Topic: Erosion/Sediment Control 69 1. Please label the erosion control plan as the erosion control plan. All BMP's, including E.C. fabric shown on sheet 3 should be shown on this sheet (4??). 2. The erosion control plan needs to have a legend indicating BMP's. 3. The plan needs to reflect all the BMP's and sequences in the report (e.g. seeding and mulching, where it goes, etc. 4. Need PS, EFF calculations. Topic: Floodplain 51 1. Please see floodplain review checklist for all items that must be included on the plans and in the drainage report. 2. The erosion buffer must be shown on the plans. No development is allowed within the erosion buffer -including grading, fill, parking, roads, non-native vegetation (i.e. no irrigated grass or vegetation). 3. The Fossil Creek floodplain is a no -rise floodplain. Any development taking place outside of the erosion buffer limit but within the 100-year floodplain must show through hydraulic analysis that there is not a rise in water -surface elevation. A copy of the City's floodplain modeling guidelines are included. Department: Traffic Operations Issue Contact: Eric Bracke Topic: Transportation 90 The TIS is an intermediate level TIS as described in Section 4.3.3(C) of LCUASS and is appropriate based on the trip generation of the project. 91 The TIS is "silent" on the alternative modes analysis and needs to be revised to include the alt. modes. 92 The northbound right turn lane on US287 at Fossil Creek Parkway needs to be constructed in accordance with teh State Highway Access Code. 93 No auxiliary lanes will be required on Fossil Creek Parkway. Department: Transportation Planning Issue Contact: Tom Reiff Topic: Transportation 72 The Transportation Impact Study (TIS) is unacceptable for Transportation Planning. According the the Larimer County Urban Area Street Standards developments must address all modes of transportation in the study. Department: Stormwater Utility Issue Contact: Wes Lamarque Topic: Drainage 52 The new Fossil Creek Master Drainage Plan adopted in the Spring of 2002 now requires quantity detention with a release rate at the 2-year historic. Please provide quantity detention in addition to the wate quality detention for this site. 53 Please provide a drainage easement for the detention pond and any other major drainage features 54 Please clarify retaining wall detail. See grading plan. 55 Please clarify infall/outfall curb and gutter on the grading plan and provide outfall curb and gutter detail. 56 Please revise 2-year historic release rate calculation in the report. Time of concentration calcs were not consistent with ours. See drainage report. 57 Please revise water quality volume calculation. There is a 1.2 factor that needs to be included. 58 Please use the City's standard water quality outlet structure and provide a detail with actual elevations on the details sheet. Page 7 8 Please label easements more clearly (ie utility, drainage, or access easement, etc). 9 Please more clearly differentiate between existing easements/ROW and what is being proposed (use greyed lines?). 10 Please consider labeling curves and providing a table with the curve data. Topic: Site plan 15 Please provide a line showing the east side of the sidewalk on College and the south side of the sidewalk on Fossil Creek. Topic: Utility plan cover sheet 18 Please provide 2 benchmarks in the notes. 19 Please reference the soils report. 20 Please include the title and date of the drainage report in note 19. 21 Note 41: stationing must be centerline. 22 Please note the specifics of the sight distance variance in note 48. 23 The plat should be included for reference only, and should not be included in the numbering of the utility plan sheets. 24 Please see the utility plan checklist for additional items. Topic: Utility plans 17 Please complete a utility plan checklist and submit with the 2nd round (it should have been submitted with this inital submittal). 70 Please contact Nate Gill with FC/LW D 'ASAP* regarding the installation of the water stubs prior to completion of the City's project on Fossil Creek. Page 6 37 Will the proposed retaining walls leave enough room for utilities to use the easement? What materials are being used to construct the walls? If the western wall is to be constructed at a later time, this needs to be clearly shown on all plans, and an interim grading plan should be included. Topic: Landscape plan 12 Please clearly label and dimension all ROW. This applies to the Site plan as well. `w 13 Please make the sight distance easement line more prominent and label the area as a sight distance easement, adding the restriction language to this sheet (attached to the plat). 14 It looks as though many of the trees in the parkway along Fossil Creek, and in other areas, are not meeting utility separation requirements. Topic: Overall Utility plan 25 Please label the retaining walls. 27 A radius -style driveway requires a variance. Please provide a standard driveway cut (7-29A, LCUASS) or apply for a variance, providing all information as required under section 1.9 of LCUASS 28 Overhead power lines need to be undergrounded as per LUC 3.3.2 (D) 7. 29 Please label curb radii. 30 Please label and dimension all ROW. 31 Please show and label driveway as concrete to the ROW 32 Offsite work will require offsite easements. Letter(s) of intent from the adjacent property owner must be submitted prior to hearing, and easements must be complete prior to filing of mylars. Topic: Plat 3 Please correct typos and use standard wording for the Surveyor's statement (attached). 4 Please label all adjoining properties. 5 Please show the sight distance easement and add the restriction language to the plat (attached) 6 Please match easements, ROW, etc with the utility plans, site and landscape plans. 7 Please clearly label and dimension all ROW, including ROW being dedicated or vacated. Page 5 102 1 noticed that Police Services made a comment that they didn't receive a lighting plan. I just forwarded one to them this morning after discovering they needed one, so expect a follow-up comment regarding lighting from them. Topic: Transportation 89 The future Fossil Creek Trail is designated on the City of Fort Collins Parks and Recreation Policy Plan Master Plan to be located along Fossil Creek across the southern portion of the property. I recommend that we conduct a meeting with Ron Mills with the City's Real Estate Services, Craig Foreman with Park Planning, Kathleen Reavis and Tom Reiff from Transporation Planning, Dave Stringer and Katie Moore from Engineering, and Troy Jones from Current Planning to discuss the details of the trail, and negotiate the level of participation that will be required of this development. Department: Engineering Issue Contact: Katie Moore Topic: General 1 Please submit a design for the right hand turn lane on College. Please clearly show existing edge of pavement, existing ROW, proposed ROW, centerline of College, striping, section line, etc. according to LCUASS standards. Please show all existing data in a different line weight than the proposed features. 2 Please match the site, landscape, plat, and utility plans. 16 Please see redlines for additional comments. 26 Where is the offsite connection to the Parks' trail? Please provide a stub down to the future trail alignment. 39 Please clearly identify locations of existing medians, and what is proposed where they are being changed. 68 Please provide signature lines for the FC/LWD on the utility plans and plat Topic: Grading Plan 33 Please grey out lines showing existing features. 34 Please provide spot elevations at the driveway intersection with Fossil Creek according to the detail in LCUASS. 35 It appears that Fossil Creek will be re -graded near the intersection with College with this project. Is this true? 36 It might help to have this drawing at a larger scale. It's difficult to see where new and existing contours tie in. Page 4 Topic: Landscape plan 66 Section 3.2.1(E)(5) of the LUC requires that at least 6% of the interior space of the parking lot consist of landscaped areas. Please see the redlined Current Planning landscape plan. The purple outlined area is the what is considered the parking lot. Please calculate the area of this. The green outlined areas are what is considered the landscaped areas within the parking lot. Please calculate these areas. Please ensure that the landscaped areas within the parking lot are at least 6% of the total area of the parking lot, and add a general note on the landscape plan explaining the area of each and whether or not the plan complies with the requirement. 78 The street trees proposed along Fossil Creek Boulevard are located in the parkway strip and are located at an appropriate spacing interval as required in 3.2.1(D)(2)(a), however, there is a water main shown plans conflicting with the required separation between trees and water lines as specified in 3.2.1(K)(2). If the water main shown is existing, the trees can be placed behind the sidewalk where necessary to achieve the required spacing as allowed in 3.2.1(K) where it states, "Exceptions to these requirements may occur where utilities are not located in their standard designated locations ...... Please revise the landscape plan accordingly. 94 "Full tree stocking" is required in all landscape areas within 50 feet of any building and landscape areas shall be provided in adequate numbers, locations and dimensions to allow full tree stocking to occur along all high use or high visibility sides of any building. More trees are needed to accomplish this. Planting cut-outs, foundation planting beds, or parking lot islands could be integrated on the south side of the building to satisfy this standard. See the reclined landscape plan. 95 Coordinate street tree spacing and street light spacing with the Light & Power Department. 96 Why are some of the street trees (the one's along Fossil Creek Boulevard) specified with a species and listed in the plant list, but other street trees (the one's along College Avenue) not specified with a species nor included on the plant list? Please include all proposed trees on the plant list. 97 Planting note number 2 should also clarify that if a street tree is an ornamental street tree, it need only be separated 15 feet from a street light. 98 Plant note number 18 specifies Kentucky Blue Grass. Fescue is a preferred turf species because it uses less water. Section 3.2.1(E)(3)(c) specifies that landscaping plans incorporate "low-water demanding plants and turf where practicable." Topic: Lighting 88 Please double check the accuracy of the lighting readings on the photometirc plan. Directly under the "LW" type fixture, a 400 watt metal halide fixture is only showing a reading of 5.0 foot-candles. Directly under the double head "TLW" type fixture, two 400 watt metal halide fixtures are only showing a reading of 8.7 and 9.3 foot-candles. Is this accurate. It seems that perhaps foot-candles are not the unit of measurement being used. Please clarify the unit of measurement, and make sure that "foot-candle" is that unit of measurement. Page 3 87 Detail #1 on the elevations seems to have nothing to do with "building sign detail' as indicated in the title. 100 Be sure that the glass on the storefront specifies clear glass rather than reflective glass as required in section 3.5.1(E)(3) of the LUC. Topic: General 62 A follow-up neighborhood meeting will be conducted on July 11 th from 6:30 to 8:30 p.m. at the Front Range Baptist Church located at the southwest corner of Harmony Road and Boardwalk Drive. 63 The build -to line requirement along Fossil Creek Parkway is not satisfied. Section 3.5.3(B)(2)(b) of the LUC states: "buildings shall be located no more than 15 feet from the right-of-way of an adjoining street if the street is smaller than a full arterial..." Fossil Creek Parkway is designated as collector street on the Master Street Plan. 64 A connecting walkway from the building entrance must be added to connect to the College Avenue street sidewalk. Section 3.5.3(6)(1) of the LUC states, "at least one main entrance of any commercial or mixed -use building shall face and open directly onto a connecting walkway." Please refer to the definition of "connecting walkway" in Article 5 of the LUC. 65 The amount of proposed parking exceeds the maximum allowed. A total of 46 parking spaces are proposed. Section 3.2.2(K)(2)(a) of the LUC specifies that "vehicle servicing & maintenance" uses are limited to a maximum of 5 parking spaces per 1000 square feet of gross leasable area of the building. The site plan shows the footprint of the building as 8,480 square feet, so the parking is limited to a maximum of 42 spaces. Does this use really need this much parking? If so, note the language in 3.2.2(K)(2)(a) that allows the maximum to be increased by 20 percent if the parking lot landscaping is also. increased by 20 percent. 86 Where are you planning to have your outdoor tire stacking area? If you provide one, show where it is and the design of the enclosure. Ensure that the enclosure is tall enough to enclose the height of stacks that are typical in such an area. See the enclosure at the existing Discount Tire Store. 99 As required in 3.2.2(C)(5) of the LUC, walkways within the site shall be located and aligned to directly and continuously connect points of pedestrian origin and destination, therefore there must be a walkway route to get from the building to the future Fossil Creek Trail, and a walkway route to get from the building to Fossil Creek Boulevard. 101 The Natural Resources Department, Park Planning & Development Department, Forestry, Poudre Fire Authority, Advance Planning, Quest, Post Office, Transfort and CDOT have not forwarded me any comments as of yet, I will forward them to you if and when I receive them. I talked with Doug Moore from Natural Resources this morning (6/27) and he hopes to have comments by late today or early tomorrow. Page 2 4 STAFF PROJECT REVIEW Citv of Fort Collins VF RIPLEY ASSOCIATES Date: 06/27/2002 C/O LOUISE HERBERT 401 WEST MOUNTAIN AVE, SUITE 201 FORT COLLINS, CO 80521 Staff has reviewed your submittal for DISCOUNT TIRE AT FOSSIL CREEK, and we offer the following comments: ISSUES: Department: Current Planning Issue Contact: Troy Jones Topic: Elevations 79 The massing of the building does not satisfy the "variation in massing" requirement in 3.5.3(B) which requires that horizontal masses shall not exceed a height to width ratio of 1:3 without substantial variation in massing that includes a change in height and projecting or recessed elements. Such changes in massing shall be related to entrances, the integral structure and/or the organization of interior spaces and activities and not merely for cosmetic effect. This will require the north and south facades to have projecting or recessing elements. See the redlined elevations. 80 The location of utility meters, HVAC, other mechanical equipment, and other service functions shall be incorporated into the overall design theme of the building as required in 3.5.1(1)(2) of the LUC. These areas shall be located and screened so that the visual and acoustic impacts of these functions are fully contained and out of view from adjacent properties and public streets. To this end, once comment # 79 is addressed, there should be recessed or protruding architectural elements on the north facade of the building. Such architectural elements would help provide the ability to locate the utility meters and service door on the side of the protruding or recessed wall. Be sure to specify on the site plan, landscape plan and elevations where the utility meters will be located, and be sure to explain how they will be out of view from adjacent properties and public streets. 81 Please label the wall mounted fixtures on elevation as "down directional cut-off fixtures" as required in 3.2.4, and add a reference to the photometric plan for the fixture specifications. 82 Provide a material board including color samples. I'm wanting to ensure the colors are compatible with the neighborhood as required in 3.5.1(F) of the LUC. Specifically, "banner red," "burgundy," and '.main harbor" are extremely difficult to estimate without a sample. 83 Show sign location and medium of the signs only. Are these neon signs? This elevation does not regulate content and size of signs. Sign permits are processed through the zoning department. 84 Why are there two note sections both dealing with materials, colors, and finishes? These sections should be combined. 85 Please specify the direction each elevation drawing faces. See redline. Page I
