HomeMy WebLinkAboutPOUDRE SCHOOL DISTRICT, CENTENIAL HIGH SCHOOL EXPANSION & REMODEL - SITE PLAN ADVISORY REVIEW - 39-02 - CORRESPONDENCE - HISTORIC PRESERVATION (5)The Commission shall hold regular monthly meetings on the second and fourth Wednesday of each month at 5:30 p.m. Special meetings may be held upon the giving of at least three (3) days' notice. All meetings shall be open to the public. Section II All questions of order not provided for in the bylaws, shall.be decided by Robert's Rules of Order, newly revised, latest edition. ARTICLE V - AMENDMENTS TO BYLAWS Proposed amendments may be presented and voted upon at any regularly scheduled meeting. The vote of a majority of the voting members of the Commission shall be necessary to approve any amendment. Revised and Approved: 9-11-02 hAadvp1an\histpres\0c\bylaws 1) CITY OF FORT COLLINS LANDMARK PRESERVATION COMMISSION BYLAWS ARTICLE I - NAME The name of this Commission shall be the City of Fort Collins Landmark Preservation Commission. ARTICLE II- GENERAL ACTIVITIES 1. Meet regularly to carry out the functions of the Commission as set forth in Section 2-278 of the Code of the city. 2. Meet as required to complete timely review of applications for building permits and other applications not requiring building permits for locally designated historic landmarks and properties in landmark districts, and to perform all other functions assigned to the Commission pursuant to Section 2-278 and Chapter 14 of the City Code. 3. Work with applicants to resolve differences. 4. Strive to communicate the general responsibilities and powers of the Commission to the general public, affected property owners, and involved parties of the business community. 5. Expand the knowledge of the Commission members regarding local architecture, local history, and good preservation practices. ARTICLE III - COMMITTEES Section I The Chairperson may appoint any necessary committees to assist the Commission. Section II Committees shall be dissolved by the Chairperson upon completion of the assigned task including the submittal of any reports, which may be required. ARTICLE IV - MEETINGS Section I it: tadvp lan\h istr)resl ¢c\b}laws is being made to be sensitive to the historic nature of the windows and allow the benefit of modern window construction and glazing. I have also provided a color rendering of the south elevation of the proposed project. Brick, ground -face and split -face block, as well as pre -cast, have been chosen to - complement the look of the 1906 building as well as our budget. Window proportions have been accurately shown as well as the roof angles over the Flex -Room to the west now match the original building. Overall, I feel our design team has done an excellent job of blending the additions, while respecting the historic nature of the 1906 Laurel School. As I indicated, this project was placed on a temporary hold while the District evaluated the impact of enrollment drops on all of the projects approved in the November 2000 Bond Election. In March of this year, the decision was made to move forward with the addition and renovation of Centennial High School on this site. Unfortunately even '. with the delay, our timeline remains the same. As we moved forward with approval by ' the Planning & Zoning Board, it was brought to my attention by Ted Shepard that we i._ hC have o 1c1 y addressed the concerns of the Landmark Preservation Commission. ° T e concerns re outlined in your letter to Jennifer Cordes of Slater Paull Architects o May 23, 2002 I apologize for not responding sooner, but I do feel that most of the Cohumssidns S96cerns have been addressed in our final design. However, not all have been e t ed. The Commission's main concern surrounded the "massing" of the stair tower being in the front of the two-story addition. We did evaluate relocating the stair tower (or its mass) back into the addition as suggested by the Commission. However, due to the limited space available, the area displaced by moving the stair tower would now be shifted to the front of the building again. This also created a less than desirable circulation pattern within the addition. Therefore, we made the decision to leave the stair tower in its original location but have reduced the overall width; and, moved it back into the addition to soften the impact of the "mass". A comment was also made about "marking the entry with something that isn't the entry". It may not have been made clear to the Commission, but this area will become the new main entry into this school. For security reasons, all student and visitors will enter the site via this new front door. The entry to the 1906 building will be locked from the outside. xiT;i yn ,f'" Another significant change was made in the window proportions. I believe there was concern with the "square" windows that were originally proposed for both additions. These windows have been changed to now reflect the proportions of the original building windows. The windows in the 1906 building will be replaced as part of this project.
