unless the design engineer can justify a higher release rate.
4. An off -site easement may be necessary to allow this site to drain. Retention is
not permitted on a permanent basis.
Transportation Planning:
1. Alternative modes, including pedestrian, bicycle and transit, need to be included
in the transportation impact study.
2. Bicycle parking will need to be provided in a convenient location adjacent to the
building entrance.
3. A walkway from the building entrance to the Trilby Road sidewalk will need to
be provided.
Natural Resources:
1. The applicant may use the ecological characterization study for the adjacent
Timan property, if the applicant agrees to those findings in the report. Otherwise,
the applicant will need to complete an ecological characterization study for the
adjacent hawk roosting nest site(s).
2. Any existing trees that are proposed to be removed will need to be reviewed by
the City Forester (Tim Buchanan — (970) 221-6361).. Significant trees that must
be removed will need to mitigated.
3. The City requests that the applicant provide adequate room within the trash
enclosure for recycling and use a single trash hauler to minimize trips.
4. A Fugitive Dust Control Permit will need to be filed with Larimer County.
5. The Natural Resources Department requests that the applicant pursues and uses
native plants and grasses as much as possible within the project.
6. As part of a remaining buffer adjacent to the hawk -nesting site, no lighting will
be permitted within the open area (recreation field) east of the church site.
7. An easement may need to be acquired from the City's Natural Areas Department
for storm drainage run-off through the Prairie Dog Meadow Natural Area.
Current Planning:
1. The property will be subject to the design and land use standards within the
LMN zoning district.
2. The project will be subject to the design standards in Section 3.5.1 and Section
3.5.3 of the Land Use Code.
3. A development review application may be submitted for this property at any
time, however, a final action to approve the project may not occur until such time
the annexation map is recorded with Larimer County.

Light and Power:
1. The site is currently served by REA. The applicant will need to work with REA
on the transfer of the power to City power. The applicant may contact Ellen
Shwitzer at (970) 221-6714 for information.
2. Additional fees may apply to this project the applicant may contact Doug
Martine at (970) 224-6152 for an estimate of those fees.
3. The applicant will need to show the location of utility boxes, meters and service
lines on the utility drawings and site plan. Existing transformers should remain in
their current location. Access from Trilby Road will need to be provided for
these transformers.
Poudre Fire Authority:
1. Fire hydrants must be located within 300 feet of all buildings capable of
delivering water flows of 1,500 gal/min at 20 psi.
2. Address for the buildings will need to visible from the street, with a minimum of
6 inch letters on a contrasting background
3. A fire lane will need to be provided to the building. This lane may not exceed a
length of 660 feet.
Engineering:
1. Street Oversizing Fee for Fort Collins of $1.52/sq.ft. for a church will apply. The
applicant may contact Matt Baker at (970) 224-6108 for an estimate of the fees.
2. Larimer County Street oversizing fees will apply as well.
3. Additional right-of-way for adjacent streets will need to be dedicated if the
existing right-of-way is less than required pursuant to the Larimer County Urban
Are Street Standards. Trilby Road is classified as a two-lane minor arterial
4. A Transportation Impact Study (TIS) will need to be submitted for this project.
The applicant will need to contact Eric Bracke at (970) 224-6062 for a scoping
meeting. The TIS will need to analysis the intersection of Trilby Road and
College Avenue.
5. Adjacent street frontage will need to be improved or built to the Larimer County
Urban Area Street Standards. This portion of Trilby Road may be eligible for
Street Oversizing Fees.
6. A future street access will need to be preserved to the adjacent Timan property
7. Utility plans, development agreement and a development construction permit
will need to be prepared for this project.
Storm Drainage:
1. This site is within the Fossil Creek drainage basin. The development fee is
$2,274/acre which is subject to the runoff coefficient reduction. This would
apply to all new impervious surface.
2. The standard drainage and erosion control reports and construction plans are
required, and must be prepared by a professional engineer registered in
Colorado.

LAND USE DATA: A request to build an addition to the existing First Free Will Baptist
Church Addition at 320 West Trilby Road. The property is currently in the process of
annexation into the City of Fort Collins. The proposed zoning is LMN - Low Density
Residential Mixed Use Neighborhood. District. The` following departmental agencies
have offered comments for this proposal.
COMMENTS:
Zoning:
1. The property is not currently platted. A subdivision plat will need to be
submitted for the property. This plat is processed as a Type 1 (Administrative)
Review.
2. The existing church was legally permitted in Larimer County, and is a permitted
use within the LMN zone district. The addition may be processed as a basic
development review (building permit review) application.
3. The application will be subject to the criteria in Section 1.6.5 of the Land Use
Code (LUC).
4. If the existing building is expanded by more than 25 percent of the current gross
floor area, the building and site will need to be brought into compliance with the
development standards in Articles 3 and 4, pursuant to Section 1.6.5(B) of the
LUC.
5. The number of off-street parking spaces will be subject to the uses proposed
within the project. Places of worship uses will have a minimum number of off-
street parking spaces, subject to the standards Section 3.2.2(K)(1) of the Land
Use Code. All parking lots will be subject to the design standards in Section
3.2.2(C) of the Land Use Code.
6. Site landscaping will be subject to the landscaping and tree protection standards
in Section 3.2.1 of the Land Use Code.
7. The height limit for buildings within the LMN zone district is 2 Ih stories.
8. A lighting plan will need to be submitted demonstrating compliance with Section
3.2.4 of the Land Use Code.
