Policy T- 9.2 New and Existing Roadways. The proposed Discount Tire access and Snead Drive alignments will be designed and constructed to ensure an acceptable level of service onto Fossil Creek Parkway. PRINCIPLE CAD — 3: Commercial developments create a powerful impression of the city, both individually and taken together as a whole. While corporate franchises and chain stores will remain vital and recognizable, commercial developments will be designed to contribute to Fort Collins' district visual quality and uniqueness. Policy CAD — 3.1 Policy CAD — 3.2 The building has been designed to provide an interesting fagade with a trellis feature extending over the main store - front. Building materials will compliment the existing building characteristics of the area. PRINCIPLE ENV — 3 Policy ENV — 3.3 Water demand management Policy. The proposed landscape plan for the project will utilize the following xeriscape principles: Plant material with low to moderate water requirements. Limited turf areas. Yours Sincerely Louise Herbert VF Ripley Associates The proposed 8,480 square foot building is located on the northwest corner of the site outside of the floodplain. The maximum building height is 26 feet. The primary building materials include: split -face c.m.u, E.F.I.S or synthetic stucco, aluminum storefront and glazing, and exposed steel beams. The base split -face c.m.u. will be an integral color material to match a "worsted tan" paint color. Above the window mullion height, at approximately 2'-8" will be split -faced c.m.u. painted "peach light". An accent paint color band between 18 to 22 feet will be a burgundy color. The proposed building will have a teal colored steel trellis on part of the north and south elevations and along the entire west side. The design objectives of the proposed landscape plan are to provide an attractive streetscape, screen parking and service areas. Berms and evergreen trees have been incorporated into the plan, adjacent to Fossil Creek Parkway, to help screen views of the parking lot and the rear of the building. Evergreen trees also screen views of the parking lot from South College Avenue. Deciduous and evergreen trees and foundation plantings will be used to enhance the architecture. and provide shade and seasonal color. The majority of the existing trees will be retained on the site. Any trees lost from the South College Avenue improvements can be mitigated with future street tree planting. City Plan Principles and policies achieved by the proposed plan include: PRINCIPLE LU-2: The city will maintain and enhance its character and sense of place as defined by its neighborhoods, districts, corridors, and edges. Policy LU-2.1 City —Wide Structure. The building use compliments the surrounding area and provides a compact development well -served by all modes of travel. PRINCIPLE T-5: The city will acknowledge pedestrian travel as a viable transportation mode and elevate it in importance to be in balance with other modes. Direct pedestrian connections will be provided and encouraged from place of residence to transit, schools, activity centers, work and public facilities. Policy T- 5.2 Connections. The building will be clearly visible from the street and accessible from the surrounding development. Project Development Plan (PDP) Dear Planning and Zoning Board Members: The proposed Discount Tire Company Store is located on the southeast corner of South College Avenue and Fossil Creek Parkway. Undeveloped land and residential areas are to the north and south. The Fossil Creek Drainage and wetland area is south of the property. Part of the site lies within the 100-year floodplain (see plans). The site is currently zoned C — Commercial Zoning District. The main drive access to the site has been located so as to align with the the future extension of Snead Drive, to the north across from Fossil Creek Parkway. Both the Discount Tire access and Snead Drive alignments have been reviewed and discussed with the City Engineering Department. The plans also show the future improvements along South College Avenue. This includes a 14 feet wide deceleration lane, 10 feet wide parkway and 7 feet wide detached sidewalk. The proposed sidewalks and parkway along Fossil Creek Parkway include a 5 foot wide detached sidewalk and 8 foot wide parkway. The project has a total of 46 parking spaces including handicapped. The parking lot lies within the floodplain and is designed to match existing grade as closely as possible.
