Department: Traffic Operations Topic: Transportation 92 Issue Contact: Eric Bracke [6/26/02] The northbound right turn lane on US287 at Fossil Creek Parkway needs to be constructed in accordance with the State Highway Access Code. [9/11/02] They need to provide right-of-way for future northbound right turn lane at US 287. Department: Transportation Planning Issue Contact: Tom Reiff Topic: Transportation 73 (Repeat from Round 1) The Fossil Creek Regional Trail needs to be delineated on the site and utility plans as an access easement, in addition to the plat. The design also needs to include an access easment for the connection from the sidewalk and bikelanes on College Avenue. 76 (Repeat from Round 1) Place bike parking facility near the building's entrance in a visible secure location. 147 The sidewalk connection proposed from Fossil Creek Parkway needs to be ADA accessible. That includes a minimum 3-foot clearance around the columns shown. A 5-foot clear zone width is strongly recommended by the ADA for safe passing and by the City since this is the primary connecting walkway to the business from the public sidewalk. Another option would be to construct a ramp in conjunction with a sidewalk connection from the new College Ave. sidewalk to the building entrance. 148 An on -street 6-foot bikelane will need to be constructed on College Ave. between the dedicated right turn lane and the travel lanes. Please see the Larimer County Urban Area Street Standards (LCUASS) for the design and provide Transportation Planning a signing and striping plan for the Fossil Creek Blvd. and College Ave. intersection for the next submittal. 149 The westbound bikelane on Fossil Creek Blvd. needs to be striped between the right turn lane and the through lane at the College intersection. Please refer to the LCUASS for the bikelane design standard. 150 The following comment has been generated by the pedestrian analysis provided for the 2nd round of review. There are inaccuracies within the Transportation Impact Study's pedestrian LOS analysis, in order to achieve the pedestrian LOS reported in the TIS the following improvements are necessary. The length of the street crossing of both Fossil Creek Blvd. and College Ave. require the construction of a pedestrian refuge according to the LCUASS. However, due to existing constraints on College Ave. a pedestrian refuge will not be required at this time. But please design and construct the pedestrian refuge for the Fossil Creek Blvd. crossing through the existing median for the next submittal. The sidewalk will also have to be extended slightly to the north in order to connect to the College Ave. sidewalk north of the Fossil Creek Blvd. street crossing. Please include these parts on all the plan sets. Page 10 139 Please add an outfall curb and gutter detail. 140 Please re-insert 2-year historic drainage calculations in the report to determine and document the release rate for the detention ponds. 141 Please add water quality orifice size calculations in the report for documentation. 142 The water quality outlet structure detail now requires structural design as well due to some constructability problems in the past. Please add this to the detail. Everything else with the detail is OK. 143 Please add curb -cut detail and pond emergency spillway detail with calculations in the report. 144 Please provide stormsewer plan and profiles for Pond B outfall in the plan set. 145 Please use RCP or ADS pipe instead of RCP for the culvert under the private drive. Topic: Erosion/Sediment Control 69 1. Please label the erosion control plan as the erosion control plan. All BMP's, including E.C. fabric shown on sheet 3 should be shown on this sheet (4??). 2. The erosion control plan needs to have a legend indicating BMP's. 3. The plan needs to reflect all the BMP's and sequences in the report (e.g. seeding and mulching, where it goes, etc. 4. Need PS, EFF calculations. 152 Previous comments have not been addresssed. Topic: Floodplain 115 1. The Fossil Creek floodplain is a no -rise floodplain. Any development taking place outside of the erosion buffer limit but within the 100-year floodplain must show through hydraulic analysis that there is not a rise in water -surface elevation. A copy of the City's floodplain modeling guidelines were previously included. - Repeat Comment. (A cut -fill analysis is not adequate for this area since it is a conveyance area. Hydraulic modeling is required if any fill is placed in the floodplain. There is currently fill being shown in the floodplain.) 2. A floodplain use permit is required for any development (fill, grading, storm sewer outfall, pond construction, etc. that is wdhin the floodplain. - Repeat comment - see checklist. 3. The floodplain line on the plans is not the same as on the plat. Please revise to match the plat - Repeat comment - see checklist. 4. Please show the floodplain boundary on the grading plan - Repeat comment - see checklist 5. Please show floodplain cross-section and BFE lines on the drainage and grading plans - Repeat comment - see checklist. 6. Neither a floodplain use permit nor a FEMA elevation certificate are required for the building because it is located outside of the floodplain. Department: Light & Power Topic: General 47 Issue Contact: Rob Irish Coordinate transformer and meter location with L & P. Transformer needs to be within 10' of a paved surface. Department: Natural Resources Topic: Drainage 154 Issue Contact: Doug Moore The Natural Resources Department also needs a stormsewer plan and profiles for Pond B outfall in the plan set. The offsite area of disturbances will need to be revegetated and disturbed wetlands reseeded and possibly mitigated. Topic: Landscape plan 153 Native Dryland Seed Mix need to be specified on plans. Department: PFA Issue Contact: Michael Chavez Topic: General 103 Address numerals shall be visible from the street fronting the property, and posted with a minimum of 6-inch numerals on a contrasting background. 97 UFC 901.4.4 104 No commercial building can be greater then 300 feet from a fire hydrant. Fire hydrants are required with a maximum spacing of 600 feet along an approved roadway. Each hydrant must be capable of delivering 1500 gallons of water per minute at a residual pressure of 20psi. 97 UFC 901.2.2.2 105 This proposed building may be required to be fire sprinklered. 'NOTE: If high pile storage exceeds 12 feet on racks or 15 feet on pallets sprinklers shall be required. 'NOTE: This building exceeds 5000 square feet and is required to be fire contained or fire sprinklered. 'NOTE: Poudre Fire Authority requires a "Knox Box" to be mounted on the front of every new building equipped with a required fire sprinkler system or fire alarm system. 106 A Fire lane is required. Department: Stormwater Utility Topic: Drainage Issue Contact: Wes Lamarque 60 Please provide a drainage easement and a temporary construction easement on the off -site property downstream of the site for the outfall of the proposed site. If an existing drainage easement exists, please provide documentation to verify this. Repeat Comment: Pond A does not need an off -site easement due to the vacation of easement request, just an onsite drainage easement to Fossil Creek. Pond B needs this offsite drainage easement from the property line down to fossil Creek for the storm sewer (outfall). Page 8 114 Please provide a unique title for the plat (ie Heffron Subdivision) with the subtitle: a replat of... 116 The last sentence for the sight distance easement restrictions is missing: For non -level areas these requirements shall be modified to provide the same degree of visibility. 117 Because the ROW must be vacated/dedicated prior to filing of this plat, there is no need to label the "proposed property line." The "existing property line" would be better labeled as: Lot line as platted in... 118 The ROW shown on the plat will probably change because of transition length requirements for the ultimate right turn lane. 119 It would help to add the note: All existing easements as shown on the plat of Fossil Creek are hereby vacated and rededicated as shown hereon. 120 The note referring to the vacation of Snead as an easement and dedication of Snead as ROW is confusing. Please clarify. 121 Please provide a signature line for PSCO/XCEL. 122 Please provide the reception number of the "existing access easement' on the western side of Lot 1. Topic: Site plan 123 Please provide a ped ramp for crossing Fossil Creek at the Snead drive intersection. 125 Ramps should be provided at the corner of College and Fossil Creek for the existing condition (as well as the ultimate condition). Topic: Utility plan cover sheet 19 Please reference the soils report. 9.17.02 - Please include the date of the soils report. 20 Please include the title and DATE of the drainage report in note 19. Repeat 9.17.02 23 The plat should be included for reference only, and should not be included in the numbering of the utility plan sheets. Repeat 9.17.02 - This means that it should be included in the sheet index and plan set, just not assigned a sheet number. 24 Please see the utility plan checklist for additional items. Repeat 9.17.02 - See redlined checklist. Page 7 29 Please label curb radii 32 Offsite work will require offsite easements. Letter(s) of intent from the adjacent property owner must be submitted prior to hearing, and easements must be complete prior to filing of mylars. 127 Please provide directional ramps at the corner of College and Fossil Creek for the ultimate and current configurations. 128 Please label the corner radii for all curb returns. 129 The sidewalk along College must be installed with this development, so any needed retaining walls to accomplish this must also be installed with this development. 130 The horizontal design of the ultimate right turn lane must be provided. (to City and CDOT standards) The ultimate condition for College is a 6-lane arterial as shown in LCUASS plus whatever additional requirements CDOT may have. 131 For now, the design of a 6' bike lane between the right turn lane and the through lane on College must be provided and constructed by this development. 132 Repeat: Please show striping plan. 133 Please show a Type III barricade at the southern end of the sidewalk. 134 Please see redlines for any additional comments. Topic: Plat 11 Please see redlines for additional comments. 110 It would help to have the floodplain line weight different than the property boundary line weight. 111 Please extend the PSCO easements to connect with the new utility easements. 112 Please label the sight distance easement as such. 113 The proposed ROW alignment for Snead precludes the ability for constructing the street with the minimum centerline radius of 275 feet. Please submit a variance request with information as outlined in LCUASS. Page 6 158 The request for the vacation of ROW along College has been re-routed, and several concerns still exist: Dennis Greenwalt of AT&T Broadband is concerned that his facilities may not be located in a utility easement after the ROW vacation is complete. He requested that these facilities be located and that he should be contacted again for approval. The City's Transportation and Engineering departments will not approve the ROW vacation until the ultimate horizontal design of the right turn lane adjacent to this site has been approved, because this design may require additional ROW than is shown. 159 Because the ultimate grades and horizontal placement of the right turn lane are unclear, the documents showing the retaining wall placement within the utility easement were not routed at this time. This routing will have to take place with a later submittal. Topic: Grading Plan 33 Please grey out lines showing existing features. 37 Will the proposed retaining walls leave enough room for utilities to use the easement? What materials are being used to construct the walls? If the western wall is to be constructed at a later time, this needs to be clearly shown on all plans, and an interim grading plan should be included. 9.17.02 - Any retaining walls needed for the ultimate buildout of College are the responsibility of this development. 135 It does not appear that the new grade lines along the north edge of the property tie into existing grade lines. 136 There is still a small amount of grading shown offsite. Please confine within the project's property boundaries or provide an offsite easement for the grading. 155 It appears that the grading shown in the trail easement will not accommodate a trail. Please re -grade so that a trail may be constructed in this easement to ADA standards. Topic: Landscape plan 12 Please clearly label and dimension all ROW. This applies to the Site plan as well. 13 Please make the sight distance easement line more prominent and label the area as a sight distance easement, adding the restriction language to this sheet (attached to the plat). 14 It looks as though many of the trees in the parkway along Fossil Creek, and in other areas, are not meeting utility separation requirements. Topic: Overall Utility plan 25 Please label the retaining walls. Repeat 9.17.02 Page 5 Topic: Transportation 89 (6/26/02] The future Fossil Creek Trail is designated on the City of Fort Collins Parks and Recreation Policy Plan Master Plan to be located along Fossil Creek across the southern portion of the property. I recommend that we conduct a meeting with Ron Mills with the City's Real Estate Services, Craig Foreman with Park Planning, Kathleen Reavis and Tom Reiff from Transporation Planning, Dave Stringer and Katie Moore from Engineering, and Troy Jones from Current Planning to discuss the details of the trail, and negotiate the level of participation that will be required of this development. [9/25/021 This meeting never happened with all the players from above. Tom Reiff of Transportation Planning still has issues with the connection of the site to the trail. It is likely that customers waiting on their tires will have some time to kill, and will attempt to make their way to the trail. Involve Current Planning, Park Planning, and Transportation Planning in any attemps to resolve this issue. Department: Engineering Issue Contact: Katie Moore Topic: Detail Sheet - Utility Plans 137 Please remove Drawings 8, 7-30, and 7-33. Since no public street - public street intersections are being designed with this project, they are not needed. 138 Please include the directional ramp detail and sidewalk detail. Topic: General 1 Please submit a design for the right hand turn lane on College. Please clearly show existing edge of pavement, existing ROW, proposed ROW, centerline of College, striping, section line, etc. according to LCUASS standards. Please show all existing data in a different line weight than the proposed features. REPEAT 9.16.02 - PLEASE ADDRESS - This project will be required to provide an ultimate horizontal design for three through lanes, a bicycle lane, and a right turn lane on College, as well as designing and building, at this time, a 6' bicycle lane between the through and right turn lanes on College. Also required with at this time will be the ultimate placement of the sidewalk along College and access ramps on the southeast corner of College and Fossil Creek. Any work on College must meet CDOT standards. 2 Please match the site, landscape, plat, and utility plans. Repeat 9.16.02 - The ROW vacation shown on the separate vacation request does not match what is shown on the plat and utility plans. 16 Please see redlines for additional comments. 68 Please provide signature lines for the FC/LW D on the utility plans and plat. 156 A pedestrian refuge will be required on Fossil Creek at College Ave. 157 Any Engineering comments lower in number than 38 are repeat comments. Page 4 "Exceptions to these requirements may occur where utilities are not located in their standard designated locations ...... Please revise the landscape plan accordingly. [9/25/02] In locations where the existing water line does not conflict with street trees being located in the parkway strip, put them in the parkway strip. In locations where the existing water line precludes this placement, behind the sidewalk is fine. 94 [6/26/021 "Full tree stocking" is required in all landscape areas within 50 feet of any building and landscape areas shall be provided in adequate numbers, locations and dimensions to allow full tree stocking to occur along all high use or high visibility sides of any building. More trees are needed to accomplish this. Planting cut-outs, foundation planting beds, or parking lot islands could be integrated on the south side of the building to satisfy this standard. See the redlined landscape plan. [9/25/02] Repeat comment. See latest landscape plan redline from Current Planning. 97 [6/26/02] Planting note number 2 should also clarify that if a street tree is an ornamental street tree, it need only be seperated 15 feet from a street light. (9/29/02] Repeat Comment. 98 [6/26/02] Plant note number 18 specifies Kentucky Blue Grass. Fescue is a preferred turf species because it uses less water. Section 3.2.1(E)(3)(c) specifies that landscaping plans incorporate "low- water demanding plants and turf where practicable." (9/25/02] It's now plant note 10, however the comment still stands. Water usage is a huge issue in Fort Collins!!!!!! Topic: Lighting 88 [6/26/02] Please double check the accuracy of the lighting readings on the photometirc plan. Directly under the "LW" type fixture, a 400 watt metal halide fixture is only showing a reading of 5.0 foot- candles. Directly under the double head "TLW" type fixture, two 400 watt metal halide fixtures are only showing a reading of 8.7 and 9.3 foot-candles. Is this accurate? It seems that perhaps foot- candles are not the unit of measurement being used. Please clarify the unit of measurement, and make sure that "foot-candle" is that unit of measurement. [9/25/02] The responce to staff comments for this issue stated, "the light readings have been rechecked .... See lighting plan." Compaired to other projects I have reviewed, these light readings seem to be very inaccurate. It's typical that at double fixture light pole with 400 watt metal halide bulbs has readings over 20 foot candles under the pole, while this lighting plan shows 9.3 foot candles as the maximum. This does not seem correct. What lighting firm is doing your lighting plan? There is no information on the lighting plan indicating who conducted the lighting analysis. Because these light readings are so inconsistent with similar light poles on other projects, the only thing that will convince me of the accuracy of these readings is a letter from the lighting professional who prepared these certifying the accuracy. Keep in mind that this issue is a red flag in my mind that I intend to recommend to zoning that actual lighting levels be checked after construction prior to issuance of a certificate of occupancy. If the actual lighting levels greatly exceed the levels stated on the lighting plan, it is likely that the fixtures will need to be either changed out and/or the lighting plan will need to be modified by a minor amendment, prior to the issuance of a certificate of occupancy. Page 3 Topic: General 65 [6/24/02] The amount of proposed parking exceeds the maximum allowed. A total of 46 parking spaces are proposed. Section 3.2.2(K)(2)(a) of the LUC specifies that "vehicle servicing & maintenance" uses are limited to a maximum of 5 parking spaces per 1000 square feet of gross leasable area of the building. The site plan shows the footprint of the building as 8,480 square feet, so the parking is limited to a maximum of 42 spaces. Does this use really need this much parking? so, note the language in 3.2.2(K)(2)(a) that allows the maximum to be increased by 20 percent if the parking lot landscaping is also increased by 20 percent. [9/25/02] Please include a general note on the site plan that explains that 42 spaces would normally be the maximum parking allowed but because on -street and shared parking is not available for the site, and the amount of parking lot landscaping provided exceeds the minimum amount required by more than 20%, the 46 spaces provided are permitted in accordance with section 3.2.2(K)(2)(a) of the Land Use Code. 99 [6/26/02] As required in 3.2.2(C)(5) of the LUC, walkways within the site shall be located and aligned to directly and continuously connect points of pedestrian origin and destination, therefore there must be a walkway route to get from the building to the future Fossil Creek Trail, and a walkway route to get from the building to Fossil Creek Boulevard. [9/25/02] Transportation planning is still not satisfied with the sidewalk connection between the building and the future Fossil Creek Trail. Please involve Transportation Planning and Current Planning in discussions of a proposed solution. 162 The trail easement provided on the plat must also be shown on the site and landscape plans. Clarify how the 20 foot trail easement is supposed to allow a future trail to fit in an area that is the sloped bank of the detention pond (in the east corner of the site). This should be coordinated with Park Planning, Current Planning, Transportation Planning, Engineering and Stormwater Departments. 163 The College Avenue improvements appear to still be somewhat up in the air. Between utility coordination, utility easements, the right turn lane issue, sidewalk needs, and trail connection needs, there needs to be additional coordination for this western edge of the site. 164 Are there any outdoor displays of new tires? If so, show where. This may be an flood debris issue, so locate them out of the floodplain. If not, specify in a general note on the site plan that no such exterior new tire displays are part of this approval. 165 This project has an extraordinary amount of repeat Engineering and Stormwater Comments. It is our staff's perception that the progress of the review of this project is getting hung up because your engineering consultants aren't addressing many key comments from the first round of review. Topic: Landscape plan 78 [6/25/02] The street trees proposed along Fossil Creek Boulevard are located in the parkway strip and are located at an appropriate spacing interval as required in 3.2.1(D)(2)(a), however, there is a water main shown plans conflicting with the required separation between trees and water lines as specified in 3.2.1(K)(2). If the water main shown is existing, the trees can be placed behind the sidewalk where necessary to achieve the required spacing as allowed in 3.2.1(K) where it states, Page 2 STAFF PROJECT REVIEW Citvof Fort Collins VF RIPLEY ASSOCIATES C/O LOUISE HERBERT 401 WEST MOUNTAIN AVE, SUITE 201 FORT COLLINS, CO 80521 Date: 09/26/2002 Staff has reviewed your submittal for DISCOUNT TIRE AT FOSSIL CREEK, and we offer the following comments: ISSUES: Department: Advance Planning Topic: General 151 No Comments Department: Current Planning Topic: Elevations Issue Contact: Clark Mapes Issue Contact: Troy Jones 79 (6/25/02] The massing of the building does not satisfy the "variation in massing" requirement in 3.5.3(B) which requires that horizontal masses shall not exceed a height to width ratio of 1:3 without substantial variation in massing that includes a change in height and projecting or recessed elements. Such changes in massing shall be related to entrances, the integral structure and/or the orginization of interior spaces and activities and not merely for cosmetic effect. This will require the north and south facade to have projecting or recessing elements. See the redlined elevations. [9/25/021 Although revisions were made to the building design to address this comment, the standard is still not satisfied. Perhaps if the pilasters on the north and south elevations protruded more, this standard could be satisfied. As shown, the pilasters are only a cosmetic effect. See redlines. 82 (6/25/02] Provide a material board including color samples. I'm wanting to ensure the colors are compatable with the neighborhood as required in 3.5.1(F) of the LUC. Specifically, "banner red," "burgundy," and "main harbor" are extremely difficult to estimate without a sample. [9/25/02] Repeat comment. Although the color computer rendering is helpful, actual samples of the color are still necessary. 100 [6/26/02] Be sure that the glass on the storefront specifies clear glass rather than reflective glass as required in section 3.5.1(E)(3) of the LUC. [9/25/02] In addition to material note #5, label the glass on the elevations as "clear." 160 What all does the screen wall on the north side of the building screen? Are all HVAC equipment and utility meters located behing this screen wall. Please clarify. The material of the screen wall cannot be "different from or inferior to the principal materials of the building" as stated in section 3.5.1(1)(2) of the LUC. This screen wall must be made of the same CMU blocks as the building wall. 161 The wall pack lights are labeled correctly on the elevations, however the color perspective rendering shows wall packs that are not down -directional.
