HomeMy WebLinkAboutDISCOUNT TIRE AT FOSSIL CREEK - PDP/FDP - 26-02 - CORRESPONDENCE - (13)OCT-07-2002 10:45 VAUGHTFRYE/VF RIPLEYTS 970 224 1662 P.03/03 [6/24/02] The amount of proposed parking exceeds the maximum allowed. A total of 46 parking spaces are proposed. Section 3.2.2(K)(2)(a) of the LUC specifies that "vehicle servicing & maintenance" uses are limited to a maximum of 5 parking spaces per 1000 square feet of gross leasable area of the building. The site plan shows the footprint of the building as 8,480 square feet, so the parking is limited to a maximum of 42 spaces. Does this use really need this much parking? If so, note the language in 3.22(K)(2)(a) that allows the maximum to be increased by 20 percent if the parking lot landscaping is also increased by 20 percent. [9/25/021 Please include a general note on the site plan that explains that 42 spaces would normally be the maximum parking allowed but because on -street and shared parking is not available for the site, and the amount of parking lot landscaping provided exceeds the minimum amount required by more than 20%, the 46 spaces provided are permitted in accordance with section 3.2.2(K)(2)(a) of the Land Use Code. 99 [6/26/02] As required in 3.2.2(C)(5) of the LUC, walkways within the site shall be located and aligned to directly and continuously connect points of pedestrian origin and destination, therefore there must be a walkway route to get from the building to the future Fossil Creek Trail, and a walkway route to get from the building to Fossil Creek Boulevard. [9/25/021 Transportation planning is still not satisfied with the sidewalk connection between the building and the future Fossil Creek Trail. Please involve Transportation Planning and Current Planning in discussions of a proposed solution. 162 The trail easement provided on the plat must also be shown on the site and landscape plans. Clarify how the 20 foot trail easement is supposed to allow a future trail to fit in an area that is the sloped bank of the detention pond (in the east comer of the site). This should be coordinated with Park Planning, Current Planning, Transportation Planning, Engineering and Stormwater Departments. 163 The College Avenue improvements appear to still be somewhat up in the air. Between utility coordination, utility easements, the right turn lane issue, sidewalk needs, and trail connection needs, there needs to be additional coordieation for this western edge of the site. 164 Are there any outdoor displays of new tires? If so, show where. This may be an flood debris issue, so locate them out of the floodplain. If not, specify in a general note on the site plan that no such exterior new tire displays are part of this approval. 165 This project has an extraordinary amount of repeat Engineering and Stormwater Comments. It is our staff's perception that the progress of the review of this project is getting hung up because your engineering consultants aren't addressing many key comments from the first round of review. Topic: Landscape plan 78 (6/25/02] The street trees proposed along Fossil Creek Boulevard are located in the parkway strip and are located at an appropriate spacing interval as required in 3.2.1(D)(2)(a), however, there is a water main shown plans conflicting with the required separation between trees and water lines as specified in 3.2.1(K)(2). As there is no on -street parking or shared parking on adjacent land available for the site, and the amount of parking lot landscaping provided exceeds the minimum amount required by more than 20%,46 parking spaces provided are permitted in accordance with Section 3.2.2(K)(2)(a) of the Land Use Code.
