On Tuesday, October 8, 2002, from 7:00 to 9:00 p.m., at 1225 Redwood Street (the former
Diamond Crest Assisted Living Center), the City of Fort Collins Current Planning Department will
conduct a neighborhood information meeting to discuss a development proposal in your
neighborhood. The project is known as Wingshadow Project Development Plan (P.D.P.).
The request includes a Large Group Care Facility, Private High School, Child Care Center and
Administrative Offices.
The applicant is Mr. Steve Bolton of Wingshadow, Inc., a non-profit corporation. The request is to
convert the existing structure at 1225 Redwood Street into a facility for the proposed uses listed
above. The private school would be for Frontier High School. The Large Group Care Facility would
be for up to 15-20 residents. The residents would be teenagers and young adults in need of
counseling and transitional housing.
The City of Fort Collins defines Large Group Care Facility as:
"A residential facility that is planned, organized, operated and maintained to offer facilities
and services to a specified population and is licensed by or operated by a governmental
agency, for the purpose of providing special care or rehabilitation due to homelessness,
physical condition or illness, mental condition or illness, elderly age or social, behavioral or
disciplinary problems, provided that authorized supervisory personnel are present on the
premises."
The request for the High School, Child Care and Office would be permitted under the existing
Industrial zoning. The request for a Large Group Care Facility, however, is contingent upon the
City Council granting a rezoning request to rezone the property from I, Industrial to C-C-N,
Community Commercial North College. If the property remains in the Industrial zone, then the
Large Group Care Facility would not be allowed.
The list of affected property owners for this public meeting is derived from official records of the Larimer County
Assessor. Because of the lag time between occupancy and record keeping, or because of rental situations, a few
affected property owners may have been missed. Please feel free to notify your neighbor of this pending meeting so
all neighbors may have the opportunity to attend.
