stewart and Associates to come up with an escrow amount to cover the remaining South
College sidewalk construction.

A) Pre -main meeting items discussed with Troy Jones
1) Building Massing. To satisfy the " variation in massing" requirements in 3.5.3(B) the
pilasters on the north and south elevations are to protrude out by 6" from the building.
2) Lighting Plan. A lighting pole diagram is to be added to the plan. Ornamental
trees are to be substituted for canopy trees to avoid conflict with the lights.
