8 A forensic inspection of exist-
ing facilities is made to assess
llieir condition and to relate
t
damages or deterioration,
if any, to geologic and geolo-
gy -related (c.g., soils and
drains e) conditions. The
resulting conclusions are
used to support recommen-
dations about possible modi-
fications of site drainage
control, repairs to existing
facilities, and changes in con-
struction plans to reduce the
possibility of similar damages
to new construction, rebuild-
ing, and additions as
applicable.
Specific siting of new con-
struction and its apporte-
nances can greatly affect its
long-term servicibility and
overall maintenance and
repair costs. The reviewer
may recommend changes in
site plans to avoid problem
areas and to avoid places that
may be hazardous to PuPlls
(e.g., dri.l c an'd'irngalion
ditches).

Subject: Re: Centennial HS - Floodplain Issue
I was cleaning out my e-mail today and found this. I think Paul Eckman or Ted Shepard got back to you.
If not the only thing we can do is enforce the floodplain that is in affect at the time you have your hearing.
It seems to me the best thing to do is protect the structures since it is a known shallow flooding area. That
is the right thing to do. Regulations are there to force people to do the right thing. PSD usually does the
right thing.
I did hear from the City's Floodplain Administrator that the adoption of the mapping may be in September
now. The maps are done and won't change, the delay is work load related. The Dry Creek and Old Town
floodplains just have so many people to be notified, sitting up open houses, preparing City Council info,
etc.; all the work that goes into the official adoption of a floodplain.

Ted,
Have we heard from the City Attorney on his opinion of
which floodplain plan will be enforced by P&Z for this
project? Also, have you sent the Board's comments out? I
was out last week and Greg is out this week, so we haven't
had time to talk. Thanks! -Ed
