This site is in the Fox Meadows drainage basin where the new development fee is $4,468/acre which is subject to the runoff coefficient reduction. The site is in inventory grid #11 P. 2. The standard drainage and erosion control reports and construction plans are required and they must be prepared by a professional engineer registered in Colorado. 3. Onsite detention is required with a 2 year historic release rate for water quantity. Onsite water quality extended detention is required to treat the runoff. 4. If the site is platted with multiple lots, the detention system would need to be sized for them. It may even be wise to do it now even if one lot is proposed since the potential is there for more lots. 5. An issue discussed was that the site drains into Timberline curb and gutter. The closest pipe is to the north side of the Harmony'h Acres access onto Timberline. Therefore, the onsite detention may have to be shallow to flow onto Timberline or a pipe system may be needed in Timberline to get the runoff to flow north to the Timberline Wetland. CC: Glen Schlueter 11. The Street Oversizing Fee will be $1,624 and the Larimer County Road Fee will also apply. 12. Please be cautioned that any construction activity off -site will require an easement from the property owner. 13. The new street must be designed to the local street standards as specified in the Latimer County Urban Area Street Standards. A 20-foot radius must be provided at the intersection with Timberline Road. A nine foot wide utility easement must be provided on both sides of the street. Reserving a strip of land between the north right-of-way line and the north property line will not be allowed. Utility Plans will be needed at the time of submittal. A Development Agreement will be required prior to recording final documents. A Development Construction Permit will be required prior to beginning site work. If the property to the north re -develops and takes access off the new street, then you will be reimbursed for one-half of the street improvements. If so, be sure to provide documentation from the City Traffic Operations Engineer at the time of submittal. 15. The new modular will be subject to the two Parks and Recreation fees, due at building permit issuance. Please refer to the handout describing the fee schedule. 16. The new modular will also be subject to the Capital Improvement Expansion Fee and the Poudre School District Impact Fee, due at building permit issuance. Please contact Building Inspection, 221-6760, for the fee schedule. 17. The City Forester should be contacted to evaluate the existing trees. If any of these trees are to be removed and found significant, then the tree mitigation standards will apply. For further information, please contact Tim Buchanan, 221-6361. 18. The project will be considered a "small project" with a $200 application fee. The review will be administrative (Type One) subject to review by the Director or the Hearing Officer. Onsite stormwater detention is required for both water quality and stormwater detention purposes. Usually water quality is provided by extended detention. The stormwater detention must be released at no greater than the two-year historic runoff rate. 7. There is a problem in that the outfall to the east (Timberline Road) does not have proper capacity due to downstream constrictions as the storm flows head north. There is an existing 16-inch diameter water line in Timberline Road and an existing eight -inch diameter water line stubbed to the property. The problem is that there is no sanitary sewer line in close proximity. The nearest sewer is located west of the railroad and north of the property. In this particular case, for one modular dwelling unit, the existing septic system may be allowed, subject to approval by the Latimer County Health Department. If the property were to be replatted to allow the maximum density (four to five lots), then sanitary sewer would have to be provided to each lot and the septic system removed. 9. The existing water tap to the property may be used if approved by the Fort Collins Loveland Water District. If not approved, then water must be provided by the City of Fort Collins and the subject to the Plant Investment Fees and Raw Water Acquisition Charge, due at the time of building permit issuance. The previous plan for extension of an eight inch diameter water line in the new public street looks acceptable but needs to be re -reviewed. A repay is due to the City for the Warren Lake Trunk Sewer and the 16- inch diameter waterline. For further information, please contact Roger Buffington, 221- 6681. 10. The site will be served by the Poudre Fire Authority. They will require that the new public street be designed with a turn -around with a minimum of 50 feet outside radius. Since the lot will be served by a single point of access, any structure beyond 660 feet must be equipped with an automatic fire extinguishing system. Water supply must be provided by a hydrant no further than 300 feet from the building and capable of delivering a minimum of 1,500 gallons per minute at 20 p.s.i. The address must be visible from Timberline and this may require an address marquee. For further information, please contact Ron Gonzales, 221-6570. u ITEM: One Lot Subdivision North of Harmony and West of Timberline MEETING DATE: February 11, 2002 APPLICANT: Mr. Gary Gerrard, 1739 South C.R.#13C, Loveland, CO. 80537 c/o Mike Oberlander, North Star Engineering, 700 Automation Drive, Unit One, Windsor, CO. 80550. LAND USE DATA: Request to plat 2.99 acres into one lot for the purpose of installing one modular dwelling unit and construction of a new east -west public street. COMMENTS: The site is zoned U-E, Urban Estate, which permits the proposed land use. If additional dwelling units are proposed, then each new unit must be on its own lot consisting of no less than one-half acre in size. Because the site is zoned U.E, the transportation street connectivity standards of Section 3.6.3 do not apply. 2. The new dwelling unit must meet the following mininuan setbacks: front (east) 30 feet; rear (west) 25 feet; corner side (north) 15 feet. 3. A plat note addressing future access will have to be added. The note should state that should the subject property rezone out of the Urban Estate zone district, then an access and utility easement connecting the property to the south to the proposed east -west public street will have to be dedicated for the benefit of the property owner to the south. Otherwise, the plat of the subject property would not comply with the requirements of Section 3.6.3. For further information regarding zoning issues, please contact Peter Barnes, 221-6760. 4. Electrical power will be provided by the City of Fort Collins Utilities which is in the process of placing existing overhead power lines underground. There is an existing pole on the property with private security light that is fed by a two inch diameter conduit. This line will likely be the source of electrical power to the future modular dwelling unit. An electrical meter will have to 6e placed on the modular in a location coordinated by Light and Power. 5. Any modifications to the existing system will be at the developer's expense and normal development fees and charges will apply.
