FINDINGS OF FACT / CONCLUSIONS
After reviewing the Cingular—Calvary Baptist Wireless Telecommunication
Facility, Project Development Plan (#48-02A), and staff makes the following
findings of fact and conclusions:
1. The Project Development Plan complies with all applicable
administrative standards contained within Article 2 of the Land Use
Code.
2. The Project Development Plan complies with all applicable General
Development Standards contained in Article 3 of the Land Use Code,
with one exception, noted below as a condition of approval.
3. The Project Development Plan complies with all applicable district
standards of Section 4.4 of the Land Use Code, LMN — Low -Density
Mixed -Use Neighborhood District.
RECOMMENDATION:
Staff recommends approval of the Cingular—Calvary Baptist Wireless
Telecommunication Facility, Project Development Plan (#48-02A), and subject to
the following condition:
In order to receive Final Plan approval, the applicant shall comply with the 6-foot
maximum wall height standard contained in Section 3.8.13 (C)(5).

e. Color. The proposed tower will be painted white to
coordinate with existing colors used on the church;
f. Lighting: There will be no lighting associated with this
project;
g. Interference: The proposed facility will not interfere with
other types of electronics or wireless providers. If there are
problems, the Applicant will be responsible for repairing the
equipment;
h. Access Roadways: Poudre Fire Authority has indicated that
they have no issues or concerns with the proposed project;
i. Foothills and Hogbacks: This proposal is not in or near the
foothills;
j. Airports and Flight Paths: The proposed tower is not located
near an airport or within a flight path;
k. Historic Sites and Structures: The proposed equipment is not
located on a historic structure, nor is the site located within a
historic district; and
Stealth Technology: The facility is designed appropriately in
the context of a relatively rural church: the proposed facility
is a "mimic structure" designed to look like a bell tower. The
proposed design coordinates with the aesthetics of the
existing church.
4. Article 4 — Districts
Wireless telecommunication facilities are permitted in the LION— Low -
Density Mixed -Use Neighborhood District, subject to Planning and Zoning
Board Review.

3. Article 3 — General Development Standards
A. Section 3.8.13, Wireless Telecommunication
1) Location and Co -location [Section 3.8.13 (A) and (B)—The
wireless telecommunication equipment is proposed to be
ground mounted within the LMN — Low -Density Mixed -Use
Neighborhood District. This proposal is a co -location; there is
an existing wireless telecommunication facility on site.
2) Standards [Section 3.8.13 (C)]—
a. Setbacks: The closest property line to the proposed 50-foot
tower is 108 feet to the east, well in excess of the minimum
allowable;
b. Wireless Telecommunication Facilities: The proposed faux
bell tower is located in a logical place in relation to the
church. It is set back substantially from the road and
property lines. The proposed height is substantially shorter
than the church steeple. It will be painted white to
coordinate with the existing church trim and steeple color.
The equipment at the ground level will be screened by a
split -face CMU wall enclosure. The enclosure walls will
need to be reduced in height by two feet for a total of six feet
in height to comply with this standard. This will be verified in
Final Plan Review, but will be a condition of approval as
noted below;
c. Wireless Telecommunication Equipment: As noted above,
the faux bell tower will be painted white to coordinate with
the existing church trim and steeple color;
d. Landscaping and Fencing: Landscaping is proposed at the
base of the tower and around the ground equipment
enclosure. Coniferous shrubs are proposed at the base of
the tower. The ground level equipment is proposed to be
screened by a split -face CMU wall enclosure surrounded by
eight pinon pine trees.

standards of the LMN — Low -Density Mixed -Use Neighborhood District, except
where noted in the Finding of Facts and Recommendation sections below.
COMMENTS
Background
The surrounding zoning and land uses are as follows:
N: LMN — Low -Density Mixed -Use Neighborhood District - vacant land with
FA —Farming (County) - existing single family residential beyond;
E: LMN — Low -Density Mixed -Use Neighborhood District — mix of vacant
land and existing single family residential;
S: RL—Low Density Residential District - existing Poudre School District
Administration Building and Poudre High School with existing single
family residential beyond;
W: LMN — Low -Density Mixed -Use Neighborhood District — mix of vacant
land and existing single family residential with FA —Farming (County) -
existing single family residential beyond.
This project is a co -location but there is no additional room for antenna arrays in
the steeple of the church. The Applicant initially submitted plans proposing a 60-
foot tall, 2-foot diameter monopole close to the eastern property with a sheathed
antenna configuration disguised as a large flagpole. Staff worked with the
Applicant to revise the proposal to incorporate stealth technology in a more site
specific design, like a cupola or bell tower. The Applicant revised the plans to
move the tower to a more central location on the site and disguise it to look like a
bell tower for the church. Ground equipment is proposed to be located to the
north of existing ground equipment in a screened enclosure near the east
property line. A required neighborhood meeting was held for this project on
March 6, 2006, after the print date for this packet. Notes from the meeting will be
distributed at the Planning and Zoning Board work session.
2. Article 2 — Administration
The Cingular—Calvary Baptist Wireless Telecommunication Facility, Project
Development Plan complies with the applicable requirements of the Land Use
Code, specifically the procedural requirements located in Division 2.2 — Common
Development Review Procedures for Development Applications; and Division 2.4
— Project Development Plan.

PROJECT DESCRIPTION:
The Cingular—Calvary Baptist Wireless Telecommunication Facility, Project
Development Plan is a proposal to co -locate a wireless telecommunication facility
at 2420 Laporte Avenue. This is a request to install a 50-foot tall wireless tower
designed to look like a bell tower to the northwest of the existing Calvary Baptist
Temple. The site is located on the North side of Laporte Avenue approximately
'/z mile west of Taft Hill Road. There is another existing wireless facility on this
site including antennas in the steeple and an associated equipment pad towards
the north end of the east property line.
The property is zoned LMN — Low -Density Mixed -Use Neighborhood District.
RECOMMENDATION: Approval
EXECUTIVE SUMMARY:
Wireless telecommunication facilities are permitted in the LMN— Low -Density
Mixed -Use Neighborhood District, subject to Planning and Zoning Board Review.
This Project Development Plan (PDP) complies with the applicable
Administrative and General Development standards and the Zone District
