hazard. Sprint PCS has found quartz halogen lighting to provide the
clearest and safest on -site illumination. All lighting will be mounted
below the top fence line and directed downward to ensure there is no
spillage of illumination off -site. Further, lighting is only used on an as -
needed basis. Technicians activate the on -site light, if needed, upon
arrival. Lighting duration is controlled by a user -programmable,
automatic shut-off timer.
10. Interference
Sprint PCS antennae and equipment will operate in such a manner so
as not to cause interference with other electronics such as radios,
television or computers.
11. Access Roadways
Access to the facility is from existing roadways. No new access
roadways are proposed.
12. Foothills and Hogbacks
The facility is not located in or near the foothills.
13.Airports and Flight Paths
The facility is not located near an airport or flight path.
14. Historic Sites and Structures
The facility is not located on an historic site or structure.
15. Stealth Technology
The use of stealth technology in the form of a "mimic" structure is not
feasible at this site. The design of the facility seeks to mitigate
potential visual impacts through use of an existing vertical element,
using similar single straight-arm mounting, location and color matching.
The site was chosen, in part, because of its location away from the
arterials of Horsetooth Road, Timberline Road and Drake Road. As
previously stated, all appurtenances will be painted to match the color
of the existing utility pole.

be submitted with our application for a building permit.
3. Wireless Telecommunication Equipment
The antennae, single straight-arm mounts and coaxial cable shroud
will be painted to match the existing .pole. The natural cedar fence
used to conceal the ground -mounted equipment is consistent with
fences in the area.
4. Landscaping
The mechanical characteristics of the ground -mounted equipment will
be screened by a natural cedar fence, consistent with fencing in the
area. Existing mature trees, shown on the site plans, will further
reduce any potential visual impact. Therefore, no additional
landscaping is proposed.
5. Fencinq
As previously stated, a natural cedar fence will be used to conceal the
ground -mounted equipment. This type of fence is consistent with other
fences in the area.
6. Berming
No berming is proposed.
7. Irrigation
No new landscaping requiring irrigation is proposed.
8. Color
The antennae, single straight-arm mounts and coaxial cable shroud
will be painted to color match the existing utility poles. The natural
cedar fence concealing the ground -mounted equipment will be coated
and maintained with a clear oil -based sealant to maintain its natural
color.
9. Lighting
High-pressure sodium lighting has been found to be inadequate for the
intricate technical work required on -site. This type of illumination does

location of this facility. Among those locations were Fort Collins High School,
an existing monopole located on the Platte River Power Authority campus,
Timberline Church, Poudre Fire Authority Station #10 and two additional
Platte River Power Authority poles along the Union Pacific ROW.
Each potential candidate was evaluated and determined to be unusable for
various reasons. Those reasons include the inability to meet the Sprint PCS
coverage objective, excessive construction costs, lack of space for ground -
mounted equipment and the inability to lease the necessary space for the
Sprint PCS equipment. Ultimately, co -location of the facility on an existing
utility pole was found to meet Sprint PCS RF engineering and site design
requirements and conform to City of Fort Collins regulations for wireless
telecommunication facilities.
In accordance with City of Fort Collins co -location policy, Sprint PCS shall not
act to exclude or attempt to exclude any other wireless telecommunication
provider from utilizing the same building, structure or location for a wireless
facility. Sprint PCS shall, also, act in good faith to achieve co -location of
wireless telecommunication facilities and equipment.
C. Standards
1. Setbacks
The proposed facility is not a new tower or monopole. The antennae
will be mounted atop an existing utility pole within the Platte River
Power Authority easement situated in the Union Pacific Railroad ROW.
The ground -mounted equipment meets the property line setback
requirement for RL zoning. The equipment area is 15' from the west
rear yard property line and more than 46' from the east front yard
property line.
2. Wireless Telecommunication Facilities
The proposed facility will remain architecturally consistent with the
existing utility pole. In keeping with the single straight-arm design of
the existing utility pole, the proposed design for attachment of the
antennae calls for use of single straight-arm mount for each sector.
This design reduces the mass atop the pole by eliminating the typical
crossbar support used for antenna attachment. A structural analysis is
required by Platte River Power Authority to verify the capability of the

This application seeks approval of a wireless telecommunications facility co -
located in the Union Pacific Railroad right-of-way on Platte River Power Authority
utility pole #312. The antennae for the proposed facility will be mounted atop the
existing electrical transmission line pole. The antennae and cable shroud, used
to conceal the coaxial cable on the pole, will be painted to match the existing
color of the utility pole. The associated ground -mounted equipment will be
concealed behind a natural cedar fence and screened from view by existing trees
east of Parklake Drive.
Planning Objectives (Section 3.8.13 — Wireless Telecommunications)
A. Location
The facility utilizes the top of an existing utility pole for the attachment of the
proposed Sprint PCS antennae. The antennae will be painted to match the
existing color of the utility pole. A shroud is proposed to conceal the coaxial
cables that will be attached to the pole. The coaxial cables are required in
order to connect the antennae to the ground -mounted equipment. The
shroud will also be paint to match the color of the pole.
B. Co -Location
Where feasible, Sprint PCS utilizes existing wireless communication facilities
to locate new antennae. These sites are often preferable because they offer
the opportunity to reduce the time needed to bring a site "on -air". However,
many of the existing sites have challenges that preclude their utilization.
These limitations are:
1. Lack of available space on the facility at the needed antenna
height.
2. Lack of available space for the ground equipment.
3. Insufficient structural integrity to accommodate an additional
antenna.
4. Zoning stipulations that limit co -location opportunities.
If an existing wireless facility is an acceptable candidate from an RF
engineering perspective, Sprint PCS will review the site constraints to
determine if a solution exists that will allow the site to accommodate the
Sprint PCS antenna.
