approval evidenced in writing on the plat and signed by the
City Clerk.
B. Section 3.3.1(B), Lots:
1) The single lot within the Canyon/Howes Replat has vehicular
access to both Canyon Avenue and Howes Street. The PDP
for Canyon/Howes does take vehicular access from Canyon
Avenue. The side lot lines are substantially at right angles to
the street. There is no minimum lot size for residential and
commercial uses within the D Downtown District.
2) The Canyon/Howes Replat will permit the Canyon/Howes
PDP to be developed as approved. The PDP has been
shown to be in substantial compliance with the development
standards in Articles 3 and 4 of the Land Use Code.
C. Section 3.3.1(C) Public Sites, Reservations and Dedications:
1) All public street rights -of -way adjacent to replatted lot were
dedicated with the Original Town Annexation. The adjacent.
right-of-way is of sufficient width, no additional right-of-way is
necessary.
2) Subdividing the land will not result in the need for additional
open space or detention areas.
4. Findings of Fact/Conclusion:
A. The Canyon/Howes Replat contains residential and commercial
uses, which are permitted in the D — Downtown Zone District.
B. The Canyon/Howes Replat meets the procedural requirements
located in Division 2.1 - General Procedural Requirements, Division
2.2 - Common Development Review Procedures for Development
Applications, and Section 2.4 - Project Development Plan located
in Article 2 - Administration.
C. The Canyon/Howes Replat meets the plat requirements located in
Section 3.3.1 - Plat Standards located in Article 3 - General
Development Standards.

EXECUTIVE SUMMARY:
This project has been reviewed in accordance with the applicable requirements
of the Land Use Code (LUC) and was found to be in substantial compliance with
the following:
The process located in Division 2.1 — General Procedural Requirements,
Division 2.2 — Common Development Review Procedures for
Development Applications, and Division 2.4 — Project Development Plan
located within Article 2 — Administration; and the design standards located
within Article 3 — General Development Standards; and the standards
located in Section 4.12, Downtown Zone District (D) of Article 4 — Districts.
FINDINGS and ANALYSIS:
1. Background:
The zoning and land uses that surround the Canyon/Howes Replat are as
follows:
N: D — Office, Bank
S: D — Office
W: D —Office, Restaurant
E: D — Masonic Temple
This property was annexed into the City as part of the Original Town Annexation
in February 1873.
2. Division 4.12 of the Land Use Code, Downtown Zoning District
The subdivision plat meets the applicable Land Use Standards as follows:
The lot exceeds the minimum lot width of 40 feet. The lot width for the
Canyon/Howes lot is 165 feet and 325 feet respectively.
3. Article 3 of the Land Use Code — General Development Standards
A. Section 3.3.1(A), General Provisions:
1) The subdivision plat will be filed and recorded only after
having been approved by the Director of Planning, with such

PROJECT DESCRIPTION:
Canyon/Howes Replat is a subdivision plat of Lots 3, 4 and a portion of Lot 5,
Block 92, City of Fort Collins Original Town Addition. The plat encompasses 0.42
acres of land and is located at the southwest corner of Howes Street and
Canyon Avenue. The plat is combining these lots into a single lot, as well as
representing two lease areas into the adjacent Canyon Avenue and Howes
Street Rights -of -Way. The lease areas total 988 sq.ft. and are intended for
underground storage lockers for the Canyon/Howes Mixed Use Development.
This project has received approval of a Project Development Plan. The
underground lease area has received approval by the City Council through a 99-
year lease agreement.
The property is zoned D — Downtown, and is within the Canyon Avenue Sub -
District.
RECOMMENDATION: Approval
