discussed. There are some initial hurdles in attaining the preemptive control desired, such as
normal preemption causes the lights to go green N & S but the additional control would want
Red and limited Green lights N & S, and how to get the system to do that effectively and without
error. Other issues may just be the time involved in waiting for the stoppage of vehicles by the
signals and ultimately serving the ambulance versus the time the Ambulance might be able to
gain control of its desired movement with just its lights and siren.

be a full signal. operating 2417 just the same as any other traffic signal. An emergency signal will
not work at this location due to the signal to stopping Lemay traffic does not control Garfield
traffic. Garfield traffic will use the opportunity to move onto Lemay while Lemay traffic is
stopped. The signal would need to be a full signal to control the ER access, Garfield and
Lemay. Three signals so closely spaced, plus their spacing is imbalanced, will only result in a
traffic progression problem for all other traffic traveling on Lemay Avenue.

existing signals as they are important to the hospital functions.

Doctors Lane. The Doctors lane exit, as shown, is too close to the Lemay intersection and
would be in conflict with Doctors Lane traffic queued on Dr's Lane. It is also a possible hazard
for right turning traffic from northbound Lemay. It will also experience frequent/periodic
blockage due to the queued westbound traffic on Dr's Lane.

11/20/2013: As the site plan and operational characteristics continue to take shape, the parking
issue on Doctor's Lane will be discussed further. Upon discussion at the PDR, the
understanding is that PVH would like to begin transforming the Doctor's Lane roadway area
adjacent to the hospital into a more hospital oriented street with lower volumes and speeds. In
time PVH may look into the possibilities of requesting the vacation of the right of way and Dr's
Lane becomes more of an internal drive for the larger campus needs. The effort to get there is
to begin getting motorists to shift from Doctors Lane to the Robertson access. Further
development of the near term plans that would effectively initiate that traffic volume shift from
Doctor's to Robertson is what the City needs to make decisions on restriping Doctors Lane
towards that more "calmed" street section, including the reapplication of on -street parking.
Response: We agree that with this relocation of the Emergency Department, visitor access to the hospital will
be shifted to the south hospital access closer to the main entrance. Based on PDR comments, no new
on -street parking is indicated on Doctor's Lane. There is also no intention at this time to vacate the street
right -of --way, but we would like to make the pedestrian connection between the visitor entrance to the
Emergency Department and its new parking north of Doctor's Lane as safe as possible.

there is a portion of an abandoned Emigh irrigation lateral that has a manhole near the
intersection of Doctors Land and Prospect. This pipe could possibly be used if the pipe is in
good condition. The City may have camera inspection documentation available or the City
could inspect it again with a camera if there is a desire to use it.
Response: The proposed development will discharge to existing street systems, as historically occurs, and
will also utilize the existing storm pipe (old, abandoned emigh lateral irrigation pipe) to discharge runoff from
the proposed site to the existing system. It's important to note that runoff from the portion of the site that will
be discharged to the storm drain piping system, will first pass overAhrough porous pavers and the LID/
Pre -sedimentation basins, prior to entering the storm drain piping system.

11/19/2013: The city wide Stormwater development fee (PIF) is $6,390.00/acre ($0.1467/sq.-ft.)
for new impervious area over 350 sq.-ft., and there is a $1,045.00/acre ($0.024/sq: ft.) review
fee. No fee is charged for existing impervious area. These fees are to be paid at the time
each building permit is issued. Information on fees can be found on the City's web site at

Response: The proposed site provides for a net decrease in impervious area from 84% to 83%
imperviousness, thus no additional detention or water quality is required for the project. The proposed
drainage design for the proposed development provides for additional LID and BMPs, which exceed that
required by the City for the site, with greater than 50% of the site area being treated by LID/BMPs.

The standpipe sy„em shall be capable of supplying at minimun, of 100 psi to the top habitable

Poudre Fire Authority Bureau Admin Policy #07-01: Where adequate radio coverage cannot be
established within a building, public -safety radio amplification systems shall be installed in the
following locations:
1. New buildings or building additions that cause the building to be greater than 50,000 square
feet will require a fire department, emergency communication system evaluation after the
core/shell but prior to final build out. For the purposes of this section, fire walls shall not be
used to define separate buildings.
2. All new basements greater than 10,000 square feet where the designed occupant load is
greater than 50, regardless of the occupancy classification.
3. Existing buildings meeting the criteria of Items 1 and 2 of this section undergoing alterations
exceeding 50 percent of the aggregate area of the building.
When required, public -safety radio amplification systems shall be designed and installed in
accordance with criteria established by the Poudre Fire Authority.

shall be designed and constructed to fire lane standards and specifications. Turning radii are
very important and covered entryways shall be of a height to allow fire apparatus to pass under

FIRE LANE SPECIFICATIONS
Any new fire lane must meet the following general requirements:
> Shall be designated on the plat as an Emergency Access Easement.
> Maintain the required 20 foot minimum unobstructed width & 14 foot minimum overhead
clearance (see special requirements for buildings exceeding 30' in height).
> Be designed as a flat, hard, all-weather driving surface capable of supporting 40 tons.
> The required turning radii of a fire apparatus access road shall be a minimum of 25 feet inside
and 50 feet outside. Turning radii shall be detailed on submitted plans.
> Be visible by painting and/or signage, and maintained unobstructed at all times.
2006 International Fire Code 503.2.3, 503.2.4, 503.2.5, 503.3, 503.4 and Appendix D; FCLUC
3.6.2(B)2006 and Local Amendments.
Response: Based on our initial discussions with PFA, we are providing a 30' wide fire access immediately
east of the building which will also function for L&P access to the transformers and as a courtyard space for
visitors and staff`. The west ambulance canopy is designed with clearances for fire vehicles. In addition, the
north edge of the building is now just over 30' from the south flowline of Doctor's Lane. If additional (closer)
access is needed in this location for fire/roof access, we can provide a concrete pad between the sidewalk
and street for fire access. We expect there may be continued discussion and comments on the fire access
with this PDP submittal, and look forward to this coordination and will respond to comments when received.

061FC Appendix D; Poudre Fire Authority Administrative Policy 85-5: In order to accommodate
the access requirements for aerial fire apparatus (ladder trucks), required fire lanes shall be 30
foot wide minimum on at least one long side of the building. At least one of the required

Doctors Lane). As a critical facility, fire access shall be maintained and where appropriate,
improved upon. So as not to block access off of Doctors Lane, the PFA is requesting another
hydrant be added to the south side of Doctors Lane in the general area of the drive entry to the
"ED Walk-in Entrance."
Response: The utility plans provide fora fire hydrant being placed on the south side of Doctor's lane, near the
4" water meter, as well as an FDC placed near the ED walk-in entrance, on the east side of the north wall of
the new A- Wing building. The existing fire hydrant, located in the center median along the west side of the

submit plans that "...(4) protects significant trees, natural systems, and habitat". Note that a
significant tree is defined as a tree having DBH (Diameter at Breast Height) of six inches or
more. As several of the trees within this site may have a DBH of greater than six inches, a
review of the trees shall be conducted with Tim Buchanan, City Forester (221 6361) to
determine the status of the existing trees and any mitigation requirements that could result from
the proposed development.
Response: In order to provide the more up-to-date and necessary hospital services and parking with the
proposed addition, several older buildings and site improvements along this area of Doctor's Lane are
required to be removed. We have worked closely to align parking and walks to protect as many trees as
feasible with this infill development. The remaining trees that will be impacted by the addition have been
identified on a mitigation plan. We plan to use this sheet as a guide for the City Forester to confirm health and
mitigation value for all impacted trees, and will incorporate the mitigation requirements into the plan prior to
hearing.

Response: We have included a tree mitigation plan indicating the location of these trees as well as all others
that we expect will be affected by the new construction. We plan to use this sheet as a guide for the City
Forester to confirm health and mitigation value for all impacted trees, and will incorporate the mitigation

The perimeter rows of parking for the proposed lot north of Doctors Lane should be upgraded
with shade structures that support solar panels. This design was done successfully along East
Vine Drive for the Innosphere Building. There are several benefits associated with combining
parking lot shading, screening and photo -voltaic panels that are worth exploring. Norm Weaver
at Light and Power, 221-6700, can provide assistance in designing these structures and
providing information regarding economic incentives.
Response: Although this is a great suggestion for a visible demonstration of renewable energy, the owner is
not interested in providing solar shading for the parking with this project. They are incorporating other
methods of sustainabil►ty in the building and site design.

Are there any public entrances associated with the bed tower addition? If so, they should be
connected to the public sidewalks with highly visible walkways that are attractive, landscaped
and properly illuminated.
Response: The only public entrance is the visitor entrance to the Emergency Department on the north side of
the building. This area is identified with a significant building canopy feature, signs, and sidewalks leading
directly to a vehicle drop-off near the doors. Parking and walks from the north parking lot are also designed to
emphasize this visitor entrance.

from natural light.
Response: Wrth owner approval, a light well is possible on southwest comer of the lab. We will consider this
as the building design progresses.

Will there be convenient access from the E.D. to the new respite garden on the east side of the
campus?
Response: While the east respite garden can be accessed both through the hospital and along the existing
sidewalks, it is a fair distance from this addition. While fire and transformer access is required along the east
side of the proposed addition, we are designing the space as a courtyard rather than as a service drive so it
can provide more immediately adjacent outdoor space for the Emergency Department visitors and staff.

Please note that institutional buildings are required to have a distinct base, middle and top. For
a flat roof, be sure that the roofline is characterized by a feature that clearly distinguishes the

The moving of the Emergency Department from the south, off the extension of Robertson Drive,
to along Lemay Avenue makes the operational and institutional aspects of the Emergency
Department much more highly visible. These aspects will need to be mitigated by high quality
architecture and generous landscaping. Otherwise, given the choice, Current Planning would
prefer that Doctors Lane be the primary access for the E.D. Has any consideration been given
to the risk of distracting drivers along Lemay by placing the E.D. in such a visible location?
There would be less driver distraction with placement along Doctors Lane. Please consider
effective screening so that arterial traffic is not distracted by the activities and the illuminatinon of
the E.D.
Response: Understood. Screening is part of the proposed solution. EMS access off of Doctors Lane is not
feasible for the function of the building.
