LEGAL DESCRIPTION OF THE ANNEXATION
A tract of land situate in the County of Larimer, State of Colorado, to -wit:
A tract of land located in the SE 1/4 of section 11, Township 6 North,
Range 69 West, of the 6th P.M. of Larimer County Colorado, being more
Particularly described as follows: Considering the South line of the
Southeast 1/4 of section 11Township 6 North, Range West of the 6th P.M.,
Larimer County, Colorado as bearing S 88 degrees 37' 00" W and with all
bearings contained herein relative thereto: Commencing at the SE corner
of said section 11 Township 6 North, Range 69 West of the 6th P.M.,
Larimer County, Colorado; thence, run S 88 degrees 37' 00" W along the
South line of said Southeast 1/4 for a distance of 957.61 feet;
thence leaving said South line run N 01 degrees 56'00" W for a distance of
30 feet to the point of beginning, said point also being a point on the
boundary line of TIMAN FIRST ANNEXATION; thence run S 88 degrees
37' 00" W along said boundary line of TIMAN FIRST ANNEXATION for a
distance of 543.51 feet to a point on the boundary line of SKYVIEW
SOUTH FIRST FILING; thence leaving said boundary line of TIMAN FIRST
ANNEXATION run N 01 degrees 56'00" W along said boundary line of
SKYVIEW SOUTH FIRST FILING for a distance of 370 feet; thence run N
88degrees 37' 00" E along said boundary line of Skyview South First Filing
for a distance of 543.51 feet to the afore said boundary line of TIMAN
FIRST ANNEXATION; thence leaving said boundary line of SKYVIEW
SOUTH FIRST FILINGrun S 01 degrees 56'00" E along said boundary line
of TIMAN FIRST ANNEXATION for a distance of 370 feet to the point of
beginning.
Containing 4.62 acres, more or less which has an address of
320 West Trilby Road, Fort Collins, Colorado 80525.
(d) The following districts presently provide service with the above referenced annexation:

(e) The annexation will have no impact on the school district at this time.
The annexation contains rights -of -way along West Trilby Road.
(f) The City Clerk must notify, via certified mail, those districts providing service in the area to
be annexed (as per above list), no later than 25 days before the Public Hearing on the
annexation.
ANNEXATION IMPACT REPORT
NAME OF ANNEXATION:
First Free Will Baptist Church
DATE OF REVIEW BY THE FORT COLLINS CITY COUNCIL:
January 21, 2003, February 4, 2003
The purpose of this report is to satisfy the requirements of CRS 31-12-108.5 which indicates a
municipality shall prepare an annexation impact report and file a copy of the report with the
Board of County Commissioners governing the area proposed to the annexed. Attached to this
report are the following:
(a.1) A map showing the present and proposed boundaries of the City of Fort Collins in the
vicinity of the above referenced annexation. The proposed boundaries of the City of Fort Collins
are depicted by the Urban Growth Area Boundary as agreed to by the Larimer County Board of
Commissioners and the Council of the City of Fort Collins and contained in the
INTERGOVERNMENTAL AGREEMENT FOR THE FORT COLLINS URBAN GROWTH
AREA. (See Exhibit A).
(a.2) A map showing present streets, major water trunk lines, sewer interceptors and outfalls,
other utility lines and ditches, an the proposed extension of such streets and utility lines in the
vicinity of the above referenced annexation. (See, Fort Collins Urban Growth Area Master
Street Plan for present and proposed extension of streets; Water Master Plan 1986 for present
and proposed extension of water utility lines; Sewer Master Plan 1986 for present and proposed
extension of sewer utility lines; and, Exhibit B for other utility lines and ditches).
(a.3) This is a voluntary annexation and zoning of an area approximately 4.62 acres, located at
320 West Trilby Road. The annexation meets CRS 31-12-104 that not less than one -sixth of
the perimeter of the area to be annexed is contiguous with the City of Fort Collins.
(b) The property making up this annexation is owned by:
First Free Will Baptist Church

Fort Collins, CO 80527
(c) The City of Fort Collins and applicable districts have, or plan to extend municipal services
into the area of the references annexation. The City operates under a "development must
pat its own way' philosophy whereby, the cost of needed extensions of infrastructure
(utilities and streets) is borne by the developer requiring those extensions. The City
participates in any "oversizing" of infrastructure and finances such requirements from the
City's Oversizing Fee structure. The developer has several optional methods to finance
infrastructure extensions including the use of Special Improvement District (SID). The City
collects fee3s for the extension and upgrading of storm drainage systems and the purchase
and construction of parks and recreation facilities. Other municipal services, such as police
protection, are financed from the City's General Fund.

This request is scheduled to go to the Fort Collins City Council on January 21, 2003 for
first reading, and February 4, 2003, for second reading.
