Also, since this area is a "pedestrian district," drivers of motor vehicles expect heavy pedestrian activity. Therefore, the goal of LOS A is satisfied. The residential neighborhoods to the north, east, and south of the site are in an area termed "other." These areas contain houses, apartments, etc. that are occupied by students. The minimum level of service for this area is C for all categories. The Pedestrian LOS Worksheet is in Appendix F. Bicycle Level of Service As stated in the pedestrian level of service section, generally the primary destination areas for the CSU Center for the Arts will be the Colorado State University main campus across College Avenue and the surrounding neighborhood within 1320 feet of the site. There are bicycle facilities along Remington Street and Pitkin Street. There is a pedestrian/bike underpass of College Avenue just north of Lake Street. There are no bike lanes along Prospect Road, due to physical constraints of the street. However, there are several signs in this segment which alert the driver that bicycles share the road with motor vehicles. Transit Level of Service Currently, this area is served by transit routes 1 and 63. The Mason Street Transportation Corridor is located within 1320 feet of the CSU Center for the Arts. In the future, transit service will be improved as depicted on the Fort Collins - 2015 Transit System. Appendix F contains a future transit level of service worksheet. As indicated, the future level of service will be in the A category. Conclusion The CSU Center for the Arts will have minimal impact on traffic and operation at the key intersections. No additional auxiliary lanes will be built at the key intersections, since this is in an established area of Fort Collins. There is adequate intersection sight distance at the key intersections. There are currently no bicycle lanes along Prospect Road. The alternative modes level of service is acceptable. increased at the rate of 1.0% per year. This factor was the same factor used in the "Student Housing Partners Apartments Transportation Impact Study," March 2002. Figure 7 shows the short range background peak hour traffic at the key intersections. As shown in Table 3, the key intersections will operate acceptably with the short range background peak hour traffic. Calculation forms are provided in Appendix D. Figure 8 shows the short range total peak hour traffic at the key intersections. Table 4 shows the peak hour operation at the key intersections. Calculation forms are provided in Appendix E. The key intersections will continue to operate acceptably. Since this site and the key intersections are in an established area of Fort Collins, it is not likely that there will be additional lanes built at the key intersections whether or not they are required by the auxiliary lane criteria in the Larimer County Urban Area Street Standards. A sight distance analysis indicated that there is adequate sight distance at the key intersections. Pedestrian Level of Service Appendix F shows a map of the area that is within 1320 feet of the CSU Center for the Arts. Generally, the only destination areas for the CSU Center for the Arts will be the Colorado State University main campus across College Avenue and those student housing locations that are to the north, east, and south of the site. This site is in an area termed "pedestrian district" for the CSU Main Campus. The minimum level of service for "pedestrian district" is A for all measured categories, except for the street crossings category which is level of service B. The Pedestrian LOS Worksheet is provided in Appendix F. Each pedestrian LOS category, as it relates to the CSU Main Campus, is discussed below: Directness- Due to the location of the CSU Center for the Arts within this area of Fort Collins, LOS A is achieved to all destinations. Continuity- There are no gaps in the sidewalk system within the study area, except for the following: a short area on the south side of Lake Street between College Avenue and Remington Street; along the south side of Lake Street between Remington Street and Whedbee Street; and along the south side of Pitkin Street between College Avenue and the railroad tracks. These gaps in the sidewalk system are the responsibility of the adjacent land owners. Therefore, the existing sidewalk system was deemed to be acceptable. Street All signalized. intersections have marked pedestrian Crossings- crossings. There is a pedestrian/bike underpass of College Avenue just north of Lake Street. Visual Interest All land within the study area is developed. The And Amenity- sidewalk system in much of this area was built with some landscaping and sidewalk furniture, therefore the goal of LOS A is satisfied. Existing Traffic Recent peak hour traffic counts at the key intersections are shown in Figure 2. Raw count data is provided in Appendix B. Traffic volumes at the Prospect/Remington and Remington/Pitkin intersections were obtained in January 2002. Traffic volumes at the Remington/Lake intersection were obtained in July 2002. Since the counts were performed at different times of the year, the traffic volumes at the Remington/Lake intersection were adjusted and are shown in Figure 3. Table 1 shows the current peak hour operation at the key intersections using the volumes shown in Figure 3. Calculation forms are provided in Appendix C. A description of level of service for signalized and unsignalized intersections from the 2000 Highway Capacity Manual and a table showing the Fort Collins Motor Vehicle LOS Standards (Intersections) are also provided in Appendix C. The key intersections operate acceptably during both the morning and afternoon peak hours. Site Proposal The site plan for the CSU Center for the Arts is shown in Figure 4. Most of the uses intended for the CSU Center for the Arts will be in the existing buildings on this site. There will be two modifications: the Performance Hall Addition and the Dance Addition. Parking lot locations will remain in their current locations. The CSU Center for the Arts will have conventional university class facilities and performance venues. It is likely that the performance venues will occur during time periods that are considered to be "off-peak" from a traffic perspective. Since traffic on the area streets is lower and since the performance venues can be construed as being a special event, traffic analyses are not required at these times of the day. The day to day traffic related to the conventional university aspects of this site was requested by the City. Two land use codes from Trip Generation, 6th Edition, ITE were used to determine the peak hour vehicle trips for the CSU Center for the Arts. These were University/College (550) and Junior/ Community College (540). The variable that was available was gross floor area. The University/College category only had number of students and employees as the trip generation variables. The Junior/Community College category had number of students, employees, and gross floor area as the trip generation variables. A proportional relationship was determined in order to use gross floor area as the trip generation variable for the CSU Center for the Arts. Since the Colorado State University campus is just west of College Avenue, it was assumed that at least half of the student related trips would be via bike or walk. In addition to this, there is a large parking lot just west of College Avenue with a convenient bike/pedestrian tunnel under College Avenue. Table 2 shows the trip generation for the CSU Center for the Arts. The trip distribution for the CSU Center for the Arts is shown in Figure 5. The trip distribution was determined from existing counts and in consideration of the site location relative to Fort Collins. Figure 6 shows the site generated traffic that is associated with the proposed CSU Center for the Arts. Short Range Future Pending approvals, the proposed CSU Center for the Arts would be occupied in the next 2-3 years. Therefore, the short range future analysis year is considered to be 2005. A scoping conversation was Z L; held with Eric Bracke, Traffic Engineer, Fort Collins Engineering w o Department. A base assumptions form and related documents are d provided in Appendix A. The Prospect/Remington, Remington/Lake, and N r Remington/Pitkin intersections were the intersections that were N requested to be analyzed. Existing Conditions The proposed site is in an area of primarily residential uses to the north, east, and south. There are office/commercial uses to the west, along College Avenue. The Prospect/Remington and Remington/ Pitkin intersections are signalized. The Remington/Lake intersection has all -way stop sign control. At the Prospect/Remington intersection, Prospect Road has eastbound and westbound left -turn lanes and two through lanes in each direction. Also at this W intersection, Remington Street has northbound and southbound left - turn lanes, one through lane in each direction, and northbound and C. Z southbound right -turn lanes. There are existing bike lanes with cc parallel parking on Remington Street, however there are no bike lanes w = on Prospect Road due to physical constraints. The posted speed on Z Prospect Road is 35 mph and the posted speed on Remington Street is V 30 mph. ul W p At the Remington/Lake intersection, Remington Street has Q Fnorthbound and southbound left -turn lanes and combined northbound and ¢ southbound through/right-turn lanes. Also at this intersection, Lake O a Street has eastbound and westbound movements in a single lane.
