This use has a minimum number of required spaces, which is based on I space per 4 seats in the auditorium or principle place of worship, 2 spaces for every 3 employees, or I space for 1,000 sq. ft. of floor area, whichever tlyields the greatest number. R The water quality and orifice plate detail for the detention pond has been revised in accordance with the changes from previous comments and the 4'x4' box detail has been provided for adequate information. 14. "Please revise the water quality volume calculation to include the factor of 1.2. See drainage report. " R Acknowledged: Done. 15. "Afield visit discovered that the side road ditch in which the detention pond will temporarily drain to flows into the irrigation ditch to the east. The outfall for the pond can not drain into an irrigation ditch directly or indirectly. The flows may have to be piped across the irrigation ditch to the Tyman property, where a drainage easement already exists. R A swale has been implemented into the plan set to convey the 100-yr onsite and offsite flow across the Louden Ditch. NATURAL RESOURCES 1. "The landscape plan needs to provide a plant schedule listing the Fort Collins native grass species including the ratio and rate in which the seed will be applied. " R Acknowledged: Done. 2. "New landscaping added to the project needs to be Fort Collins native plant species. (see attached plant list). R Acknowledged: Done. 3. "Additional landscaping east of the proposed building, drive lane, and parking is needed to provide screening from the activities associated with these issues. " R Acknowledged: Done. In house calculations showed the maximum overland travel time to be about 300ft and the travel time length for channelized flow about 350ft. " R Acknowledged: The time of concentration for "Design Point a" has been revised. 5. "Using equation Tc = L/180+10 from the Urban Drainage and Flood Control District yields lower values for time of concentration. Please revise runoff calculations if needed. " R Acknowledged: The note in the runoff calculations has been revised accordingly. 6. "Please indicate whether or not existing utilities are being removed or abandoned. " R On sheet 4, the existing utilities will remain in place, since the road improvement design for Trilby Road has not been achieved yet. 7. "Please add Finished Floor elevation to building on grading plan." R Acknowledged: Done. 8. "Please state class of RCP pipe to be used for storm sewer, type III is required for pipe in the right-of-way. " R Acknowledged: Done. 9. "Please add a basin summary table and a detention pond summary table to the Drainage Plan. " R A design point runoff summary table has been added to the Drainage Plan. 10. "Please add a spillway to the detention pond and provide a cross-section of this on the Drainage Plan. " R A spillway to the detention pond will not be required, since the outfall pipe in the 4'x4' outlet box for the detention pond is capable of conveying an additional 100-yr storm for onsite and offsite flows. 11. "Please revise the water quality orifice plate calculations. " R Acknowledged: Done. Please note that row 2 of the water quality orifices has only one column. 12. "Please add drainage easements for detention pond and 100 year conveyance elements. See plat. The row is the high point and the curb at this point already transitions to "0". The existing drive is concrete to the existing edge of asphalt; however, the radius transitions will be asphalt until Trilby Road improvements are done. 13. "Label the Trilby Road section as "Possible Ultimate Trilby Road Section " Do to transitions that will be required within this section of roadway it is very possible that the width will vary and be wider than this along portions or all of the property. " R The Trilby Road section has been removed from the plan set since its final design is undetermined at this time. 14. "Use current detail 2201. " R Detail 2201 has been added to the detail sheet. 15. "If the sidewalk is to be installed with this project provide ramp truncated dome details for the ADA ramps, ramp details and high volume driveway detail. R The sidewalk is not going to be installed with this project. 16. "See plans for additional comments." R All redlines have been addressed. STORMWATER UTILITY 1. "Please revise scale on sheet 12. " R Acknowledged: Scale has been revised. 2. "The new 2002 Fossil Creek Drainage Master Plan requires detention: for the 100 year storm and to release at the 2-year historic rate. This site is releasing at the 10 year historic flow rate. Please revise to release at the 2-year historic rate. " R Acknowledged: Done. 3. "Please correct basin boundaries to include separate basins for off -site flows, see drainage plan. It is not required to detain off -site flows, however they have to be included in the design to pass these flows through the site and detention pond spillway. The detention pond should be sized to hold only the runoff from the site with the hydrology calculations (TOC/intensities, areas, C factors) reflecting developed site conditions. " R Offsite basins have been delineated, and the flows have been determined in accordance with each. The detention pond is now sized for onsite detention only with a 2-yr historic release rate. To do a design now, the design of the intersection of College and Trilby would need to be done in order to determine the transition lengths and location to be able to determine where the location of the curb and gutter would be on this site. " R The improvements for Trilby Road that were previously shown on the Phase 2 plans have been removed per meeting with Sheri Wamhoff. The exact location of curb, gutter and walk are undetermined at this time in lieu of the intersection design at College Avenue and Trilby Road. 9. "If the sidewalk along Trilby is to be put in with this project, in lieu of putting up funds for its future construction it will need to placed at the back of the row. " R Per the meeting with Sheri Wamhoff, it was .decided to not build the sidewalk with this project so that the walk could be placed properly with respect to the location of the curb and gutter. In addition, the proposed landscaping in this area will not be shown on these plans and will be determined when design of Trilby Road has been finalized. 10. The emergency access driveway -A 6 inch gravel section will probably not work. This needs to support 40 tons and thus probably needs to be a compacted road base. PFA wants a maximum 6% grade used on the access drive. Is the cross pan to be installed with the gravel drive? It is _shown in the profile, but not shown on the phase 1 sheets. The emergency driveway needs to be crowned or drain to one side. Draining to the center is not an acceptable section. " R The emergency access drive will not be used as a fire access. A separate fire access has been provided in the existing parking area. The access driveway will be temporary until Phase 2 is implemented and at that time will be paved. A 3' valley pan has been added in the drive to assist in drainage and will flow to the 3' cross pan. The 3' cross pan is now included in Phase 1 improvements. 11. "Need more elevations provide at the access drive to determine what the drainage flows do. Drainage is not allowed to flow out the driveway. " R Additional spot elevations have been provided at the driveway. 12. "Is the parking area to have curb and gutter? At the driveway entrance if the row line is the high point and the parking area has curb and gutter, need to show how the curb will transition down to "0" height at the row line. If the row line is not the high point of the drive then there cannot be curb and gutter from the high point out to the street (no concentrated flow is allowed). It would need to be a concrete or asphalt edge only. The driveway connection to the street should be shown as asphalt. It will be rebuilt in concrete when the Trilby Road improvements are done, but as we do not know what the elevations of those improvements are to be it doesn't make sense to pour it in concrete now. "Insert the legal description under the title, Lot 1 First Free Will Baptist Church " R Acknowledged: Legal description has been added. 2. "Remove notes land 12 from the cover sheet. Note I is already covered by note 3 and note 5 on the general notes on the next page. Note 12, the Ridgewood Hills design is not valid for this site. The street classification and width has changed since that design was done. " R Notes 1 and 12 have been removed from the cover sheet. 3. "Add indemnification statement to the cover sheet." R The indemnification statement is now on the cover sheet. 4. "Per PFA a minimum 6 inch fire line is required unless hydraulics will support a 4 inch." R The fire line has been changed to a 6-inch line. 5. "Instead of labeling the plans as interim and ultimate please call them Phase 1 and Phase 2 as that is how they will be referenced by us when utility/grading permits are issued. Sheet 7, which shows phase 2, states that it is for reference only. If phase 2 plans are for reference only, phase 2 will not be approved with this submittal and would need to be submitted for review and approval at the time Phase 2 is desired. It would then be subject to the code and criteria at the time of submittal. " R The interim and ultimate plans have been relabeled as Phase 1 and Phase 2. 6. "Identify the driveway width. " R The driveway width has been dimensioned. 7. "Master improvement plan (phase 2)-The curb and gutter shown on the south side of the road is not correctly shown based on the Ridgewood Hill plans and the Good Samaritan plans. In accordance with those plans the curb and gutter is located 35 feet from the section line. The row seems to be shown incorrectly as well. " R The curb and gutter and row on the south side of the road have been corrected to reflect the appropriate distance from the section line. 8. "The Ridgewood Hill design for Trilby Road that was referenced is no longer a correct design for this Roadway (the design was for a 4 lane arterial roadway the designation at that time -the current designation is a 2 lane arterial). In lieu of having this project provide the design for Trilby Road at this time, the development will include the design costs within the amount to be contributed to cover the design and construction cost for Trilby Road for the. PAGE 2 April 21, 2003 Project No. 1785-01-00 Re: First Free Will Baptist Church; Fort Collins, Colorado R Acknowledged: A fire emergency access is being provided on the plat. 2. "The temporary gravel road shall be compacted road base and able to support 80 tons." R The building is now serviced with a 6" fire line and the temporary gravel road is no longer a fire access. A fire access easement is now being provided in the existing parking area. 3. "Is it possible to obtain a 6% grade as opposed to an 8% grade along the north section of the temporary gravel road?. " R See response above. TRAFFIC OPERATIONS 1. "Master and Interim Improvement Plans should include master and interim dimensioning. Please dimension existing and improved future roadway widths, access drive widths, etc. " R Acknowledged. Dimensioning has been added to both Phase 1 access drive improvements and Phase 2 access drive improvements. Improvements to W. Trilby Road have been removed per Sheri Wamhoff. The timing of improvements to W. Trilby Road is undetermined at this time, as well as the exact determination of the location of these improvements. EXCEL ENERGY 1. "Existing gas service lies 424' east of E. Constellation Dr. and was installed in a straight line to the meter on the west wall. Existing service is 3/ "mw. Depending on existing & future gas loads, this service may need to be reinforced to a larger 1-114" service. We will need to know total future load. This reinforcement would be at the owners expense. " R The total future load for this addition is not anticipated to be greater than what currently exists; however, the owner is investigating total future loads. AT & T BROADBAND 1. "AT & T Broadband would like to see a utility easement granted on all sides of the property. " R A 10' utility easement is being shown on the east side of the property and a 15' utility easement is being shown on the south side of the property. There are currently 20' foot utility easements on both the north side and the west side that were dedicated with Skyview South First Filing. POWER Power Conditions (Additional Information Requirements for Complete Application — Resubmittal Required) 1. "Light and Power will need a Commercial Service Form from the electrician showing the current electrical load and the proposed electrical load. " R Acknowledged 2. "Need a site plan and utility plans showing transformer location and proposed electric service to the transformer. Power will come from Trilby Road and will be underground. " R Acknowledged: The existing transformer and the new underground service are now shown on the plans. 3. "Electric Development Policies and Charges will apply. " R Acknowledged 4. "Show existing transformer location on utility plans. And proposed location if transformer is to be relocated. Show the proposed route for the electric service (to be provided by the City of Fort Collins) from w. Trilby Road to the transformer location. This service must maintain 10' clearance from water and sewer lines. R Acknowledged: See response #2 above.
